CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, July 15, 2015
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.
Time: 9:00 a.m. ( Approximate start times for each item are listed below .)
9:00 a.m. Docket No. 15060022 ADLS: Carmel Midtown – Block 2.
The applicant seeks approval for a new building within the Midtown Carmel PUD. This is for the “Market”
building. The site is located east of the Monon Trail, west of 1 st Ave. SW, and south of 3rd St. SW. The
approximate address is 360 1 st Ave. SW. It is zoned PUD. Filed by Andrew Greenwood of Old Town
Development L.L.C.
Justin Moffett with Old Town Design Group, Erik Dirks with Wilhelm Construction, and Jim Emerick with Civil
Environmental Consultants presented the project. Mr. Moffett said the project will be done in several different
phases. The development plan was done last month to break up these blocks, and as tenants are ready, they will
bring additional blocks forward. Mr. Moffett said in order to develop Fourth Street, which will be the new
connecting street from Range Line Road to Third Avenue SW, Miller Auto Care will need to be relocated. This
is also the area where the parking garage will be located. Mr. Moffett said also, Merchants Bank has a spring
2017 projected opening date, so the developers would like to start as soon as possible.
Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham said the landscaping will be one of the final items so once the design of the site is clearer,
there will be review comments available. Mr. Moffett said most of the Midtown structures will be built to the
right-of-way line, so most of the landscaping will be specific to each landscape plan. Miller Auto will be
slightly different in that they will have an internal parking lot as part of their plan.
Alex Jordan – City of Carmel Engineering
- This project is being reviewed by Crossroad Engineers. Mr. Jordan asked about the detention in the right-of-
way. Mr. Moffett said this has been in motion for about 18-months, and has involved almost weekly meetings
with City Engineer Jeremy Kashman, along with other department heads to try to resolve the larger
stormwater management issues in the area. Mr. Moffett said Williams Creek Consulting did a study to
determine the capacity of the two large drains along First Avenue and the Monon, and the Midtown design
was supposed to be based on this study.
Bruce Knott – City of Carmel Fire Department
- Mr. Knott said there are no hydrants or fire department connections on site, and the department just wanted
to make sure this will be addressed.
David Littlejohn – City of Carmel Alternative Transportation
- Mr. Littlejohn said the right-of-way differs from what the PUD shows, and this will definitely affect the
department’s comments going forward. Mr. Moffett said when these blocks were laid out, there were specific
areas that needed to be used for right-of-way and other infrastructure, but he doesn’t believe the PUD has been
changed. If it has been changed, a variance will need to be requested.

Rachel Keesling – City of Carmel Planning & Zoning
- Department is still looking through the plans, but the biggest concern so far is the right-of-way does not
match the PUD. Ms. Keesling said there are areas that are 15-feet off, such as on 4 th Avenue, and when these
measurements are off on one street, it has a domino effect throughout the project. Ms. Keesling said the
architecture of building #2, or the Merchant’s Building, the department would like to see more dimension to
the building instead of a flat surface, or more brickwork to make up for the lack of dimension. Mr. Moffett
said he would like to set up a meeting with Jeremy Kashman to discuss the right-of-way, and added that these
are not going to change. Mr. Moffett said the Mayor had informed him in the past that the City would need to
underground all of the transmission lines in the district and told them where the right-of-way would need to
be.
9:10 a.m. Docket No. 15060023 ADLS: Carmel Midtown – Block 5.
The applicant seeks approval for a new building within the Midtown Carmel PUD. This is for the new Miller
Auto Care facility. The site is located west of Range Line Rd., south of 5 th St. SW, and east of 1 st Ave. SW. The
approximate address is 522 S. Range Line Rd. It is zoned PUD. Filed by Andrew Greenwood of Old Town
Development L.L.C.

- Ms. Keesling asked if the design for the Miller Auto building has changed. Mr. Moffett said the Merchant’s
Bank building has not changed, but the Miller Auto building has changed significantly. Mr. Moffett said they
have taken over the design of the Miller Auto building, and the next revision for this design will be significant,
so if the department can wait to comment until they see these, it would make the most sense. Ms. Keesling
asked about the landscaping directly in front of the garage doors. Mr. Moffett said these garage doors will
open, but only to add open-air to the building, since it is unconditioned space. There will be no cars driving
through these garage doors.
