CAUCUS ROOM, CARMEL, CITY HALL In attendance: Members: Carol Schleif, Becky Feigh, Curtis Butcher, Jennifer Hershberger, Luci Snyder, Justin Moffett, Bill Sanders Advisor: Nick Davis HPC Administrator: Mark Dollase, Raina Regan Guests: None 1. Call to Order The meeting was called to order at 6:00 P.M. led by Chairperson Carol Schleif. 2. Roll Call Commission members Carol Schleif, Becky Feigh, Jennifer Hershberger, Luci Snyder, and Curtis Butcher are in attendance. Justin Moffett arrived at 6:03p.m. Bill Sanders arrived at 6:14pm. Commissioner advisor Nick Davis is also in attendance. 3. Approval of Minutes (11-12-15) Jennifer Hershberger moves to approve the November 12, 2015 meeting minutes, Curtis Butcher seconds. Motion passes (4-0-1). 4. Hearing of Visitors i. Raina Regan presented a proposed fapade grant program for the City of Carmel. The program was developed referencing several other fagade grant programs in Central Indiana. ii. Currently, the Commission has approximately $7,000 in its budget to set up a fagade grant program this fiscal year. None 5. Certificate of Appropriateness No discussion 6. Report on Staff Approvals No discussion 7. Financial Report — Luci No discussion 8. Old Business a. Fapade Grant Program i. Raina Regan presented a proposed fapade grant program for the City of Carmel. The program was developed referencing several other fagade grant programs in Central Indiana. ii. Currently, the Commission has approximately $7,000 in its budget to set up a fagade grant program this fiscal year. iii. This year could be a pilot program to work through the process, then launch the program officially next year. iv. Ideas to market the program included a presentation a chamber luncheon, drafting a press release, posters or signage. Those who receive grants in the pilot program will have a sign in front of their property that says "Sponsored by the Cannel Historic Preservation Commission." V. Commission discussed the pilot program could potentially award two, $2,500 grants. The application would be open to the public. vi. Jennifer Hershberger approves an amendment to the fagade grant program that decreases the approved project maximum to $5,000, Luci Snyder second. Motion passes (7-0). vii. Jennifer Hershberger approves the fagade grant program as amended, Luci Snyder seconds. Motion passes (7-0). viii. Jennifer Hershberger moves to allocate a maximum of $5,000 for the fagade grant pilot program in 2016. Luci Snyder seconds. Motion passes (7-0). b. Strategies for Designation i. Follow up to last meeting's conversation on potential sites to locally designation. ii. Commission discussed updates to the Old Town Overlay map. 9. New Business a. Council Orientation Recap i. Mark Dollase reported that the staff was invited by the Mayor's Office to present on the Commission at the Council Orientation the previous evening. Staff presented an overview of the Commission. b. Commission Member Reappointments i. Curtis Butcher, Bill Sanders, and Becky Feigh were re -appointed by Mayor Brainard for three year terms. c. Election of Officers i. Jennifer Hershberger moves to re-elect the existing officers (Carol Schleif, Chairperson, Becky Feigh, Vice -Chairperson, Luci Snyder, Treasurer), Curtis Butcher seconds. Motion passes (7-0). d. Meeting Schedule for 2016 i. Staff sent out a schedule of the meetings for 2016, which will be held on the 2nd Thursday of the month. 10. Announcements None 11.
