Activities
• With 5th Anniversary of the official opening of the Palladium coming
up in January, began pitch for both the Mayor and Tania Moskalenko
for stories focusing on "The arts as a tool for economic
development." Those pitched included Serge Kovaleski and Jane
Levere, who write for The New York Times.

• In the wake of the Paris climate change accord, and noting that San
Diego, which is also led by a Republican Mayor, has launched
aggressive initiatives to reduce its carbon footprint, pitched Carmel
anew to some three dozen media covering those issues.
• Pitched Mayor Brainard and Carmel in response to a query for a
story featuring urban planners.
• Followed up with Fenton staffers regarding potential CNN Broadcast
featuring Carmel.
• Continued following up on potential speaking engagements for
Mayor Brainard, including P3 Conference early next year.
January Work Plan
• Arrange media and possible site consultant appointments for Mayor
Brainard for his time in Washington for the U.S. Conference of
Mayors winter meeting.
• Arrange media appointments for Tania Moskalenko during her

and/or other Carmel representatives in business and economic
development forums, including the P3 Conference next spring.

Americans are on foot again
Jim Brainard, Republican mayor in the United States, fighting
against climate change and reinvents his city - Next week he
visits Stuttgart
STUTTGART/ Carmel. All Republicans in America doubt the consensus of
the scholars, that the world of man-made Global warming is approaching.
All Republicans?
No. Jim Brainard says: "Climate change is a major challenge
of our time." He is a Republican and mayor of the suburban city of Carmel,
30 kilometers north of Indianapolis in the heart of the Midwest State of
Indiana.
For 20 years now, Brainard has included the fight against air pollution with
the aim of making his city a more livable community.
Brainard's ambitious plan: In Carmel's heart, an old 1837 community
founded by the Quakers, a completely new city center with offices, homes
and theaters, narrower streets, but wide sidewalks -- unlike the faceless
shopping malls with their huge parking areas —to invite citizens to stroll.
"We are returning to a more traditional city plan, where you can walk or
bicycle to work and get daily necessities (without a car)" explains Brainard,
a lawyer by profession, who developed his ideas while studying in
England.
This urban planning closely was closely linked to the creation of more than
50 roundabouts. Traffic lights and stop signs were dismantled and
roundabouts built(by next year Carmel will have 100). The result is a
significant reduction in the time when car engines idling while waiting for
lights to change, with gasoline consumption and environmentally harmful
emissions and even the number'of accidents reduced.
Carmel has 200 km of cycle paths. The city's car fleet of the city runs on
hybrid drive or alternative fuel. The city's wastewater is transformed into a
new supply of energy, creating fertilizers and simultaneously reducing
methane emissions.
Carmel's redevelopment, which has been recognized throughout the United
States, was possible thanks to a 750 million-euro partnership between the
public sector and private investors. With EUR 280 million in debt the city

launched the establishment of the new downtown district and City Center.
There are Town Hall, a large ultra-modern concert hall and two theaters.
And what drives the mayor to this -- atypical by American standards
- Urban revolution?
He wants to make Carmel a world-class city. "We have neither oceans nor
mountains, so we have to work a bit harder to attract the best and
brightest" says Brainard regarding his economic policy. We target well-
paid jobs in his community.
And the Republican Mayor has success. In his nearly 20 year tenure the
city has grown from 31,000 to 85,000 inhabitants. The unemployment rate is
low, the schools are good, the houses still affordable. And despite harsh
criticism from conservative opponents about the 280 million Euro in debt
citizens just elected him for a sixth term. "The people in this town support
what he does," says Carmel.
Brainard is also one of only four Republicans sitting on President Barack
Obama's Local Climate Protection Task Force. He recalls the fact that it
was once the Republicans (who were at the forefront of environmental
protection). Theodore Roosevelt set aside vast tracts of land for the
creation of national parks and it was Richard Nixon who created
Environmental Protection Agency — much maligned by Republicans today—
along with numerous environmental protection laws.
Even with climate change Republicans should again lead," says the
moderate pragmatist. "Conservative" has something to do with
preserving."
His explanation for the political self-paralysis in Washington: "There's an
impression in all of America that it's a Republican dominated Congress
blocking a paralyzed and Democratic president. But (really) the officials
there are too far away from the citizens and do not understand what the
majority in the country expect from their government."
"The cities function in this country. For there is no Democratic or
Republican way to collect the garbage."
