red/brown brick instead of the beige brick would be permissible.
The contractor mistakenly installed the red/brown mix and is nearly complete. Of course, maintaining schedule is

I am writing to follow up on our discussion on Tuesday, May 5, 2015. As you have requested, I am writing to you to
explain our intentions of building the Huntington Bank inside the Giant Eagle 6550 in Carmel, IN.
We intend to submit to the State for Construction Design Release today, May 8, 2015. Once received I would like to
submit to The City of Carmel for permit to build out the bank space inside Giant Eagle. Regarding the building of the
bank, we do this in conjunction with the stores construction. Giant Eagle will give us until July 24 th to have the bank built
and ready for business and then the bank space will sit unoccupied until the week of Grand Opening. The bank staff will

start prepping for opening only a couple days before the store opens and will not occupy or try to open for business
prior to the Giant Eagles open date.
Please let me know if you need any more information to help us permit the bank space

Hello,
Our firm is designing a new Giant Eagle - “Get Go” for a site in Carmel, as I’m sure you are aware.
I wondered if you could clarify and/or answer a few questions with regard to the permitting process? If you
prefer that I call, please disregard this email and I will try calling again between 8-9 am. I did read your
Submittal Requirements pdf (attached) but, I still have some questions.
The Questions I have are as follows:
• Permit Requirements:
Can plans be submitted to the City of Carmel and to the State of Indiana, Dept. of
Homeland Sec. at the same time? Or do we need an approval from the State prior to
submitting to the City? You will need your state release prior to submitting your
application with our office.

Does a GC need to be selecte d at the time of submittal or can this be provided at the time
of the permit issuance? We will need this up front and listed on the application
May we mail our Construction Documents? Or do they need to be walked in? (Our plans
will be larger than 11”x17”, so we will also email pdf’s, as requested). You will need
to submit the hard copies in person.
Drawings need to be stamped and signed? Yes.
How long does the initial review take, approximately? Time for re-review? Review time
is typically less than one week.
What is required for resubmittals -- Full Sets? Only sheets that have changed? Any
plans that have changed or altered. If anything that the state approved is
revised, we will need the updated state release as well.
Can you clarify which Agencies (if any), as listed on your Submittal Requirements form,
we would need to submit plans to in addition to the Building and Health Departments?
If you send me the digital plans, I can forward them out to the departments
and find out what you will need to submit to each department.

Our firm is designing a new Giant Eagle - “Get Go” for a site in Carmel, as I’m sure you are aware.
I wondered if you could clarify and/or answer a few questions with regard to the permitting process? If you
prefer that I call, please disregard this email and I will try calling again between 8-9 am. I did read your
Submittal Requirements pdf (attached) but, I still have some questions.
The Questions I have are as follows:
• Permit Requirements:
Can plans be submitted to the City of Carmel and to the State of Indiana, Dept. of
Homeland Sec. at the same time? Or do we need an approval from the State prior to
submitting to the City?
Does a GC need to be selected at the time of submittal or c an this be provided at the time
of the permit issuance?
May we mail our Construction Documents? Or do they need to be walked in? (Our plans
will be larger than 11”x17”, so we will also email pdf’s, as requested).
Drawings need to be stamped and signed?
How long does the initial review take, approximately? Time for re-review?

We would like to make a revision to the outdoor café seating area. Specifically, we would like to make the canopy over
the seating area smaller and eliminate the canopy construction that wrapped around the Northeast corner of the
building. The height, construction, material, and signage will all remain the same. The full-height columns that were
supporting the outer edge of the canopy are revised to become short masonry piers with the metal railing between
them, and full-height masonry columns have been added to support the new canopy edge. There will be an outdoor
cooking area with a stainless steel exhaust hood and a low masonry wall matching the masonry on the building.
All is depicted on the attached drawings A207, A301, and A302.

I just received a call from Chris Ellison with the Carmel Indiana fire dept. He is apparently reviewing the architectural
dwgs. for this project but indicated that he needs a complete set of civil documents for his review. He had my info.
somehow as the GC. He indicated that the permit would not be issued until this complete review could occur. He
needs one set of complete civil documents to scale & review . If you can send an electronic copy to him, please do so but
he still needs the (1) hard copy set.
Please include CBS on this as we too need a set of civil documents for reference and site coordination once we mobilize
on site.

received the right of way performance bond for this project, so no work may commence in the right of way until it has

Thank you for replying to these comments so quickly!
The one concern that still needs to be addressed is that wall area behind the proposed Market District wall sign, on the
North Elevation. If you view the attached North Elevation that was approved back in July, you can see that the area
behind the wall sign is all red brick (with no bands of tan brick). The concern of the Department is that the tan bands of

brick will conflict with the text of this sign. To go along with this, there is also the concern of the relief of the accent
bands protruding from the wall, that will make it hard for a wall sign to be mounted in that area, again, where the
texture of the wall will conflict with the wall sign.
The wall area that the sign will be mounted to should ‘frame’ the sign, and not conflict with it. Please submit a revised
North Elevation that addresses these design concerns.

Thank you for replying to these comments so quickly!
The one concern that still needs to be addressed is that wall area behind the proposed Market District wall sign, on the
North Elevation. If you view the attached North Elevation that was approved back in July, you can see that the area
behind the wall sign is all red brick (with no bands of tan brick). The concern of the Department is that the tan bands of
brick will conflict with the text of this sign. To go along with this, there is also the concern of the relief of the accent
bands protruding from the wall, that will make it hard for a wall sign to be mounted in that area, again, where the
texture of the wall will conflict with the wall sign.
The wall area that the sign will be mounted to should ‘frame’ the sign, and not conflict with it. Please submit a revised
North Elevation that addresses these design concerns.
