CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday , February 17, 2016
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.
Time: 9:00 a.m. ( Approximate start times for each item are listed below .)
9:00 a.m. Docket No. 16010003 SP: Kensington Green Secondary Plat & Construction Plans.
The applicant seeks administrative approval to plat 9 lots on 1.98 acres. The site is located at 490 W. 136 th St., at
the northeast corner of Smokey Row Rd. and Rohrer Rd. It is zoned Kensington Green PUD/Planned Unit
Development. Filed by David Marks of Williams Creek Consulting, for Turtle Pond Partners LLC.
Bruce Zabst with Turtle Pond Partners and David Marks with Williams Creek Consulting presented the project.
Mr. Marks said the project is a pocket neighborhood which will utilize low impact development wherever
possible. The project will be unique in that it will feature zero discharge through the 100-year event while
maintaining appropriate emergency overflows and mimicking natural hydrology.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. This project does not fall within a County regulated drainage watershed, so this will be Carmel’s
jurisdiction.
Joanie Clark – Vectren Energy
- Ms. Clark said there is service to the nearest house which will need to be disconnected. Mr. Marks said he
will send a CAD file for this project. Ms. Clark asked about phasing of the project and which houses will be
completed first. Mr. Marks said this will be market driven, so Lot #9 may actually be completed prior to Lot
#1, depending on which lot would sell first.
Jessie Harrington – Duke Energy
- Ms. Harrington said the easement is on the back side of the property, but Duke will actually need these on
the property lot lines so Duke will have a place to install their utilities. Ms. Harrington said she is not sure if
it would be possible to shift the road to provide access to the equipment. Also, Duke will need a CAD file
sent.
Daren Mindham – City of Carmel Urban Forestry
- Letter sent. Mr. Mindham said most of the comments were regarding the east perimeter. Mr. Mindham
asked if the plan was for the buildings to be placed on the setback line. Mr. Marks said the houses would be
fairly close to this line. Mr. Mindham said the neighbors’ trees would need to be sheared back if this is the
case. Mr. Marks said the developers are not sure of the exact footprints for the houses within the lots and
asked if it would be possible to submit this info as the lots are sold. Mr. Mindham said the best way to show
this would be to list the types of trees that are being considered for the development so at least something will
be on paper.

- This project is outside CTRWD service territory.

- Project has been reviewed and letter will be sent soon.

Angie Conn – City of Carmel Planning & Zoning
- Letter sent. Department is awaiting a response.
9:10 a.m. Docket No. 16010004 DP Amend: Off The Wall Sports - Outdoor Volleyball Courts.
The applicant seeks development plan amendment approval for three outdoor volleyball courts. The site is
located at 1423 Chase Ct., in Carmel Science & Technology Park, Block 12, Lot 3. It is zoned M-3/
Manufacturing and is partially located within the 100-yr Floodplain. Filed by Brian Cross of Civil Site Group,
Inc. on behalf of Off The Wall Sports, LLC.
Brian Cross with Civil Site Group and Sean Cowie with Off The Wall Sports presented the project. Mr. Cross
said they are anxious to bring this project to the City and it will be a great addition to Carmel. Mr. Cross said
these courts are mandated by USA Volleyball and the courts will be set to that organization’s standards. These
courts will be similar to the courts at Pinheads in Noblesville. Mr. Cross said they have a request through DNR
to gain the actual 100-year flood line. This request was submitted in January so they hope to have the elevations
soon.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Mr. Hoyes said he agrees the floodplain is not accurate based on the contours, but they will need
the elevations to match to the contours.
Joanie Clark – Vectren Energy
- No comments.
Trent Godsey – Duke Energy
- Mr. Godsey said Duke will need to see where the transmission easement is located along the south side of
the property.
Daren Mindham – City of Carmel Urban Forestry
- The only comment is if any trees are near construction, or will be removed, tree fencing will need to be
added. Mr. Mindham said these can be added with a dotted line on the construction documents to be
submitted.
Ryan Hartman – Clay Township Regional Waste District
- Mr. Hartman said he has some of the same concerns as the Surveyor’s Office, and asked if the southernmost
court could be rotated on the property in order to get away from the manhole on the south side. Mr. Hartman
said the department can deal with the encroachment into the easement as long as they can traverse the
easement if needed.
Alex Jordan – City of Carmel Engineering
- Mr. Jordan said if there is a retaining wall in the floodway, there will need to be flood mitigation added. Mr.
Jordan said if the courts are rotated as was discussed earlier, it would alleviate many of the potential
problems. Mr. Cross said regarding the requirements for two BMPs, it is hard to explain to his client why
these would be required for sand volleyball courts, especially considering a sand filter is an acceptable BMP.

- Letter sent. The only comment was regarding bicycle parking.

Nick Mishler – City of Carmel Building Permits
- Mr. Mishler said this would not require a building permit, but would most likely require an electrical permit
if lighting will be added.
Angie Conn – City of Carmel Planning & Zoning
- Comments sent. Ms. Conn said if this project is tabled, the department would need to be notified by March
5, which is when the agenda goes out. Mr. Marks said there seem to be more issues north of the creek than
they do south of the creek. Ms. Conn said one possible solution to the planning issues would be to submit two
separate options to the Plan Commission and state the reasons they would prefer one over the other.
9:30 a.m. Docket No. 16010005 ADLS Amend: Rosewalk on Main Outlots.
The applicant seeks site plan & design approval for two multi-family apartment buildings, with 14 units on 0.71
acres. The site is located at 35 Rosewalk Cir., west of Guilford Rd. along the south side of Main St. It is zoned
OM/MF – Old Meridian District Multi Family area. Filed by Jim Shinaver of Nelson & Frankenberger, on behalf
of Rosewalk on Main, LLC.
Jon Dobosiewicz with Nelson & Frankenberger, Eric Gleissner with Civil Site Group, and Steve Pittman with
Pittman Partners presented the project.

- Letter sent. This does not fall within the Department’s water sheds.
Joanie Clark – Vectren Energy
- Ms. Clark asked about the sign to be placed over the gas meter. Mr. Gleissner said there is an existing sign
that may be over the gas main, but nothing is being proposed for the right-of-way.
Trent Godsey – Duke Energy
- Mr. Godsey said the pole on the west side appears to not be in the way of construction. However, the east
side shows service to come from a pole with a 3-phase bank on it, which will not work. Mr. Godsey said they
will need to come from another location, possibly from a transformer at another building.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent. No major concerns.

- This project is outside of CTRWD jurisdiction.
Alex Jordan – City of Carmel Engineering
- Crossroads Engineering has issued comments. Mr. Gleissner said the developers met with Jeremy Kashman
on site regarding detention in the right-of-way in the form of a rain garden or possibly an infiltration trench.
Mr. Dobosiewicz said there was a comment from staff that requested the developers coordinate with
Engineering for an estimate on compliance with the Thoroughfare and Transportation plan. Mr. Dobosiewicz
said if the developer is asked to pay $50 to $80 thousand in addition to the right-of-way dedication, it would
most likely cause them to put this project on hold until Main Street is completed.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. No comments. Mr. Gleissner asked if the department would prefer that the asphalt path in front
of the building be completed now. Mr. Littlejohn said he marked this on the plans so the developer would see
that it complied. He added that the department typically prefers that these paths are installed with the project.
Mr. Littlejohn said this improvement is financed by INDOT through fiscal year 2019 which means July of
2018 is when the department could start, however the department has been exploring the option of starting
early. Mr. Dobosiewicz said this would make a significant difference to the owner, to be able to wait two
years to start and potentially save $130,000.

Angie Conn – City of Carmel Planning & Zoning
- Letter sent. Department is awaiting a response. Mr. Gleissner said regarding the Department’s comment on
stoops in the right-of-way, he would like to know the technical definition of a stoop, since this is an ADA
accessible route and there are no steps involved. Mr. Gleissner asked if this could be classified as a sidewalk
since there are no steps. Ms. Conn said she will look into this.
9:45 a.m. Docket No. 16010007 DP Amend/ADLS: Midtown Carmel, Blocks 1 & 2.
The applicant seeks site plan & design approval for a 5-story tall office building and parking garage for Allied
Solutions, as well as two future commercial buildings (to have future ADLS reviews). The site is located near 320
1st Ave SW, east of the Monon Greenway, straddling future 4 th Street SW. It is zoned PUD/Planned Unit
Development. Filed by Andrew Greenwood of Old Town Development, LLC.
Andrew Greenwood with Old Town Design Group and Jim Emerick with Civil & Environmental Consultants
presented the project.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Department would like to see the overall drainage study that was conducted by Williams Creek.
Mr. Hoyes said the County has concerns with the release rates that were calculated in that report.
Joanie Clark – Vectren Energy
- Ms. Clark asked when the project would be starting. Mr. Greenwood said demolition would begin in the
spring and building would start soon after that.
Trent Godsey – Duke Energy
- Letter sent. Mr. Godsey said the sooner Duke can receive information on loading requirements, the better.

- Letter sent. Mr. Mindham said most of the comments were minor regarding design details.

- This project is outside of CTRWD jurisdiction.

- This project is currently being reviewed by Crossroads Engineering.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. Mr. Littlejohn asked if long-term parking will be included in the parking garage, since the PUD
states that long-term covered parking could be included in the parking garages for residents. Mr. Littlejohn
also asked if the garages will feature bike parking. Mr. Greenwood said the developers are working
potentially offering “premium” bike parking, such as lockers, as well as standard bike parking.

Angie Conn – City of Carmel Planning & Zoning
- Comments sent. Department is awaiting an official response. Corrie Meyer with the Carmel Redevelopment
Commission said the CRC has concerns that will need to be addressed regarding bicycle infrastructure, both
on street and in the garage, as well as public restrooms and possibly public showers. Ms. Meyer said she
would also like to see the relationship of the building size compared to the street, and other buildings, as the
CRC would like to follow Jeff Speck’s plan of creating interesting streets.
