FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
the new ground sign would provide critical business identification for the bank in a location that would provide
customers and potential customers with enhanced decision-making time in order to safely maneuver and turn
into the bank site, particularly from north-bound Michigan Road, which is a heavily trafficked thoroughfare at a
congested intersection (West 106th Street).
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the site is surrounded by other business uses, the proposed sign would not impede area traffic or the visibility
of other business, and the sign is a low-profile and attractive design, which would not be visible from any
residential uses or districts.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in
the use of the property because:
the speed and volume of traffic along the Michigan Road corridor, particularly at the congested intersection
with West 106th Street, diminish the reaction time for customers and potential customers, particularly those
traveling north on Michigan Road, to safely maneuver and turn into the bank’s site, presenting a practical
difficulty for maintaining and growing a successful business at this location, particularly the attraction of new
customers.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket No.
16020009 V is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by
reference and made a part hereof.

STATEMENT OF VARIANCE
Number of Signs
The National Bank of Indianapolis is requesting a variance in order to establish a third
business identification (a ground/monument) sign, at this location on Lot 1, Weston Park. The
ground sign in necessary to enhance the opportunities for a successful banking center at this
location by providing adequate business identification for passersby, especially those driving
north along Michigan Road.

STATEMENT IN SUPPORT OF VARIANCE
Number of Signs
The variance is requested to increase the number of permitted signs from two (2) to three
(3) in order to add a ground/monument sign on Michigan Road. The speed and volumes of traffic
on Michigan Road at this location (southwest corner of the intersection with West 106th Street)
negatively impact the ability of customers and potential customers, particularly northbound
traffic, to timely and safely identify the access points to the bank and then shift to the proper
lanes for turning movements from Michigan Road. Additionally, the initial landscaping for the
site has matured since planting to the point where it now impedes visibility of the bank, and a
ground/monument sign will assist with bank location identification.
