I have been reviewing your application for the Oak Hill Mansion Special Use Amendment and need more information.
Please provide the following:
1
1. Please fill out the Special Use Amendment application.The one that was turned in was the Special Exception
application.They are different and we will need the correct one on file. Here is a link:

2. The application needs to state what Chapter you are seeking amendment from,which is ZO Ch. 21.05.
3. The application also needs to state how much over the allowed 10%gross floor area expansion you are
requesting. Based on an email from Scott Szentes, I believe it is 24.96%. Please confirm and include a map or
exhibit that shows this percentage.
4. This will be an Amendment to the existing Special Use approval, Docket No.SU-11-91 for Private Recreational
Facility. Please provide updated parking ratio information to show that you can still meet the parking
requirements for Private Recreational Facility with this building addition per ZO Ch. 27.
a. Private Recreational Facility requires 1 space/200 sq. ft. of interior area plus 1 space per 5,000 sq.ft. of
outdoor area.
b. If these parking ratios cannot be met,a development standards variance will be required for parking.

One last thing! Here is a link to the Hamilton County tax property record card for the site, so you can see the existing
square footage of the building: http://www3.hamiltoncounty.in.gov/publicdocs/PRC2015/0000068188.pdf. If my math
is correct, the 10% building expansion cap would have to be equal to or less than 1,334.6 sq. ft. of building addition, in
order to not trigger the BZA public hearing/review...

Good morning, Scott— Thanks for the call back.
Here is a link to zoning ordinance Chapter 21—discussing what size building expansion would trigger the Special Use
Amendment review process by the Board of Zoning
Appeals: http://www.carmel.in.gov/Modules/ShowDocument.aspx?documentid=4238 . In a nutshell, it states: 21.05
Expansion of Approved Special Uses or Special Exceptions. An approved Special Use or Special Exception may be
expanded up to ten percent(10%)of the approved gross floor area without obtaining further Special Use or Special
Exception approval if the approved use or exception is continued in the expansion, if the particular building height, bulk,
setback, yard, parking, etc. requirements are adhered to and if the proper permits for the expansion, such as an
Improvement Location Permit, are obtained.
Also, here is a link the Flood Hazard Areas Ordinance that is related to the Zoning Ordinance:

In looking at the 2014 Flood Zone maps, it looks like the BFE (Base Flood Elevation) is 743 for this site, if that helps you at
all...
Please note that the Carmel Engineering Dept. has separate floodplain and stormwater standards, too. Once you set up
a time to meet with them, please let us know, and either Rachel or I can attend that meeting, too.

The other day,you left me a voicemail message asking about permitting, as it relates to storm water, drainage,
floodplain, etc. for the Oak Hill Mansion located at 5801 E. 116th St. Please email me some additional information
about what the project scope entails.
Based on your voicemail message you left for me, you might need Special Use Amendment approvals from the Board of
Zoning Appeals if you are expanding the parking and/or the building. Also, the Carmel Engineering Dept. will definitely
need to be involved with any reviews for items related to the floodplain, stormwater, drainage, moving of dirt, etc. and
