Nick,
I have copied Mr. Rutty on this email as he provided some information last week about the insulation requirement for
the above referenced project. We have reviewed the ASHRAE 2007 code with the Indiana amendments and have
determined that even though we me et the requirements of the energy code without perimeter insulation, ASHRAE 2007
still requires perimeter insulation for heated structures. The requirement for a vapor barrier will be met by the use of
the Concure admixture. The following addresses several items where we need confirmation that these items will be
acceptable:
1. Attached for your reference are copies of the manufacturer's data for the Concure admixture that is used in the
slab on grade concrete mix. This admixture replaces the need for a vapor barrier.

2. The code requires that the under slab insulation extend 24 inches. We interpret that to mean extending into
the building 24 inches from the inside face of the foundation wall. The code does not require foundation insulation.
3. We will be instructing the contractor to install the under slab insulation as required. This only requires a simple
note that can be handled as part of the response to their RFI. Does your office need anything more than this email
confirming that the under slab insulation will be installed in order to release the building permit?
4. The Indiana amendments to the 2007 code deleted section 5.1.2.3 concerning unconditioned spaces. We have
a small storage shed located in the playground area used to house some of the playground equipment. This facility has
power for lighting, however, there is no heat in this shed and thus no need for any under slab insulation. Can you
confirm that this is acceptable. I have attached (below) the plan detail taken from our drawings showing the floor plan
for this storage shed.

I just left both of you a voicemail concerning the Children's Learning Adventure project in Carmel, Indiana. It took
several weeks but we finally located the State agency that handles licensing and health Department permits for day care
centers. We are scheduled for an orientation meeting with the State licensing agency on October 7.
Our concern is whether the building permit release from your department will be contingent upon receiving the State
approval. Can you confirm that the two processes are independent and that we can obtain our building permit prior to
receiving the State licensing/health approvals.

The Planning/Zoning Dept. reviewed what they proposed to build, regarding the Site Plan and the exterior architectural
Building Elevations. We made sure that what they propose to build matches up with that the Plan Commission approved
under docket no. 14100017 DP/ADLS . It all matches up, and the stamped/approved Site Plan and the exterior
architectural Building Elevations are attached to this email. ( Lisa – please add these items to Laser Fiche. )
Also, please note that the BZA approved a variance related to this site, with Conditions. Below is a link to that Letter of
Grant, which lists the conditions of the increased landscaping along the south side of the site, as well as a shared parking

Lastly, there is a dead tree that was recently removed near the northeast corner of this site, within the median of
