Re: Programming for Public Safety Addition
Dear Mr.Engelking:
Studio M and CSO Interiors is pleased to present this proposal to provide programming services for a potential
addition to be built to the existing Police Station that will solve a number of space challenges the City of Carmel
now faces. Based on our phone conversation this morning,my understanding of the scope of work is as follows:
• A potential 3-4 story addition to the existing police department to accommodate the following.
o A first level parking facility with space to install information systems equipment in the vehicles as
well as provide additional parking.
o Expansion of the police department
o Potential relocation of the courts from the City Hall. I will visit the courts in Hamilton County
Courthouse as representative of the level of finish.
o Space for Communications and Information Systems. Several employees may be relocated from
the existing communications building in the Arts and Design District.
o Other city functions as space and budget allow.
The goal of the programming phase will be to establish scope,quality and budget so a decision can be made
regarding implementation and schedule.I would suggest the following to get the process started.
• Meet with you and Mayor Brainard to review the Mayor's vision for the addition and review a list of those
city departments or individuals that should be interviewed. I understand the Mayor will be unavailable
much of November,and that a meeting between now and the end of October would be best. Just let me
know your preferred date and time.
• Once we have received the Mayor's vision,we will meet with the individual stakeholders as approved by
you to review their existing spaces,understand adjacencies and space needs,and create a program that
details possible space in the new addition,and reuse of any space vacated in existing buildings.
• Create a combined program for each use that establishes the scope for the new addition.
• Prepare a Statement of Probable Cost for the addition and renovation of the existing buildings if
necessary.
• Prepare a"Test Fit"to determine how much space the potential site can accommodate in the form of
"bubble diagrams"that locate each function.
• Combine Program,Test Fit and Cost into a deliverable that can be reviewed with the appropriate officials
so a decision can be made as to next steps.
Total Compensation
The fee for the scope of work described above is fixed at$17,500. If a Statement of Probable Cost is needed,
please include an additional$2500 for this effort.

responsibilities of the City and Architect more clearly.
