(Carl Walker) Proposal #N1 -15 - Dear Ms. Meyer: Carl Walker is pleased to submit this proposal to provide professional parking consulting services for a parking functional and special event operational review of the Booth Tarldngton Civic Theatre Parking Garage in Carmel. Based on our recent discussions, the Carmel Redevelopment Commission would like to review and make appropriate adjustments to the overall traffic flow of the parking garage, way -finding and operational flow addressing daily and special events. Carl Walker has been requested to: 1. Perform a functional and special event operational review of the parking structure 2. Provide recommendations regarding: a. Ingress and egress improvements to traffic flow (there are no PARCS) b. Daily and special event operational procedures c. Traffic flow changes to improve circulation d. Conceptual restriping plans related to 2.c e. Sealant or sealer application before or after restriping f. Conceptual signage changes related to 2.c (sign messages and locations, not bid documents or specs) PROJECT SCHEDULE With authorization to proceed by October 30, we will complete this review no later than November 30, 2015. Meet with Carmel Redevelopment Commission representatives to review concerns with the current function and operations. 2. Review existing drawings and original design criteria. Review current entry/exit points, turning radii, parking space layouts, parking geometrics, internal traffic flow, and signage and wayfinding. 3. Visit the site to review how the garage functions. We will coordinate our review with at least one special event at the adjacent theatre. 4. We will evaluate conceptual functional and operational alternatives related to improving ingress/egress, special event operations, traffic flow/circulation, and wayfinding. 5. Prepare conceptual restriping plans, including adjustments to wayfinding signage. 6. Prepare a summary letter report and present to the Carmel Redevelopment Commission representatives. This proposed scope of work assumes the use of existing electronic CAD files. It also does not include cost estimating, or the preparation of construction documents for implementation of recommended modifications. CARL WALKER FEE SUMMARY We propose to provide our services for a fixed fee of $9,700. We have enclosed the Carl Walker Standard Terms and Conditions under which we propose to provide our services.
