RE: Horse Barn & Riding Center
Dear Mr. Carter,
We have reviewed the construction plans submitted to the Hamilton County Surveyor’s Office
on April 22, 2016, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in the Little Eagle Creek Watershed.
4. Please submit an outlet permit for the indirect discharge to the Bear Creek Arm of
Little Eagle Creek Regulated Drain. The application is available at Surveyor's Form
Page.
5. For determining the allowable release rates, the post developed shed should stop at
the future 146th Street ROW line, as it will have its own stormwater conveyance and
detention system. The temporary situation until road improvements are complete can
route the water through the pond and pass it through as off-site during the large storm
events.
6. The open channel across this parcel to Shelborne Road is natural stream, with
maintenance being the responsibility of the property owner. The owner could petition
for it to become part of the Bear Creek Arm of Little Eagle Creek Regulated Drain,
which would provide for maintenance to be covered from the watershed maintenance
fund that all benefited users pay into.
7. Please submitted revised construction plans/drainage calculations once all TAC
comments are addressed.
Should you have any questions, I can be reached at 317-776-8495.
Sincerely,
Greg Hoyes, AC, CFM, CPESC
