Weihe, P.E., L.S., - Founder January 21, 2016 Dear Neighbors, First of all, thanks again to each of you for attending the Neighborhood Meeting hosted by Traders Point Christian Church on January 6, 2016. We enjoyed meeting you and appreciate your interest in this site and how it relates to your community. At that Neighborhood Meeting, you asked many great questions and we really appreciate the discussions. We want this project to be a success and an integral part of your community. We developed a list of questions and concerns from the meeting, and subsequent communications to myself and the Carmel Planning Department. We received a copy of a letter yesterday from the City of Carmel and we have tried to incorporate those concerns in this letter as well. We have taken all of the concerns very seriously and have included a potential solution for each. Below is the list of concerns and the resolution: 1. What does the new pond side slopes look like compared to the existing pond slopes? We have generated some cross-sections of the proposed pond and the existing pond. See Attachment #1. This drawing shows the three cross-section locations from the proposed parking lot expansion at the north end of the site, across the pond to the northern property line. The cross-sections have the same scale of 1”=30’. In order to get all of this information on a single sheet, this is on a 24” x 36” sheet. 2. Can the proposed northern parking islands be removed if additional detention storage is needed? We have discussed this with the City of Carmel. They will allow this to be done if the additional storage is needed. The proposed plant material in those islands will need to be distributed elsewhere on the site. We are working with the Carmel Engineering Department and the Hamilton County Surveyor’s office for approval of the proposed drainage system. These islands will be removed if it is determined that additional storage volume is necessary. 3. Proposed southern parking lot a. Can this parking lot drain to the pond without adding additional water to the western neighbors’ yards? b. Can this parking lot drain into the existing 136th Street storm sewer system? c. Can this parking lot drain to the east directly into the existing pond outlet pipes? d. Can this parking lot not be constructed and shuttle people from a neighboring location? e. Can this parking lot drain to the pond and not affect the existing row of evergreen trees along the western property line? f. Can the existing evergreen trees be saved? We feel that we have come up with a solution that will answer these questions so we have lumped them all together. According to the existing topography, nearly all of the existing greenspace on the south side of the existing church building drains to the west. It goes over the existing asphalt exit drive and into the existing swale that drains to the north into the existing dry pond. We were originally showing the proposed parking area to continue to drain the same way. After hearing concerns about the existing swale, we are now going to be proposing that the storm water from new parking lot on the south side of the building will collect into a storm inlet within the new parking lot and be piped along the opposite side of the existing drive away from the existing evergreen trees. This storm pipe will be installed between the asphalt pavement and the building to the pond. See Attachment #2. This new storm system will now collect the water that used to drain across the greenspace to the western swale. This entire area that used to drain to the western swale will now be diverted directly to the pond through the proposed storm pipe system. This new storm pipe system will still need to be designed and submitted to the City of Carmel for review. Since the drainage can be resolved, this will eliminate the need to shuttle people at this time to the church. With the proposed storm pipe being installed along the east side of the drive away from the evergreen trees, this shouldn’t affect the existing evergreen trees and they will remain in place. 4. Can the additional lighting be eliminated? The church has concerns about the safety of people walking to and from their cars in the parking lots and also driving throughout the site. Traders Point Christian Church feels strongly about improving the current lighting situation to see those safety concerns addressed. The City of Carmel has lighting requirements for the allowed lighting levels (called footcandles) at the property lines. See Attachment #3. These requirements have been met with the proposed Photometric plan. However after hearing your concerns, the church has agreed to add cutoff shields to the fixtures on the new light poles so that the LED lighting source will be shielded. We hope this summary and exhibits helps to explain how each of these concerns will be addressed.
