MEETING MINUTES
Date: Wednesday, November 20, 2013
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.

9:00 a.m. Docket No. 13100020 Z: Ashmoor PUD Rezone with Primary Plat
The applicant seeks approval to rezone 39.19 acres from S-1/Residence to PUD/Planned Unit Development for
single family detached homes. The applicant also seeks primary plat approval for 59 lots with Common Area.
The site is located at the southwest corner of 131st St. and Shelborne Rd., at approximately 13000 Shelborne
Rd. Filed by Jim Shinaver of Nelson & Frankenberger LP, on behalf of Boomerang Development, LLC.
Jon Dobosiewicz and Jim Shinaver with Nelson & Frankenberger, Eric Gleissner with Civil Site Group, Richard
Henderson with Fischer Homes and Dave Sexton with Terra Site Development presented on behalf of the
petitioner. Mr. Dobosiewicz said this project is a residential subdivision on approximately 40 acres on the
southwest corner of Shelborne Road and Main Street. This is located caddy corner of the City’s street
department fleet facility and south of the Claybourne subdivision. Mr. Dobosiewicz said public notice will be
sent to adjacent homeowners within the next few days, as well as a notice in the newspaper. This project is
similar to Hadley Grove subdivision, in that the petitioners filed for a PUD ordinance that is actually a rezone.
Mr. Dobosiewicz said this rezone will go in front of the council and if approved, the petitioner would be back in
front of TAC with the secondary plat and construction plans at a future date, most likely in February.
Construction of this project would likely start around second or third quarter of 2014.

Shirley Hunter – Duke Energy
- No objection to rezone. There are a few poles that may be in the way of acceleration and deceleration
lanes. Mr. Dobosiewicz said the project is not in alignment with anything on the north side of the street.
Mr. Gleissner said with the requirements of the acceleration and deceleration lanes, there is really no way to
avoid this. Mr. Dobosiewicz asked if there is there a chance to have these lanes reduced if requested. Ms.
Hunter said there was work done to this area when the roundabout was installed in this area, but did not
know the details of the project. Mr. Gleissner said he is not sure even an adjustment in these lanes allow the
poles in this area to remain.
Chris Ellison – Carmel Fire Department
- Mr. Ellison said he noticed on the plans a grass paver system to be installed. Mr. Gleissner said the
developer will install whatever is needed, but they listed the grass paver system at the request of planning
and zoning. Mr. Ellison said the grass paver system presents problems for fire crews, especially in the
growing season, because CFD personnel cannot see where the paver system begins and ends. Mr. Ellison
asked if a brick paver system would be considered on the project. Mr. Gleissner said there could be
markers placed on the site, but the Engineering department was concerned about asphalt being installed,

because they do not want people to think they can drive vehicles into this area. Mr. Ellison said if
Engineering department did not want an obvious road, then the paver system would probably need to be
installed. Mr. Dobosiewicz said in addition to Main Street, there will also be access through Ashmore to
the west. Mr. Ellison said the developers will need to work to make this area identifiable with signage as to
avoid confusion.

9:15 a.m. Docket No. 13100021 DP/ADLS: Prime Car Wash.
The applicant seeks site plan and design approval for a car wash facility. The site is located at the northeast
corner of 98th St. and Michigan Rd., at approximately 9801 Michigan Rd. The site is zoned B-3/Business and
lies within the Michigan Rd. – US 421 Corridor Overlay Zone. Filed by Jim Shinaver of Nelson &
Frankenberger LP, on behalf Prime Car Wash, LLC.

Curran with Curran Architects, and Eric Gleissner with Civil Site Group presented on behalf of the petitioner.
This is located at the northeast corner of 98th Street and Michigan Road. TAC has already seen this project for
the purposes of the construction of an access road that would connect 98th Street to the private drive in front of
the Home Depot. There will be two lots in this area, the lot where the Prime Car Wash will sit, and a future lot
approximately one acre in size just north of the car wash. To the east of this site is the Primrose School, which
is currently in the pre-construction stage. The developer is seeking from the Plan Commission on December
17, the development plan and architectural design, lighting, landscaping and signage for the facility.
Joanie Clark – Vectren Energy
- Ms. Clark said the plans show a gas main along 98th Street, but there is actually none in this area, so a 300-
foot extension would need to be added. Mr. Gleissner asked if there would be any cost absorbed by the
developer for this work. Ms. Clark said there would probably be no cost because the gas used will offset
the cost of extending the main. Mr. Oakley said he hopes to have the project started by February of 2014.

- Mr. Dobosiewicz asked if, due to the nature of the business, if the plan would allow the required bike rack

9:25 a.m. Docket No. 13100019 Z: The District PUD, Edward Rose Rezone.
The applicant seeks approval to rezone 29.16 acres from Old Meridian District: SFA-Single Family Attached,
MU-Mixed Use, and SU-Special Use zones to PUD/Planned Unit Development. The site is located south of
Main St. and west of Old Meridian St., at approximately 12852 Old Meridian St. Filed by Steven Hardin of
Faegre Baker Daniels LLP on behalf of Edward Rose Properties, Inc.
Steve Harden & Alyson Donica with Faegre, Baker & Daniels, and Steve Hormann & Mike Diamente with
Edward Rose presented on behalf of the petitioner. Mr. Hormann said Edward Rose has approximately 30 acres
under contract right now at the intersection of Main Street, Old Meridian Street, and in the future, Grand
Boulevard. The petitioner is proposing mixed-use development, including some senior living, retail, and
potentially a hotel. The plan is to rezone the parcel to a PUD.

Shirley Hunter – Duke Energy
- No objection to the rezone. Ms. Hunter said Duke would like to put a circuit tie in this area. The current
system will not allow for this growth along Old Meridian Street, since it is a very old line. Duke would
need to coordinate with the developer to build a utility easement for underground service, as overhead
electrical lines would not be an option. Ms. Hunter said the original plan was to run the electrical line down
Old Meridian Street, but added that Duke currently a line from Grand Boulevard, stopping at the Main
Street roundabout. Ms. Hunter said there is a potential issue with the Meijer store’s electrical feed running
through the area where a road is planned in the future.

Docket No: 13100023 SW: SCO Chptr 6.03.07 - Cul-de-sac length exceeds 600’ (734’ proposed).
Docket No: 13100024 SW: SCO Chptr 6.03.03 - Stub streets to adjacent undeveloped parcels required (No
stub to east). The applicant seeks primary plat amendment approval to modify the layout of the northern
portion of the plat, for a total of 22 lots on 20.89 acres. The applicant also seeks two waivers from the
Subdivision Control Ordinance. The site is located at 3915 W. 146th Street and is zoned S-1/Residence-ROSO
III. Filed by David Sexton of Terra Site Development, Inc. on behalf of Fischer Homes.

Faegre, Baker & Daniels presented on behalf of the petitioner.

- Letter sent. Mr. Redden asked if the previous plat was approved with Bear Creek Way as a stub street to
the east, and asked why it was changed on this new plan. Mr. Henderson said this is mainly due to the
Hamilton County road improvements, and the street becoming a non access frontage road. Mr. Henderson
said the frontage road will provide the same function as the original stub street would have offered.

- The HCHD appreciates the developers working with them to incorporate their design recommendations.
Mr. Lucas said he noticed two items that would eventually need to be addressed. First, the deceleration
lane, which could potentially be there for a long time, needs to be 150 feet, instead of the 100 feet that is
listed on the plans. Also, the passing blisters will need to meet INDOT specifications for taper length and
lane length.
