Can final plans be approved prior to Variance approval, or only after variance approval? Also, are the variances on track for 8/20 BPW meeting?

Engineering approval on 8/5/14
Drainage approval on 8/7/14
SWPPP comments issued on 8/8/14: waiting for revisions and response
SWQ Bonding estimate provided on 8/8/14: Reviewing
R/W Bonding Estimate provided on 8/8/14: Reviewing
Performance Bonds: Expect that Justus is waiting for estimates to be approved before providing bonds
O&M Manual: comments issued on 8/8/14: waiting for revisions and response
Storm Water Permit: Pending approval of SWPPP, O&M, Bonding, final plan approval
Thoroughfare Compliance: We need to come to agreement quickly…we normally do not hold release of construction plans for this and move forward in good faith
Easements: in Review [Will not hold up start of construction]
R/W Dedication: In Review [Will not hold up start of construction]
Pre-construction meeting: cannot schedule until plans are approved

God afternoon Mr. Justus,
I have reviewed the latest submittal and met with EMH&T on August 1 to discuss this project.
Based on the response and the discussion with EMH&T on August 1, Comments 5, 17, 19, 25, 27, 41, 45 have been satisfactorily addressed.
Comment 43. As discussed with EMH&T, approval from the BPW will be required in the event that an open cut of 136th Street is required for the installation of the gas service.
Comment 52. Due to the proposed pervious pavement, it appears that the southern area does not have specific areas where water will pond in the clogged condition (if the pavers are clogged,
runoff will continue to flow to the south) and that the “spillway” of the southern area is the top of the proposed wall along the southern property line at an elevation of 839.13 and
will not govern the MLAG/MFPG of the main building. This comment has been satisfactorily addressed.
Comment 62. As discussed with EMH&T, the response to Comment 17 is how the response to this comment was to have read. This comment has been satisfactorily addressed.
Comment 63. As discussed with EMH&T, a variance is needed to resolve Comment 63. The July 10, 2014 letter from Justus acknowledging the condition will be attached to the variance request
letter.

As discussed at the August 1 meeting with EMH&T, the spot elevations around the main building need to be revised to reflect the MLAG, not the elevations noted. Please ensure these revisions

As discussed with EMH&T on August 1, a variance from Section 104.02 is required for not providing a FFE 6-inches above the MLAG.
I have no further technical comments for this project. Please continue to work on resolving any outstanding drainage and SWPPP comments.
I have reviewed the estimate for compliance with the Thoroughfare Plan and the unit costs are acceptable. I have no further comments concerning the value of the Thoroughfare Plan commitment.
