CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday , January 20, 2015
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.

9:00 a.m. Docket No. 15120009 DP/ADLS: Carmel Lakeside Retail.
The applicant seeks site plan & design approval for a one-story 10,424 sq. ft. multi-tenant retail building. The site
is located at the northeast corner of Carmel Dr. and Guilford Rd., at approximately 630 W. Carmel Dr. It is zoned
Atapco PUD/Planned Unit Development. Filed by Jim Shinaver of Nelson & Frankenberger, on behalf of Atapco
Carmel, Inc.
Jon Dobosiewicz with Nelson & Frankenberger presented the project on behalf of Atapco Properties. This
project will be an approximately 10,000 square foot multi-tenant building, and will be constructed within the
existing parking field. In addition, Mr. Dobosiewicz said there are a few variance requests for items like
landscape island widths and setback lengths.

- Letter sent to Josh Hogan. Mr. Dobosiewicz said regarding the request to replace the existing walk along
Guilford Rd. with a 10-foot asphalt path, the developers would like to discuss this further.

9:15 a.m. Docket No. 15120010 DP/ADLS: Citimark - Wagner Reese Office Building.
The applicant seeks site plan & design approval for a three-story 61,062 sq. ft. office building. The site is located
at 11939 N. Meridian St. It is zoned B-6/Business and US 31Corridor Overlay Zone. Filed by Jim Shinaver of
Nelson & Frankenberger, on behalf of Citimark Realty Partners, LLC.

Jon Dobosiewicz with Nelson & Frankenberger, Bill Carlstedt with Citimark, and Brad Schrage, Dustin Foster
and Mike Hoopingarner with American Stucturepoint presented the project. Mr. Dobosiewicz said there is a
former residence on this property, which will be removed and replaced with a three-story office building and
parking facility. The access to the site will be from Pennsylvania St.

- Letter sent. Mr. Hoyes said the drainage calculations will need to be corrected.
Ryan Hartman – Clay Township Regional Waste District
- Comment letter on December 22. Mr. Hartman asked if this building will have a cafeteria. Mr. Schrage said
he does not believe it will.

- Mr. Mishler asked if the address will be changing when the current building is demolished, as it appears the
new entrance will be from Pennsylvania Street. Mr. Dobosiewicz said it will remain the same. Mr. Mishler
said if there are any questions on addressing, the developers can contact Pam Lux in the building permit
office.

- Comments issued last month. Ms. Conn asked if the building footprint would be increasing. Mr. Carlstedt
said the floor plan has been modified. Ms. Conn asked if the developer could send an email to the TAC
members reflecting this change so all departments are aware of it.
9:25 a.m. Docket No. 15120012 Z: Woodhall PUD Rezone (with Primary Plat).
The applicant seeks PUD/Planned Unit Development rezone approval, including primary plat approval, for 14
lots on 11.6 acres. The site is located at 10520 Woodhall Lane, east of 106 th /Towne Rd. It is currently zoned S-
1/Residence and is currently platted for 9 lots. Filed by Timothy Ochs of Ice Miller, LLP, on behalf of Pulte
Homes of Indiana, LLC and Woodhall, LLC.
Roger Kilmer with Ice Miller, Mark Zukerman with Woodhall, and Sean Downey with HWC Engineering
presented the project.

- Letter sent. Mr. Hoyes said this was essentially the same review as the primary plat so there will be no
additional comments.

- Letter sent. No comments at this time.

- As long as landscape plans are staying the same, there are no additional comments.

- Letter sent, noting the path requirement for the entire frontage. Mr. Littlejohn said he needs to verify what
was constructed matches what is shown on the plans.

- Review comments sent. Department is awaiting an official response. Ms. Conn asked if the developers have
met with grassroots organizations who might oppose the project. Mr. Kilmer said he has met with Councilor
Carol Schleif before Christmas and the developers will also be meeting with the neighborhood next to the
development.
9:35 a.m. Docket No. 15120013 DP/ADLS: One One Six Apartments, Phase 2.
The applicant seeks site plan & design approval for three 3-story multi-family buildings, totaling 80 apartment
units. The site is located near 800 E. 116th St., with frontage on Guilford Rd. It is currently zoned R-
1/Residential, pending rezone to 116 th Street Centre PUD/Planned Unit Development. Filed by Steven Hardin of
Faegre Baker Daniels LLP, on behalf of Schneider Management Corp., owner, and J.C. Hart Company, Inc.,
applicant.
Randy Sherman with Weaver Sherman Design, Johnny Hart and Todd May with J.C. Hart, Kevin Sumner with
Weihe Engineering, and Rex Ramage with Faegre Baker Daniels presented the project. Mr. Sherman said this
development will actually be 81 units, instead of 80. Also, this project will have underground detention, and
there will be modifications made to the existing detention area.

property but are only bringing this in for a rezone to create an outlot to finish the retail portion of the project.

submittal.

9:45 a.m. Docket No. 15120021 V: Traders Point Christian Church.
The applicant seeks variance approval for maximum lot coverage, from Ch. 6.04.03.F, where 35% lot coverage is
allowed, and 57.5% requested. The site is located at 1242 W. 136 th Street and is zoned S-2/Residential. It is not
located in any overlay zone. Filed by Mark Thorpe of Weihe Engineers on behalf of Traders Point Christian
Church.
Mark Thorpe with Weihe Engineering and Jim Stanley with Traders Point Christian Church presented the project.
Mr. Thorpe said the church is seeking a variance to add additional parking on this lot.

- Mr. Hoyes said this detention is not only for the church, but also for Thistlewood Subdivision. Also, there
were concerns with landscaping since the county commissioners own the easement in which the detention is
located.

- This project is outside of CTRWD territory.

- There are no major issues. Mr. Mindham is waiting for revised plans.

- Comments sent. Mr. Jordan said John Thomas will also be reviewing this and adding any SWPPP comments
Mr. Jordan may have missed. Mr. Stanley asked if their system would need to improve water quality for what
is already in place. Mr. Jordan said he will need to talk to John Thomas about this once he’s back in the
office.

- Department reports will be sent. Ms. Lopez said the department received a letter from an adjacent
homeowner concerned about the existing trees on the southern half of the project. Mr. Thorpe said the
existing evergreen trees will remain and will not be affected. Ms. Lopez asked what would be changing in
regards to the drainage, as a homeowner also commented that they currently have ponding in their back yard
after it rains. Mr. Thorpe said he could not comment on the ponding issue since he has not seen a survey of
the homeowner’s property. As for the overall detention, Mr. Thorpe said this is currently a very gradual slope
down to the pond bottom. The plan will be to steepen this slope to increase the amount of water the pond will
hold.

9:55 a.m. Docket No. 15120026 DP Amend/ADLS Amend: Carmel Drive Self Storage.
The applicant seeks site plan & design approval for four self-storage warehouse buildings, containing 78,457 sq.
ft. on 3.82 acres. The site is located at 765 W. Carmel Dr. and is zoned M-3/ Manufacturing. It is located on
Carmel Science & Technology Park, Block 6, Lot 2, which was also part of Carmel Drive Executive Office Park.

Adam DeHart with Keeler-Webb and George Geiger with Shamrock Builders presented the project. Mr. DeHart
said this property was approved in 1997 along with the building next door, 755 W. Carmel Dr. The first building
was built in several phases. The second building will look very much like the first building, and will not look like
a storage facility, but rather more like an office building.

- No comments. Mr. DeHart said in the past, the designated bike path on Carmel Drive was on the east and
north side of the road. Mr. Littlejohn said the reason for this was the southwest side was developed before the
standards changed along Carmel Drive.
