CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday , October 21, 2015
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.
Time: 9:00 a.m. ( Approximate start times for each item are listed below .)
9:00 a.m. 110 Third Ave NW, Monon & Main Villas.
The applicant seeks the following BZA Special Use and Development Standards Variance approvals for a new 4
unit multi-family building:
Docket No. 15090003 SU ZO CH: 10.01: Special Use: Multi-family in R-4/Residential District.
Docket No. 15090004 V ZO CH: 10.01.02: 8 Lots/Acre Maximum Density, 8.33 Lots/acre requested.
Docket No. 15090005 V ZO CH: 10.04.03.f: 35% Maximum Lot Coverage, 41.6% requested.
The site is located at 110 Third Ave. NW. The property is zoned R-4/Residential. Filed by Francois Mercho.
Property owner Francois Mercho and Gary Murray with Terra Site Development presented the project. Mr.
Murray said this is a 4-unit building with architecture very similar to the other Monon & Main buildings. Each
unit will have a 2-car garage with parking proposed behind the units. Mr. Murray said there will be a 5-foot
sidewalk that will wrap around the building.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. This project does not fall within a HCSO watershed.
Joanie Clark – Vectren Energy
- Ms. Clark asked if gas would be needed. Mr. Mercho said there is existing gas to the site.
Daren Mindham – City of Carmel Urban Forestry
- Letter sent. No major issues pertaining to landscaping.
Trent Godsey – Duke Energy
- Mr. Godsey said there is power available on the corner of the site, although he is not sure how much is
available, so Duke may have to consider rearranging some things on the site. Mr. Mercho said there is a
transformer on site, and added that the original Monon & Main project was going to be 4 or 5 buildings and
ended up with only 2 buildings. Mr. Mercho asked if the existing poles will remain. Mr. Godsey said if the
house remains on the lot, some of the existing lines could possibly be rearranged.
Chris Ellison – Carmel Fire Department
- Email sent on September 15 requesting additional information, but only one item was returned. Mr. Murray
said since the project is going through BZA, the developers do not want to spend a large amount of money until
they know the variances will be approved. Mr. Ellison said the CFD would need to be able to get equipment
on site if needed. Mr. Mercho said the current lane behind the building is 18-feet wide. Mr. Ellison said a
minimum of 20-feet is required, to account for the outriggers on the truck.
Alex Jordan – City of Carmel Engineering
- Letter sent on September 29, and the department received a drainage report, however it has not yet been
reviewed.

Alexia Lopez – City of Carmel Planning & Zoning
- Comments sent. Ms. Lopez asked about guest parking and where visitors would park on the site. Mr.
Mercho said the developers are trying to minimize the hard surface, and added that each unit has approximately
2.5 spaces. Ms. Lopez asked if the developers received permission from the adjacent HOA regarding access
from Alden Way. Mr. Mercho said they are working on gaining this approval.
Rachel Keesling – City of Carmel Planning & Zoning
- No comments however Ms. Keesling noted she really likes the architecture. Mr. Mercho said regarding the
requirements for this building, if they get to the point where wit will be too expensive to build, the developers
may leave this lot as a storage area.
9:15 a.m. Docket No. 15090009 TAC: Clay Twp. Fire Dept. Training & Maintenance Facility.
The applicant seeks administrative approval of a 16,646 sq. ft. training and maintenance facility/building for the
Clay Township Fire Dept., including a parking lot and stormwater facilities. The site is located at the southeast
corner 106 th St. and Gray Rd., at 5225 E. 106 th St. It is zoned S-1/Residential. Filed by Sam Weber of VS
Engineering, Inc.
Sam Weber with US Engineering, Chris Hagan with Axis Architecture, and John Barbee with Envoy presented the
project. Mr. Hagan said this project is a one-story, 16,500 square feet pre-manufactured building. Half of the
building will be used for fire department training, and the other half will be used for maintenance for vehicles. Mr.
Hagan said there will also be a small office located in this building, as well as a computer room and lockers.

- This project was covered under the master drainage plan. No comments.
Joanie Clark – Vectren Energy
- Ms. Clark asked the timeline for building. Mr. Hagan said he hoped to start mobilizing within a couple weeks
and have the building erected by February, and added that gas would probably be needed by March or April.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent.
Trent Godsey – Duke Energy
- This project is IP&L territory.
Chris Ellison – Carmel Fire Department
- Mr. Ellison said regarding the site, sidewalks would need to connect to each perimeter door. Mr. Ellison also
noted that the State of Indiana made a comment regarding the storage of flammable liquid on site. Mr. Hagan
said the threshold is 13,400 gallon, and the only items to be stored on this site would be a barrel of used oil and
a barrel of new oil. Regarding accessibility to this site, Mr. Hagan said he has run an auto-turn program using a
ladder truck. Mr. Ellison said he can provide specs on the department’s equipment if needed, and added that in
addition to the ladder truck, the department has a platform aerial, a tiller aerial, and engines with different
radiuses, so there are many variables to look at.
Alex Jordan – City of Carmel Engineering
- Comment letter sent. Mr. Jordan said regarding the drive leading to the back of the bays, the department has
concerns that a truck would be able to make this turn.
David Littlejohn – City of Carmel Alternative Transportation
- Comment letter sent. Mr. Littlejohn said regarding bike racks, these would not necessarily be required,
although if the developers would like to include one bike rack, the department would be fine with it.

Nick Mishler – City of Carmel Building & Code
- No comments. Mr. Barbee asked if it would be possible to receive a foundation-only permit to allow them to
get started. Mr. Mishler said as long as departments such as Engineering and Utilities have approved the
project, the Building & Code office would be open to an early foundation release. Mr. Mishler added that
there should not be any fees on this permit, since it is a City project.
Angie Conn – City of Carmel Planning & Zoning
- Comments sent about one month ago. Department is waiting for an official response.
Linda Lohmiller – Indianapolis Power & Light
- Ms. Lohmiller said the plans show a gas meter, water meter and electric meter all within a very small area.
IP&L will require the transformer a minimum of 10-feet away from the building. Mr. Hagan said this will be
single-phase.

9:25 a.m. Docket No. 15090010 OA: The Village of West Clay PUD – Text Amendment (Ordinance Amendment).
The applicant seeks approval to amend The Village of West Clay PUD Ordinance Z-330. There are two areas of
the existing PUD included in this proposal: the Peripheral Retail area located southwest of Main Street and Towne
Rd., and the Village Center Area located south of Glebe Street and east of Broad Street. The site is zoned
PUD/Planned Unit Development. Filed by Jim Shinaver of Nelson & Frankenberger, LLP, on behalf of Brenwick
TND communities, LLC.
Jon Dobosiewicz with Nelson & Frankenberger and Sharon Wilson with Brenwick Development presented the
project. Mr. Dobosiewicz said townhomes had originally been permitted on this real estate, and since the
development is near the cap for the number of townhomes, the developer is asking for approval to exceed the cap
by 60, which is the number of townhomes approved.

9:35 a.m. Docket No. 15090011 DP/ADLS: Huntington Bank.
The applicant seeks site plan and design approval for a 3,180 sq. ft. bank branch on 1.994 acres. The site is located
at 1215 S. Range Line Rd., and is zoned B-8 within the Carmel Dr./Range Line Road Overlay. Filed by Sharon
Sills, with The Huntington National Bank.
Billy Rapp with Junto Architects, Aaron Hurt and Becky Feigh with CEC, and owner Sharon Sill presented the
project. Ms. Feigh said the building would be built right on the building setback line of 25-feet, which would give
great visibility for the building, as well as allow for parking and access to the drive through ATM. Ms. Feigh said
there is a tiny parcel on the corner of the lot that is zoned residential, while the majority is commercial. Ms. Feigh
said four trees were replaced with Bradford Pears at the request of Daren Mindham, because the trees were the
wrong species. Ms. Sill said the developers would like to ask for a variance to make the signage more noticeable
from a distance as it could potentially reduce traffic issues from customers who would potentially not see the sign
to know when to turn.

- Ms. Clark asked the timeline for starting. Ms. Sill said possibly June or July of 2016.

- Mr. Godsey said when the new electrical is installed, the developer will be responsible for the new conduits.
Chris Ellison – Carmel Fire Department
- Mr. Ellison said there is an existing post indicator valve on the site, and asked what will happen to this. Ms.
Feigh said this valve will remain and the building is not sprinkled. Mr. Ellison said when his personnel see this
valve, they will think the building is sprinkled, and since it is not, this may be confusing. Ms. Sill said they
have been working hard to try to keep this, so if the fire department would like it removed, that would make
things easier.
Alex Jordan – City of Carmel Engineering
- Letter issued on October 13. Department is waiting for a response. Ms. Feigh asked about future roundabout
plans for this intersection. Mr. Jordan said he will ask the City Engineer for details on this and let the
developers know the plan.

- Mr. Mishler said the first phase of this project will require a demolition permit.

- Ms. Keesling said regarding signage, the developers can always ask for more, although it’s not a guarantee
that it would be approved. Ms. Sill said the developers will decide on illumination of signs and all other details
very soon.
