Yes, makes sense. Thank you for clarifying that there is indeed additional sidewalk area outside of that outdoor seating
area.
Regarding the minor change on the west building façade elevation, the Planning Dept. has now administratively
approved the change of moving the location of the side door, knowing that it has shifted so the customers have direct
access to the outdoor patio eating area. We will add a copy of that revised west elevation to the file, to Docket No.
14050015 ADLS: Kroger Expansion .
I will also let Nick Mishler in the Carmel Building Permits Dept. know about this.

Per the civil site plan from the face of the column to the back of curb there is 9.94 feet. I have attached our site plan and
clouded this area.

I see your confusion. There is a solid line that on the architects Patio detail he created for you (this is not part of the
construction set) that could be interrupted as the sidewalk. It is a “standard” location of a sidewalk per Kroger’s standard
drawings, but the curb gets built per our site plan and in this case we have 9.94 feet.
Make sense?

What is that distance between the proposed fence/railing area and the edge of the curb? It does not look like a person
could walk along that stretch of sidewalk area (outside of that fenced in dining area), and there lies the issue. A person
would have to then walk within the drive aisle…

Please also email me the site plan for the site, and perhaps the outdoor seating floor plan. I see that there is a proposed
railing/fencing around the seating area, and we need to review this to make sure that it still allows for pedestrian flow
and access on the site, and also for clearance for a wheelchair. Thanks!

to have Barb send you an email using our software so you can download them.
The minor change is on the west elevation and the location of the door to the outside. It has shifted so the customers
have direct access to the outdoor patio eating area. If you could take a look at and them me know if this is okay without
further coordination, that would be great.

The Planning Dept. needs more info on what the canopy addition will look like, and also the proposed colors and
materials, too. (I think we were under the impression that they were just adding a temporary trailer for the pharmacy,

The approved storm water permit for the Kroger J959 Expansion project is attached. A pre-construction meeting must
be scheduled and held with Dan Greskamp (317-571-2307, dgreskamp@carmel.in.gov ) from our department prior to the
commencement of any construction activities. A right of way permit must be obtained from Fred Glaser (317-571-2677,
fglaser@careml.in.gov ) in our department before construction as well.

Dear Mr. Blanchard : Per our phone discussion yesterday, Kroger is currently processing the performance bonds
required by Carmel Engineering and requests the Contractor be permitted to proceed with site/foundation demo &
excavation work prior to having full permit release due to outstanding bond payment.
Please see attached copy of Kroger Bond Request Form to their Surety Company as you requested to permit Kroger’s
Contractor to begin site/foundation work. Kroger’s Surety Company has noted the bonds will be executed today and
sent to Kroger Corporate for signature/sealing then forwarded onto the City upon completion which will probably take 2
to 3 days. You noted in our discussion that inspections could be held off for up to 30 days which should be ample
amount of time to have bonds paid and final permits released.
Please let us know any further requirements and if the Contractor needs to pickup a temporary work permit, pay misc.
fees, etc.

The existing Kroger has recently used between 90,000 and 106,000 gallons per month. It has also used in the 72,000
gallons per month range in previous years. In looking at additional fees for the Kroger expansion I have used the 72,000
gallon figure given that it is difficult to determine what additional amount the expansion will bring.
So, a 50% increase in the current consumption would be 36,000 gallons per month.
Our water and sanitary sewer connection fee ordinance uses 9,000 gallons per month as one equivalent unit.
The water fee for 1 edu is $2717. The sanitary sewer fee is $1600.
An additional 36,000 gallons per month would equal 4 edu’s
So the fee for the expansion, the fees would be figured as follows;
4 edu’s x $2717 = $10,869 water connection fee
4 edu’s x $1600 = $6400 sewer connection fee
We also have a $300 review fee.
Total Fee owed would be $17,569.

This email is in regards to the Kroger J959 Carmel Building Expansion located at 1217 S. Rangeline Road and a follow up
to the voicemail I just left a few minutes ago. You had called last Thursday inquiring about the proposed water
consumption after build-out. I have been in touch with the plumbing engineer for this project and this was his response:
Based on the additional fixtures for the remodeled Kroger store, I would anticipate up to a 50% increase in the water
usage per month. John Duffy stated in his voice mail message that the usage for 2014 was averaging about 106,000
gallons per month. The largest addition of fixtures from the existing store to the proposed layout is water closets (5),
lavatories (3), hand sinks (14), and prep room
sinks (4), which should increase the water usage by approximately 50%. Granted not all fixtures are going to be flowing
at the same time and rate, so this is an estimate based on the number of fixtures in the new floor plan compared to the
existing fixtures.
