Rob,
This e-mail serves as a follow-up to our November 3, 2015 conversation on the proposed Rose Sr. Living in Carmel.
As we discussed our department has cleared the project for foundation permitting at this time. In order to release the
full permit for the project, the following items are still needing to be submitted for review and comment:
1. Electrical Plans
2. Mechanical plans, including fire damper locations, kitchen suppression and grease duct plans.
3. Provide detailed documentation that the required exiting from all floors of building 1 and 2 are provided and comply
with the 2014 Indiana Fire and Building codes. Please provide code citations with this requested information.
4. Provide confirmation that standpipes will be installed as required.
Additional plans that must be submitted include fire sprinkler and fire alarm systems.

I will look these over very soon. Also, I was not aware that your permits request was for a ‘Foundation Only’ permit. The
Planning/Zoning Dept. is okay with you moving forward with that portion of the permitting process.
I will email you our architectural review comments within the next few days. Right off the bat, it looks like some
windows are missing in some areas, and we need an explanation as to why that is now being proposed.

Attached are PDF’s of the site plan and details as well as the elevation sheets.
At this time we are applying for a foundation only permit. We will be issuing an addendum to the plans before applying
for a full building permit. Among the revisions being made are a few to the elevations to bring them more in line with
the approved presentation elevations. Revisions/corrections include extending the oversized masonry down to grade
where the foundation would otherwise be exposed on the north and east elevations, increasing the size of the square
limestone panels and increasing several window sizes/heights on the first floor central and east wings.

Attached are PDF’s of the site plan and details as well as the elevation sheets.
At this time we are applying for a foundation only permit. We will be issuing an addendum to the plans before applying
for a full building permit. Among the revisions being made are a few to the elevations to bring them more in line with
the approved presentation elevations. Revisions/corrections include extending the oversized masonry down to grade
where the foundation would otherwise be exposed on the north and east elevations, increasing the size of the square
limestone panels and increasing several window sizes/heights on the first floor central and east wings.

And yes, the fee increases on June 15 to the new rate, which will be $2,031 per unit.

Regarding your question, I am pretty sure that the PRIF is assessed differently for each dwelling type within the
proposed Rose Senior Living project (at Grand & Main), as a small percentage of the regular PRIF rates (which are based
off equivalent dwelling units). Please contact Nick Mishler in the Carmel Building Permits Dept. (317-571-2444) to get a
quote on the PRIF estimates. Please make sure to include a breakdown of the dwelling types, such as # memory care

proposed Rose Senior Living project (at Grand & Main), as a small percentage of the regular PRIF rates (which are based

Nathan, here is how we have charged PRIF for similar facilities in the past: 100% for Independent Living units, 10% for Assisted Living units, and 0%
for Memory Care. Based on the current PRIF, which is $1,847 per unit, I believe these would be your fees:
$127,443 for Independent Living (69 units @ 100% PRIF)
$11,082 for Assisted Living (60 units @ 10% PRIF)
$0 for Memory Care (30 units @ 0% PRIF)
Total of $138,525
And yes, the fee increases on June 15 to the new rate, which will be $2,031 per unit.

Regarding your question, I am pretty sure that the PRIF is assessed differently for each dwelling type within the
proposed Rose Senior Living project (at Grand & Main), as a small percentage of the regular PRIF rates (which are based
off equivalent dwelling units). Please contact Nick Mishler in the Carmel Building Permits Dept. (317-571-2444) to get a
quote on the PRIF estimates. Please make sure to include a breakdown of the dwelling types, such as # memory care
units, # independent living units, and # assisted living units. (Nick is also copied on this email, so you can have his email

Actually the Clerk-Treasurer getting it directly would be a lot easier for us. They typically would take care of all of those details and just let us know

OK. The only problem I have is since they haven’t applied for the building permit, there are no permits to “attach” the money to. I think this is why
the Clerk-Treasurer’s office got involved in the past. I have attached the email I have from when I believe this has been done in the past. It
happened to be the Sophia Square project. It looks like the money was sent via a wire transfer.

Angie, based on what we charged before for similar projects like Bickford & Spectrum, here is what I think the PRIF would be:
$127,443 for Independent Living (69 units @ 100% PRIF)
$11,082 for Assisted Living (60 units @ 10% PRIF)
$0 for Memory Care (30 units @ 0% PRIF)
Total of $138,525
Also, this is under the assumption it will be under the current rate prior to June 15.
Wanted to run this by everyone before I send it to the developer.

Regarding your question, I am pretty sure that the PRIF is assessed differently for each dwelling type within the
proposed Rose Senior Living project (at Grand & Main), as a small percentage of the regular PRIF rates (which are based
off equivalent dwelling units). Please contact Nick Mishler in the Carmel Building Permits Dept. (317-571-2444) to get a
quote on the PRIF estimates. Please make sure to include a breakdown of the dwelling types, such as # memory care
units, # independent living units, and # assisted living units. (Nick is also copied on this email, so you can have his email
address.)
