MEETING MINUTES
MARCH 12,2015,6:00 P.M.

1. Call to Order
The meeting was called to order at 6:10 P.M. by Chairperson Carol Schleif.
2. Roll Call
Commission members Curtis Butcher,Justin Moffett, Carol Schleif,and Jennifer Hershberger
are in attendance. Advisory member Nick Davis is in attendance.
3. Approval of Minutes(2-4-15, 2-12-15)
Jennifer Hershberger moves to approve the February 4, 2015 work session meeting minutes,
Curtis Butcher seconds. Motion passes (4-0).
Jennifer moves to approve the February 12, 2015 meeting minutes,Justin Moffett seconds.
Motion passes (4-0).

8. Old Business
a. Ordinance D-2198-14 An Ordinance of the Common Council of the City of Carmel,
Indiana,Adding Chapter 2,Article 5, Section 2-188 (Historic Preservation for the City of
Cannel) (b)(9) to the Carmel City Code
1. No discussion,remains in Finance Committee.
b. Resolution CC-i 1-17-14-01 Transfer of Real Property—Donald Swails Jr Fire Station, 130
First Ave SW(Contributing)
i. Based on the Commission's recommendation,the resolution was modified so that
during the property transfer to the Carmel Redevelopment Commission,the Fire
Station building cannot be altered in any fashion. When the property surrounding
• the Fire Station is redeveloped,the Fire Station will be parceled off and transferred
back to the City.
ii. Resolution was adopted by the Carmel City Council at their March 2, 2015 meeting.
c. Rules of Procedure
i. Initial edits have been made to the rules of procedure but additional clarification is
needed on some sections.
d. Designation Application
i. Commission staff Raina Regan shared the draft Application and Instructions page to
the commission over email prior to the meeting. Commissioners reviewed
document and provided some revisions to the Staff to make revisions to document.
ii. Commissioners would like to include what the Certificate of Appropriateness
(COA) fees will be in the application. Staff have provided a statewide look at COA
fees and provided this document to the Commissioners for review. This will be
discussed at next month's meeting.
e. Certified Local Government Application
i. Staff provided an update to Commissioners regarding the Certified Local
Government Application. Commissioners will each need to provide a resume to
include in the application.
9. New Business
a. Website
i. The Carmel Historic Preservation Commission's page on the City of Carmel's
website is updated with a link to RuskinARC. See:
http://www.carmel.in.gov/index.aspx?page=629
ii. Staff will send the Clerk-Treasurer's Office agendas and minutes for the
Commission so a LaserFische repository for the Commission can be established.
10. Announcements
Staff shared with the Commission that the Indiana Statewide Preservation Conference is April
22-24`h in Kokomo.
11. Adjournment
Justin Moffett moves to adjourn the meeting, Jennifer Hersherberger seconds. Motion passes
(4-0). Meeting adjourned at 6:46p.m.
