CARMEL HISTORIC PRESERVATION COMMISSION
WORK SESSION MINUTES
FEBRUARY 4,2015,6:00 P.M.

1. Call to Order
The meeting was called to order at 6:00 P.M. by Chairperson Carol Schleif.
2. Designation Policies and Procedures for Local Conservation and Historic Districts
a. Recap existing policies and procedures
b. Application
a. Expand existing application to include more information.Raina Regan will send out
examples to Commission members.
b. Create one page checklist of what you would need to accomplish to seek designation.
Look at DOCS checklist as reference.
c. As part of the application,require the neighborhood to send out letters at the front of
the process, to inform property owners that an application has been filed and to set a
first meeting date.Require neighborhood to acquire names from County Auditor's
Office.
c. Standards
a. Continue to have neighborhood develop architectural standards as part of designation
process.
b. Some discussion about more information about design review in Standards.
c. Provide neighborhoods seeking designation the opportunity to have a workshop to
develop guidelines/standards. Having some of the Commission members attend the
workshop.
d. Neighborhood Meetings
a. Require the neighborhood to educate,hold meetings. Make sure that the property
owners are invited,not just the people who live at the property.
b. Require the petitioners to demonstrate they've held enough meetings to fit the needs of
their neighborhood. Don't put a number on it.
c. Recommend to the neighborhood to invite local political representatives, if it is
appropriate.
e. Petitions
a. Petitions are currently not required as part of the preservation enabling ordinance or
part of the rules of procedure.
b. Until the City approves petition standards for the entire city,petition rules will not be
set by CHPC.
c. Strongly encourage neighborhood to inform property owners as best as possible.
f. Noticing
a. Require that neighborhood send out notice at the beginning of the process. Doesn't
have to be sent certified.
b. Commission should prepare a template of a letter for neighborhood to use.
g. Fees
a. Decision on who will pay for expenses for historic and/or conservation district
designation is yet unresolved. Additional research will be completed on funding
sources for applications.
h. Timeline
a. Include some sort of rough timeline or expectation of time involved in process to
include with checklist.
3. Rules of Procedure
Commissioners will review Rules of Procedure and discuss any changes at the next
Commission meeting.
4. Adjournment
Meeting adjourned at 7:21p.m.
