MEETING MINUTES
Date: Wednesday , December 16, 2015
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.

9:00 a.m. Docket No. 13080002 SP: Village of WestClay, Section 3001-A, Block F - Village Center Townhomes Ph.2.
The applicant seeks secondary plat approval for 18 lots on 1.15 acres, for phase 2 of this townhome project. The
site is located at the NEC of Rhettsbury St. and Apsley Ln. It is zoned PUD/Planned Unit Development. Filed by
Brandon Burke of HWC Engineering on behalf of Pulte Homes of Indiana.
Ashley Bedell with Pulte Homes and Brandon Burke with HWC Engineers presented the project. Ms. Bedell
said this project is a continuation of the townhome build-out at the Village of West Clay. Mr. Burke said this is
the southwest corner of Block F within section 3001, and added that many of the utilities have been stubbed
internal to this block.

- Letter sent. No concerns with the project.
Joanie Clark – Vectren Energy
- Ms. Clark asked if the project will come back through at a later time with construction plans. Mr. Burke said
this presentation will be for construction as well, although there will be building permits pulled for the actual
townhome units. Ms. Bedell said this project will potentially be started in the summer of 2016.
Ryan Hartman – Clay Township Regional Waste
- Comments sent on December 8. Mr. Burke asked if the previous sanitary permit is expired. Mr. Hartman
said the previous plan came through in 2013 so it would be expired.
Daren Mindham – City of Carmel Urban Forestry
- Comment letter sent.
Chris Ellison – Carmel Fire Department
- No comments. Mr. Burke asked if the fire department access can run through the rear alley or the street
behind the parking lot. Mr. Ellison said the access would need to be from the street.

- Comment letter sent on December 10.

9:15 a.m. Docket No. 15110018 SP: Albany Place Subdivision - Secondary Plat & Construction Plans.
The applicant seeks secondary plat approval for 51 lots on 33.84 acres. The site is located at the northeast corner
of 141st St. and Shelborne Rd. It is currently zoned S-1/Residence to be rezoned (very soon) to PUD/ Planned

Unit Development (Council Ordinance Z-604-15). Filed by Brett Huff of Stoeppelwerth & Associates, on behalf
of Drees Premier Homes, Inc.
Brett Huff with Stoeppelwerth and Associates, Ed Fleming with Platinum Properties, and Ty Rinehart with Drees
Homes presented the project. Mr. Huff said this project sits southwest of the Tallyn’s Ridge subdivision, and the
developers have combined these two projects into a master drainage report.

- Project is currently in review, and comments will be issued shortly.
Joanie Clark – Vectren Energy
- Ms. Clark asked the timeframe for starting the project. Mr. Fleming said most the project would most likely
start in March or April.
Trent Godsey – Duke Energy
- Mr. Godsey said the electrical poles would need to be relocated for the entrance. Also, regarding the trees
which will be planted along 141 st Street, there are specific guidelines on how far away from electrical services
each tree can be planted. Finally, Mr. Godsey said if this project will be multiple phases, Duke Energy will
need to know where the dividing line will be for each section to be completed.

- Comments sent on December 8. No further comments.
Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham said if there are changes to the landscape plan, he will need to approve.

Alex Jordan – City of Carmel Engineering
- Review will hopefully be started this week. Mr. Jordan said he would like to sit down with John Thomas
with Carmel Engineering and review this project along with Tallyn’s Ridge at the same time.

9:25 a.m. Docket No. 15110019 SP: The Meadows at the Legacy Section 4 & The Ridge at the Legacy Section 6 -
Secondary Plats & Construction Plans. The applicant seeks administrative approval to plat 33 lots on 16.75
acres. The site is located southwest of the intersection of Community Dr. & Cherry Creek Blvd. It is zoned
Legacy PUD/ Planned Unit Development (Ordinance Z-501-07). Filed by Brett Huff of Stoeppelwerth &
Associates, on behalf of Falcon Nest II, LLC.
Brett Huff with Stoeppelwerth and Associates and Ed Fleming with Platinum Properties presented the project.
Mr. Huff said this project will finish out the Meadows at Legacy area that was primary platted.

- Letter sent. Surveyor’s Office will need easement tweaks on the Section 4 and Section 6 plats.

- Ms. Clark asked the timeframe for starting the project. Mr. Huff said they hope to begin in March or April,
so around the same time as the Albany Place project.

- Mr. Godsey asked if this project is two separate sections. Mr. Fleming said these will both be built at the
same time.

- Mr. Mindham said if the landscaping is going to stay the same as previously drawn, there are no comments.

9:35 a.m. Docket No. 15110020 DP/ADLS: Hyatt Place Hotel.
The applicant seeks site plan and design approval for a 16,000 sq. ft. 4-story hotel with 90 rooms on 2.29 acres.
The site is located south of the Ritz Charles between US 31 and Illinois St. (near11900 N. Meridian St.) and is
zoned B-6 within the US 31 Overlay Zone. Filed by Ravi Patel of Sohum Development, LLC.
Brett Huff with Stoeppelwerth and Associates and Ravi Patel with Sohum Development presented the project.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Mr. Hoyes said one potential issue the developer may face is meeting the Surveyor’s Office’s
required release rates.
Joanie Clark – Vectren Energy
- Ms. Clark reminded the petitioners that someone will need to request gas service to the property. Mr. Patel
said they will need to decide if things like water heaters and pool equipment will require gas prior to
requesting service.
Trent Godsey – Duke Energy
- Mr. Godsey said this area backs up to an Indianapolis Power & Light service area, but he said he is positive
that Duke will serve this property. Mr. Godsey added that he would like to make a site visit to the property to
get more familiar with the layout.
Ryan Hartman – Clay Township Regional Waste
- Mr. Hartman asked Mr. Huff if he was able to meet with anyone from IU Health regarding the use of
easements. Mr. Huff said he met with IU Health and they are open to allowing use of the easement as long as
it didn’t run diagonal across the property. Mr. Huff also said the easement on the east side along Meridian
Street does not give them the depth they need to carry services to the property.

- Mr. Mindham said this project would most likely require a few variances, so plans would need to be
submitted.

Chris Ellison – Carmel Fire Department
- Comments sent. Mr. Ellison said per Indiana fire code requirements, an additional fire hydrant will need to
be placed in close proximity to the fire department connection.
Alex Jordan – City of Carmel Engineering
- Comments sent. There are concerns with the sanitary sewer, so the developers will need to address these in
future plans.
Nick Mishler – City of Carmel Building & Code
- Mr. Mishler asked if there would be a restaurant as part of this hotel. Mr. Patel said there will not be a full-
scale restaurant but it will be more of a warming kitchen. Mr. Hartman said this can be discussed more at a
later time in order to determine if the kitchen will require a grease interceptor.

9:45 a.m. Docket No. 15110021 Z: 116 th Street Centre PUD – Rezone (Schneider parcels).
Docket No. 15110022 OA: 116 th Street Centre PUD – Text Amendment.
The applicant seeks approval to rezone three parcels into the 116 th Street Centre PUD and amend the 116 th Street
Centre PUD Ordinance Z-484-05 to include provisions for two new apartment buildings and subsequent parking
areas (One One Six Apartments, Phase II). The site is between Guilford Rd. and College Ave., north of 116 th
Street at approximately 800 E. 116 th Street. The site is currently zoned R-1, and PUD/Planned Unit Development
is proposed. Filed by Steven D. Hardin of Faegre Baker Daniels LLP, on behalf of Schneider Management
Corporation, owner.
Kevin Sumner with Weihe Engineers, Todd May and Johnny Hart with J.C. Hart, Rex Ramage with Faegre Baker
Daniels, and Randy Sherman with Weaver Sherman Design presented the project.

Daren Mindham – City of Carmel Urban Forestry
- Letter sent. Major comments were to keep landscaping out of the proposed future right-of-way along the
north side, and also landscape swale volume sizes within the parking areas.
Chris Ellison – Carmel Fire Department
- There is one significant issue of fire trucks not being able to get through the site. Mr. Sumner said an auto-
turn has been completed, and added that the developers would like to keep the island with monument sign, so
the solution would probably be to make each of the lanes wider. Mr. Ellison asked if the connection to York
Drive will eventually be opened. Mr. Sumner said the developers have met with the HOA President and it
seemed as if the HOA is open to adding this.

- Ms. Keesling said the department will need information regarding the timing of everything involved in the
PUD. Mr. Sumner suggested a meeting should be set up to talk about right-of-way issues and future plans for
the area.
9:55 a.m. Docket No. 15110023 DP Amend/ADLS Amend: CE Solutions – Building Expansion.
The applicant seeks approval to add onto an existing building. The site is located at 10 Shoshone Drive. It is
zoned B-7 and is located within the Carmel Drive/Range Line Road Overlay Zone. It is filed by John Tierney of
CEC Inc., on behalf of the owner, Steve Osborn of CE Solutions.
John Tierney with Civil and Environmental Consultants presented the project. Mr. Tierney said this is a former
residence that was converted into a business, and will now be approximately doubled in size. There will also be a
patio added.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said this project does not fall into one of the Surveyor’s Office’s water sheds, so there are no
concerns.
Joanie Clark – Vectren Energy
- There is a gas service line running north and west of the property. Ms. Clark asked if there were any plans to
add load to the existing service. Mr. Tierney said the gas service will not be expanded.
Trent Godsey – Duke Energy
- Mr. Godsey said since there are no plans to upgrade or modify the existing service, Duke should not need
any additional information.

- This project is outside of CTRWD service area.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent. Mr. Mindham asked the developers to consider the trees that would need to come down
prior to determining a construction entrance. Mr. Tierney said the property owner plans to have an arborist
look at the property to figure out which trees could be saved and which trees need to come down.
Chris Ellison – Carmel Fire Department
- Mr. Ellison said there may be additional fire protection requirements based on the square footage of the
project.

- Mr. Mishler said a state construction design release would be required prior to the application for a building
permit, and added that the department’s review time is approximately one week.

10:05 a.m. Docket No. 15110024 DP Amend/ADLS Amend: Garrison Parking Structure.
The applicant seeks approval to replace surface parking with a 2 story parking structure (3 levels of parking). The
site is located at 1320 City Center Drive. It is zoned B-3 and is not located within the any overlay zone. It is filed
by Tim Ochs of Ice Miller on behalf of the owner, Garrison City Center, LLC.
Roger Kilmer with Ice Miller and Tyler Comstock with American Structurepoint presented the project. Mr.
Kilmer said most departments’ comments have been received in letter format and the developers are in the
process of addressing them. Mr. Comstock said regarding site improvements, there will be electricity run to this
building, some storm sewer will be re-routed, and some of the parking lot will be torn up when these repairs are
done.

- Mr. Hoyes said this project is actually reducing the impervious area and it is already master planned. No
comments.

- Mr. Godsey said there will be a power outage that will take place when the new lines are created. This
outage can last eight hours, so there will need to be a discussion with the owners regarding the best time for
this to happen.

- Landscape plan has not been received.
Chris Ellison – Carmel Fire Department
- Mr. Ellison asked if the fire apparatus will still be able to negotiate the drive. Mr. Comstock said he has run
a turning template for this, and it will be included in the next submittal. Also, Mr. Ellison asked that a fire
hydrant be placed within 100-feet of the new structure.
