FYI, Horizon Bank has constructed a new building along old Meridian and W.
Carmel Dr. The main entry and a majority of the building actually face old
Meridian Street however it is carrying a 1216 W. Carmel Dr.
address. Additionally the building is approximately 100 feet away from Carmel
Drive and the main access Drive for the building is from Meridian Street. Is this
addressing correct?

The Planning dept approved the Horizon bank elevations today. The only outstanding issues that I recall
from your letter are the row performance bond, the ROW permit, The utility fees and storm water
control bond.
I believe that Horizon has paid the utility fees. Have you received the bonds and ROW permit. Please let
me know if you have received the required documentation.

aesthetics of the building. The revisions that are not practical or do not improve the character of the will not be made.
Below I offer an explanation for our for our thinking. Also attached please find a copy of the exterior elevation that you
marked up visually describes the requested changes you outlined. I have marked on our response as described below on
the elevations.
The compromises we will enact, as described below, are both in the sprite of your thinking and within the Owners
design intent while being practical and achievable.
These changes do not affect code compliance so we expect that the City planning and building departments will not hold
up issuance of a building permit for additional review time to address these changes. Please confirm that these
proposed revisions will not hold up permitting.
Please review these proposed modifications with Mr. Hollinbaugh. We need to know how to proceed by the end of the

The Department would like to work with you to get the revised exterior architectural elevations approved,
administratively. The Department offers a few design change suggestions, below. Please see the comments, below, as
well as the attached marked-up .pdf, and please respond to each comment. Thank you.
1. South Elevation – It seems like there are too many of the 2” recessed face bricked in area/squares. Is there any
way to remove the middle row of them? If not is not possible, then maybe convert a few of the upper and lower
bricked in areas to a spandrel window with limestone cap?
On the south elevation there are only 3 recessed brick squares. we agree to delete the center recessed brick detail over
the door. We will retain the brick recesses to the left and right of the door to maintain the rhythm developed using
these recesses in the west and south facades. The recess over the door will be deleted to make that bay special with the
door. This door however is not intended to be used to enter the building. It is an emergency exit only.
2. South Elevation - for the 2” recessed face bricked in area that is located between the 2 doors, please elongate
that to be more of just a 2” recessed bricked in area (without the square limestone accents), to make is look
more like a bricked in window area with limestone cap and sill ?
I do not see merit in creating bricked in window openings. It creates a look that there was a mistake in the design.
3. South Elevation – can you change that one upper 2” recessed face brick area/square to become a spandrel
window, with limestone cap and sill?
We will not install fake windows with spandrel glass. The fake widows will not sit in the wall like the real windows
because the depth of the wall will be different and the windows will always look different from the remaining windows
in the building because the windows are requires to be clear class and the spandrel glass will be black. We will add a real
window in this location if our structural engineer determines it is feasible and I think he will. There was an issue with the
stair towers early on the design because we had too many openings in the stair tower which was also being used as
shear walls. This also creates a bit of a problem with the HVAC system which is already at capacity at the south side of
the building but since the stair is not a habitable space we should be ok.

4. West Elevation – Again, it seems like there are too many of the 2” recessed face brick area/squares. Maybe
remove the one at the top right corner and also remove the one at the lower right corner. And/or add in a
spandrel window with limestone cap and sill?
We intentionally designed in the recessed squares to create the rhythm described above and as described above we will
not add fake windows as they add no value to the building. We will however add a new window in lieu of a spandrel
widow in the upper right corner of the west elevation. This window will be into the break room and will create a more
pleasant space for the users. We originally had a window designed in this space but the HVAC issues described above
forced us to remove it. We may have to revise the HVAC system to make this space comfortable or request that a tint be
allowed on this window to reduce the heat gain. We will also have shades on this window to reduce heat gain. We
cannot add the lower window on the west elevation. The fire department Siamese connection is located in this bay and
a pipe will be installed from the fire depart connection up into the first floor ceiling space which will go through the
center of the proposed window. The recessed brick will be retained at this location.
East Elevation – please add a 2” recessed, bricked in window area, or a spandrel window to the upper left corner, and
then remove the window that is halfway up on the left side.
The relocation of the window or addition of the spandrel glass as you indicated in your sketch is not feasible. There is
control joint where the CMU back up wall at the stairway meets the metal stud back up wall in the rest of the building.
This joint is required in this precise location. We will relocate the window that is located at the stair landing directly up
to be in line with the remaining second floor windows. The window will be difficult to clean and people will not be able
to look out this window however it will still admit light into the stairway.

We had to move the stair location in order to meet a code requirement. In relation to the stair relocation, There was a
window issue that the plan commission didn’t like but allowed. It was an issue with an odd window type and spacing as I
remember. The window issue was corrected with the change as well. We felt this was a minor issue that wouldn’t
require Plan Commission approval.

The Department would like to work with you to get the revised exterior architectural elevations
approved, administratively. The Department offers a few design change suggestions, below. Please see
the comments, below, as well as the attached marked-up .pdf, and please respond to each comment.

1. South Elevation – It seems like there are too many of the 2” recessed face bricked in
area/squares. Is there any way to remove the middle row of them? If not is not possible, then
maybe convert a few of the upper and lower bricked in areas to a spandrel window with
limestone cap?
On the south elevation there are only 3 recessed brick squares. we agree to delete the center recessed
brick detail over the door. We will retain the brick recesses to the left and right of the door to maintain
the rhythm developed using these recesses in the west and south facades. The recess over the door will
be deleted to make that bay special with the door. This door however is not intended to be used to
enter the building. It is an emergency exit only.
2. South Elevation - for the 2” recessed face bricked in area that is located between the 2 doors,
please elongate that to be more of just a 2” recessed bricked in area (without the square
limestone accents), to make is look more like a bricked in window area with limestone cap and
sill ?
I do not see merit in creating bricked in window openings. It creates a look that there was a mistake in
the design.
3. South Elevation – can you change that one upper 2” recessed face brick area/square to become
a spandrel window, with limestone cap and sill?
We will not install fake windows with spandrel glass. The fake widows will not sit in the wall like the real
windows because the depth of the wall will be different and the windows will always look different from
the remaining windows in the building because the windows are requires to be clear class and the
spandrel glass will be black. We will add a real window in this location if our structural engineer
determines it is feasible and I think he will. There was an issue with the stair towers early on the design
because we had too many openings in the stair tower which was also being used as shear walls. This also

creates a bit of a problem with the HVAC system which is already at capacity at the south side of the
building but since the stair is not a habitable space we should be ok.
4. West Elevation – Again, it seems like there are too many of the 2” recessed face brick
area/squares. Maybe remove the one at the top right corner and also remove the one at the
lower right corner. And/or add in a spandrel window with limestone cap and sill?
We intentionally designed in the recessed squares to create the rhythm described above and as
described above we will not add fake windows as they add no value to the building. We will however
add a new window in lieu of a spandrel widow in the upper right corner of the west elevation. This
window will be into the break room and will create a more pleasant space for the users. We originally
had a window designed in this space but the HVAC issues described above forced us to remove it. We
may have to revise the HVAC system to make this space comfortable or request that a tint be allowed on
this window to reduce the heat gain. We will also have shades on this window to reduce heat gain. We
cannot add the lower window on the west elevation. The fire department Siamese connection is located
in this bay and a pipe will be installed from the fire depart connection up into the first floor ceiling space
which will go through the center of the proposed window. The recessed brick will be retained at this
location.
East Elevation – please add a 2” recessed, bricked in window area, or a spandrel window to the upper
left corner, and then remove the window that is halfway up on the left side.
The relocation of the window or addition of the spandrel glass as you indicated in your sketch is not
feasible. There is control joint where the CMU back up wall at the stairway meets the metal stud back up
wall in the rest of the building. This joint is required in this precise location. We will relocate the window
that is located at the stair landing directly up to be in line with the remaining second floor windows. The
window will be difficult to clean and people will not be able to look out this window however it will still
admit light into the stairway.

Hi Angela,
We had to move the stair location in order to meet a code requirement. In relation to the stair
relocation, There was a window issue that the plan commission didn’t like but allowed. It was an issue
with an odd window type and spacing as I remember. The window issue was corrected with the change
as well. We felt this was a minor issue that wouldn’t require Plan Commission approval.
I apologize for not resending the elevations for review.

City, Horizon Bank and Wightman and Associates will be proud to be associated with. We have reviewed your newest
comments regarding the exterior elevations for the project. Some of the requested changes are achievable while some
of the changes are not viable or practical. We will make the changes that are practical, achievable and improve the
aesthetics of the building. The revisions that are not practical or do not improve the character of the will not be made.
Below I offer an explanation for our for our thinking. Also attached please find a copy of the exterior elevation that you
marked up visually describes the requested changes you outlined. I have marked on our response as described below on
the elevations.
The compromises we will enact, as described below, are both in the sprite of your thinking and within the Owners
design intent while being practical and achievable.
These c hanges do not affect code compliance so we expect that the City planning and building departments will not hold
up issuance of a building permit for additional review time to address these changes. Please confirm that these
proposed revisions will not hold up permitting.

in the building because the windows are requires to be clear class and the spandrel glass will be black. We will add a real
window in this location if our structural engineer determines it is feasible and I think he will. There was an issue with the
stair towers early on the design because we had too many openings in the stair tower which was also being used as
shear walls. This also creates a bit of a problem with the HVAC system which is already at capacity at the south side of
the building but since the stair is not a habitable space we should be ok.
4. West Elevation – Again, it seems like there are too many of the 2” recessed face brick area/squares. Maybe
remove the one at the top right corner and also remove the one at the lower right corner. And/or add in a
spandrel window with limestone cap and sill?
We intentionally designed in the recessed squares to create the rhythm described above and as described above we will
not add fake windows as they add no value to the building. We will however add a new window in lieu of a spandrel
widow in the upper right corner of the west elevation. This window will be into the break room and will create a more
pleasant space for the users. We originally had a window designed in this space but the HVAC issues described above
forced us to remove it. We may have to revise the HVAC system to make this space comfortable or request that a tint be
allowed on this window to reduce the heat gain. We will also have shades on this window to reduce heat gain. We
cannot add the lower window on the west elevation. The fire department Siamese connection is located in this bay and
a pipe will be installed from the fire depart connection up into the first floor ceiling space which will go through the
center of the proposed window. The recessed brick will be retained at this location.
East Elevation – please add a 2” recessed, bricked in window area, or a spandrel window to the upper left corner, and
then remove the window that is halfway up on the left side.
The relocation of the window or addition of the spandrel glass as you indicated in your sketch is not feasible. There is
control joint where the CMU back up wall at the stairway meets the metal stud back up wall in the rest of the building.
This joint is required in this precise location. We will relocate the window that is located at the stair landing directly up
to be in line with the remaining second floor windows. The window will be difficult to clean and people will not be able
to look out this window however it will still admit light into the stairway.

window issue that the plan commission didn’t like but allowed. It was an issue with an odd window type and spacing as I

administratively. The Department offers a few design change suggestions, below. Please see the comments, below, as
well as the attached marked-up .pdf, and please respond to each comment. Thank you.
1. South Elevation – It seems like there are too many of the 2” recessed face bricked in area/squares. Is there any
way to remove the middle row of them? If not is not possible, then maybe convert a few of the upper and lower
bricked in areas to a spandrel window with limestone cap?
2. South Elevation - for the 2” recessed face bricked in area that is located between the 2 doors, please elongate
that to be more of just a 2” recessed bricked in area (without the square limestone accents), to make is look
more like a bricked in window area with limestone cap and sill ?
3. South Elevation – can you change that one upper 2” recessed face brick area/square to become a spandrel
window, with limestone cap and sill?
4. West Elevation – Again, it seems like there are too many of the 2” recessed face brick area/squares. Maybe
remove the one at the top right corner and also remove the one at the lower right corner. And/or add in a
spandrel window with limestone cap and sill?

Nick, the following items are in process for Engineering.
1. 9 final sets of plans for stamp and signature by the City Engineer and Carmel Utilities. (thought we might
need 11, but county is not involved so only 9 are required)
2. Submit storm water control bond to Dave Barnes in our office for 100% of the approved engineer’s
estimate.
3. Pay all fees to Utilities.
4. Submit Right of Way performance bond to Dave Barnes.
5. Obtain Right of Way permit from Fred Glaser in our department. flgaser@carmel.in.gov
6. Record (example attached) and submit final, bound O&M manual.
7. Submit completed storm water permit application.
Alex J, have we received plans? Dave B, do we have the bonds? Lisa K, have your fees been paid? Fred G, have you
received a right-of-way permit application? John T, have you received the recorded O&M manual?
