Hollibaugh, Director of Community Services City of Carmel One Civic Square Carmel, IN 46032 Dear Mr. Hollibaugh: Pyatt Builders is currently under contract on the property at 410 2nd Avenue NE which is in the Old Town Overlay Zone. Our intention is to tear down the existing home, which is in great need of repair, and build a new home on this site. We would like to stress that our group is very interested in honoring the spirit and the intent of the Overlay and has the long term interests of Old Town at heart. (2 of 3 grew up in Carmel with family still residing locally) While in keeping with and the Overlay Zone ordinance, the design of the new home is very much in keeping with the existing design and style of the neighborhood including the siding and exterior materials, a front, and has materials consistent with the character of other homes in the Overlay. The home will certainly increase property value in Old Town, will protect and enhance other property values, will inspire the vitality of the neighborhood with a home that will be lived in and used and will add a resident with demographic and an income level as noted in the Overlay ordinance. Our plan for new construction is projected to increase the value of the property as listed below: Current Home Purchased Price=$135,000 Estimated Future Value= $398,000 (based off of CMA, 1,960 Sq’ @ 203 per Sq’) Estimated Net Increased= $237,000 Additionally, our professional opinion is that the current home is impractical to restore to safe and habitable condition. Ultimately, a total exterior replacement in addition to the need to rectify numerous code violations as noted on the previously provided inspection report and safety concerns related to the interior of the home would be cost prohibitive. The result of the path would be less property value at a higher cost which is inconsistent with the purpose and intent of Old Town District Overlay Zone. It is also our opinion that this home offers little if any historical significance to the neighborhood and has very few of architectural features noted in the ordinance in comparison to the other homes in the area. However, the proposed new build has a narrow house front compared to the length, a gabled roof, varied wood material siding, and consistent setbacks from the front and side yards as in the neighborhood and a traditional front porch with a width suitable for seating, all as noted in the ordinance.
