Please prepare and submit Architectural Commitments for this site. Reply: As the additional uses for the site have been removed the Commitments will refer to the plans on file with ADLS Amendment approval provisions. Commitments will be submitted next week at our meeting on Monday. 2. Please continue the masonry line (that runs across the brick near the top of the building) through the stacked stone fiber cement panels. Reply: This has been done. See revised elevations. 3. On the east elevation, please change the stacked stone fiber cement panels above the windows and doors to brick. Reply: This has been done. See revised elevations. 4. What color will the umbrellas be in the outdoor seating area? Reply: Red. 5. What color are the bike racks? Reply: Red. 6. Please show where the water, gas, and electric meters will be located on the site plan and on the building and how they will be screened from view. Reply: See item #32 on the South elevation. This area is now screened with doors. 7. In future drawings and elevations, please do not show plants and flowers as the merchandise for outdoor display unless you actually plan to sell plants and flowers at the gas station. This is misleading and does not give a true representation of what the exterior elevation of the building will look like. Reply: Please see the Exterior Merchandising sheet now included with the architectural plans. All materials have been removed from the perspective rendering. 8. Please provide an exhibit showing any rooftop mechanical equipment and that it will be screened from view. Reply: See sight line study attached (last sheet of architectural set). Landscaping 9. Please include a Landscape Plan for the full property. Reply: See revised plans the include the entire site. 10. Please label any areas where there will be tree preservation as a “Tree Preservation Area” on the Landscape Plan, Site Plan, and Primary Plat. Reply: See revised plans. 11. How will the pond be landscaped? Will it have native plantings around the edge so it appears more natural, or will it be mowed up to the edge? Reply: See revised plans. Lighting 12. On the Lighting Plan, it is hard to discern where the property line is. Please clearly show/label the property line. Reply: See revised plans. 13. Please refer to ZO Chapter 25.01.02.B.9. The lighting shall not cause illumination beyond the road right-of-way line in excess of 0.3 Footcandle of light. The lighting appears to be over this in areas along the west property line. Please adjust the light fixtures and resubmit a revised plan. Reply: See revised plans. 14. Is the fuel canopy lighting recessed and flush mounted into the canopy? Please submit the design detail of this. Reply: Yes. The fuel canopy lights are low profile. See attached light fixture cut sheet #3. Site Plan 15. Please show/label the 45-ft half right of way of Gray Rd. (per the Thoroughfare Plan Map). Reply: See revised plans. 16. Please show/label the 60-ft half right of way of 146th Street (per the Thoroughfare Plan Map). But, please also verify any additional right of way needed from the Hamilton County Highway Dept., too. Reply: See revised plans. 17. The parking far exceeds the parking requirement in the Zoning Ordinance. Could some of the parking be reduced to allow for more green space or tree preservation? Reply: As illustrated in our meetings the need for the spaces is to accommodate the variety of activities within the building including food sales. 18. What is proposed to be in the island at the southwest corner of the building? Is there a structure in the middle of this island or can there be additional landscaping here? Reply: This is a picnic table and sun shade structure for employee use. With the shift in the sidewalk to avoid the switchbacks no additional landscaping is proposed in this location. 19. The Site Plan shows a RedBox on the east façade. Are you planning to have RedBox at this location? If not, please remove it from the site plan so as to help limit the amount of outdoor display. Reply: This has been removed from the site plan. General 20. Please list what “green” or sustainable site building design aspects will be implemented, similar to the LEED checklist. www.usgbc.org/leed/rating-systems Reply: - Bicycle racks are provided for an alternate method of transportation - Water and energy conserving plumbing fixtures are specified for the restrooms - The designated smoking area is at least 25’ from building entrances and air intakes - Interior paints and coatings shall comply with the testing a product requirements of the California Department of Health Services’ “Standard Practice for the Testing of Volatile Emissions from Various Sources Using Small-Scale Environmental Chambers” - Solar Control Low-E tinted insulated glass is specified at all exterior windows - Occupancy sensors are specified in both restrooms to reduce energy consumption - Sunshades and awnings are installed at window locations to reduce heat gain - Light shelves are installed on the interior side of the storefront allowing diffused light to infiltrate deeper within the space - A majority of the light fixtures specified for the interior and exterior are energy- efficient LED fixtures 21. Will you be providing for recycling within the dumpster enclosure? Reply: None is proposed at this time. 22. How tall is the dumpster itself? Reply: 75.5” Findings of Fact 23. Perhaps you can add something about the gas station will comply with federal and state regulations, with some aspects even going above and beyond what is required? Reply: Noted. 24. Under number 4, perhaps mention something about the floodplain being a natural condition which would push residential development closer to 146th (noise and traffic) and which reduces the amount of land to work with for a good subdivision design?
