BACKGROUND. In March of 1994 Mayor Johnson proposed the Pedestrian Bridge Over
Keystone project. It was to be funded under the Intermodal Surface Transportation
Efficiency Act (ISTEA) a program administered by the Division of Program Development
of the Indiana Department of Transportation (INDOT).
The estimated cost of the project in 1994 was $460,000. Current estimates are closer to
$500,000. Funding would be on a 80/20 spilt.
In a meeting with members of the INDOT staff last fall and subsequent telephone calls
with Mr. Richard C. Whitney, Chief of Policy and Budget it was determined that the
Carmel • pedestrian bridge project had been canceled and would have to be resubmitted as a
new proposal should the City wish reconsideration for ISTEA funding.
While the exact amounts are not known there apparently are some residual funds available
for projects such as this Consequently the project is being resubmitted. The firm of Fink,
Roberts, and Petrie is being retained to do preliminary design and cost estimates.The
submission deadline to INDOT is May 15, 1997.
