Subject: Cover Letter – Kroger J959 Carmel E-Commerce addition revisions
Kroger Limited Partnership seeks ADLS approval for the addition of a new service- Kroger’s E-
Commerce Online Shopping (order online, pick up in store). This project will involve site
modifications, additional landscape, new canopy and the addition of two signs which needed
three variances that were approved by BZA committee on July 27, 2015, see below for details.
Included with this submittal are Nine (9) Information packets for the August 4, 2015 City of
Carmel Plan Commission-SPECIAL STUDIES COMMITTEE meeting including the following:

On July 27, 2015 the Kroger’s E-Commerce Online Shopping project and the three (3) associated
variances were reviewed and voted for approval by the Carmel Board of Zoning Appeals (BZA)
with three (3) commitments for Kroger to complete as associated with this project. These variances
and commitments are explained in further detail in the information packet.

STATEMENT OF VARIANCE
CARMEL BOARD OF ZONING APPEALS
Docket Numbers: 15060015 V, 15060016 V & 15060020 V
Kroger Limited Partnership, I by, Clark, Quinn, Moses, Scott & Grahn, LLP requests three (3)
variances of development standards for property located at is located at 1217 Rangeline Road.
The applicant requests variances to allow directional and information signs for a new E-
Commerce initiative Kroger will be putting in place for this store. Customers will be able to
shop on line and then pick up their groceries at a designated place and time. The signs are to
direct the customer to the area for pick up. Specifically, the grant would allow a free standing
directional sign, 7.5 square feet in size & 4 feet tall and to allow an additional wall sign on a wall
not oriented to a street right of way.
As an additional note, the elevations provided have copy that reads “ Online Shopping”; there
will be a specific name for this service and once approved by Kroger the elevations submitted
will be altered with the approved E-Commerce name, however, the size, colors and materials of
the signs will remain the same.
STATEMENT OF SUPPORT
CARMEL BOARD OF ZONING APPEALS
Docket Numbers: 15060015 V, 15060016 V & 15060020 V
Kroger Limited Partnership, I by, Clark, Quinn, Moses, Scott & Grahn, LLP requests approval of
the Board to permit the installation of one wall sign and one internal ground sign. The signs
requested are informational and directional. They will serve Kroger customers utilizing a new E-
Commerce service the store will provide. As in all new services, the ability of the customer to
safely navigate, in this case, to locate the pick-up area will be vital to the success of the E-
Commerce service. The signs are internal to the site and have little visibility from street rights of
way or public areas. This type of E-Commerce service is innovative and not addressed in the
Sign Regulations. Without the variances it would be very difficult to successfully implement this
service.

variances were reviewed and voted for approval by the Carmel Board of Zoning Appeals (BZA)
with three (3) commitments for Kroger to complete as associated with this project. These
commitments are explained in further detail below:
1. Kroger (owner) to paint the existing light poles along Rangeline Road in the existing
parking lot.
2. Kroger (owner) to coordinate with Turkey Hill gas station to remove crates and delivery
items that currently exist in the parking lot.
3. The landscape along the south property line to be enhanced with additional landscape to
be more aesthetically pleasing and create a buffer to the property to the south.
