Utility Discussion a. IPL discussed their existing transmission line running along the north side of 96th street. One of the existing poles is in conflict with the northern portion of the proposed roundabout. They anticipate removing this existing pole and spanning this proposed roadway bump out. 'They are tentatively planning on this work for Fall 2016 and estimating 2 months of work. Thecommented on previous conflicts with proposed 40' tall light poles. The light pole design height has been lowered to use the City's,,standard 31.5' tall light poles to avoid the conflict with the transmission fine. I b. 'Fibertech (not present) — United commented that Fibertech currently attaches to IPL poles and will.reattach to thenew poles. c. AT&T LS (not present)—United commented that AT&T LS currently attaches to IPL poles and will reattach to the new poles. d. Comcast stated that they currently run primarily underground, although there may be fiber on existing poles. They are attempting to avoid boring 96th Street-and are waiting on a redesign plan. Ideally, they Would like to run approximately 5 ft. deep underneath the proposed path on the north side. Comcast mentioned the possibility of doing a joint trench underneath the path. °e. Level 3—not present. f. AT&T currently has a vault located on the southwest side of the proposed roundabout that they would like to keep and adjust to grade. g. Brighthouse (not present)—United commented that Brighthouse has an existing line running along the east side of Priority Way.They plan to bend along with proposed roadway and stay within R/W. h. Zayo(not present)—United indicated that Zayo is located within the AT&T duct bank. i. Vectren, currently has a 4" plastic main along the north side of 96th Street. They are attempting to possibly relocate further north out of the project limits(behind the businesses) and anticipate having a work plan by the end of March. j. Citizens Gas has an 8" main along the south side of 96th Street and.. need to stay in this location.They have a 4" main along the west side of Priority Way and plan to shift and stay within proposed R/W.The building in the southwest corner of the roundabout is serviced by the 4" line along Priority Way and they will need to keep this building in service. United is designing the relocation, which is anticipated to be placed just inside the proposed south R/W line. k. Carmel Water(not present) United commented that Carmel Water has a line on the north side of 96th Street that feeds the yellow hydrants only.The existing crossing on the east end ofthe project is to be capped and.removed.There are no conflicts with the current proposed project, but there may be a conflict with the relocated IPL light poles depending on their final location. I. Citizens Water has an existing 12"water main running along the south side of 96`h Street and the west side of Priority Way.They commented that the line on the south side of 96th Street conflicts with the proposed storm inlets and will need to be shifted north. The line along Priority Way also has,a conflict with storm structure 217.Test hole results will be sent over to further coordinate on these conflicts.The hydrant on the northwest side of 96th Street will be removed. MEETING MINUTES Wh Street and Priority Way February 29,2016 Page g m. Clay Township Sewer has an existing 16" force main underneath the existing westbound lanes of 9611 Street. This is not currently in conflict with any other utilities, but will need to maintain the minimum 10 ft. horizontal separation from other relocated lines. .n. United commented that Windstream may have a line on the existing IPL poles, and will investigate further. io. The Park Owners Association for the Precedent commented that there would be conflict with existing private light poles and private irrigation systems for the buildings on the south side of 96th Street. They also stated that there is a monument in the Southwest corner of the ' project that will be impacted by construction.1 ip. Jeremy commented! n the possibility of adding a north leg to theroundabout in the future and the need to consider putting utilities deep enough to accommodate this roadway. 4. Maintenance of Traffic ,a. Chris gave an overview of the plan to maintain one lane of traffic in each direction for MOT to simplify and expedite construction: b. Chris commented on the requirement to maintain,driveway access.from Priority Way to the building in the southwest corner of the roundabout during construction. c. There was some discussion on the impacts of other projects in the area on the MOT traffic flow, including Delegate's Row roundabout and the Keystone intersection. Jeremy commented on the possibility of coordinating with the City of Indianapolis on signal timing along River Road to help-alleviate some congestion. d. The Park Owners Association for the Precedent expressed concern with maintaining a bank drive through lane in the southeast bank parking lot. Jeremy assured that this would be possible and that there was only some temporary work in the area to reconstruct curb for the parking lot, S. Additional Project Discussion a. Right of Way—Chris mentioned that R/W will be acquired from 4 parcels and temporary R/W will be acquired from S parcels. b. The multiuse path was discussed and Jeremy commented that redevelopment along the 96th Street corridor is now requiring a path to be constructed. The gaps will be filled in as those projects happen. .c. The trail on the southeast side of the roundabout is not proposed to be constructed with this project, but there is R/W available for a path in the future. d. INDOT asked that consideration be given to the crosswalk locations based on the volume of traffic on 961h Street. Jeremy mentioned that they,should remain in the current location to be consistent with-other roundabouts within the City. There is a 6' refuge island where pedestrian can cross one direction of traffic before continuing to cross the opposing lanes. An inter-local agreement between the City of Carmel and the City of Indianapolis will need to be submitted by Carmel and approved by Indianapolis City Council members Colleen Fanning (west of Keystone)and Christine Scales(east of Keystone). 7. For the inter-local agreement,.DPW recommends the follovqing: i a. An exhibit showing worst case R/W needs,with supportingdocuments to match.. I b. Number of parcels impacted in Marion Co. ! j C. Amount of permanent R W p / n acres required in Marion Co, d. Percent of overall project acres required in Marion Co. I. The south curb line along 96ch Street isi the dividing line between Marion and Hamilton Counties. e. Number of relocations required in Marion Co. f. Information on planned or recent business redevelopments in the area. 8. Carmel is putting together a Communications Plan and additionally initial steps will have Carmel City Council members meet with Indianapolis City Council members so there is a mutual understanding of project goals. In addition to.the number of parcels and relative information to each location, Carmel will prepare an exhibit showing the impact at each roundabout. 9. DPW mentioned that the inter-local agreement approval process would likely take 3 to 6 months. 10. Consideration will be giving to prepare the inter-local agreement in phases, but the preference is a single agreement to cover all projects along 96th Street. 11. All communications for the inter-local agreement should be through Melody Park at DPW to present to the Indianapolis City Council members. 12. Larry had 2 comments on the Road plans for 96th Street and Keystone Pkwy: a. Is there a 12' or 16' travel lane along 96th Street east of Aronson (2-way left-turn)? This needs to be defined and match the typical sections. b. Is the eastbound by-pass lane along 96th Street separated from through traffic by a raised concrete median, or is it flush with the adjacent pavement?
