CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, May 18, 2016
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.

9:00 a.m. Docket No. 16040002 SU: 14330 Shelborne Rd. Riding Arena.
The applicant seeks BZA Special Use approval for a horse barn and riding arena on 29.5 acres, per ZO Chptr
5.02.B: Special Use for Riding Arena in S-1 District. The site is located at 14330 Shelborne Road, at 146th
Street. It is zoned S-1/Residential. Filed by Morton Buildings and Joe Calderon with Bose McKinney & Evans
on behalf of the landowners.
Property owner David Bidgood, Ken Jackson and Joel Westfall with Morton Buildings, Eric Carter with Weihe
Engineers, Joe Calderon with Bose, McKinney & Evans Law, and Brooke Berganza presented the project. Mr.
Calderon said this project will be tabled to June’s BZA agenda and said this is essentially a family-use as opposed
to commercial use. Mr. Calderon said the design would contain the maximum number of stalls and is a 30,000
square foot with another accessory building that would house staff. Mr. Bidgood said this is family land and used
to be corn and bean fields, and several years ago the family had planted nearly 15,000 trees. Mr. Bidgood said
this building is 100 by 200 feet, but may be scaled down to 80 by 100 feet by the time it is finished. He added
that they felt it was better to seek approval for the maximum size and scale it back if needed.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. An outlet permit will be required, as well as a slight change to the drainage calculations.
Joanie Clark – Vectren Energy
- Ms. Clark said she did not see gas on the plans. Mr. Calderon said he has been in contact with Randy
Crutchfield at Vectren to set up gas service. Mr. Bidgood said it would be over $68,000 to extend gas service
to the property so they have considered a propane tank and also just having electricity and nothing else.
Alexia Lopez – City of Carmel Planning & Zoning
- Comments sent. Ms. Lopez asked for clarification on the property being a wildlife management area. Mr.
Bidgood reiterated that the family had planted close to 15,000 trees on this property several years ago, and
there is a wetland that extends through the property and the DNR manages this. Also, he said there is a
roundabout proposed for this intersection that could potentially take up seven acres of property and run
through the wetland area. Mr. Bidgood said the horses would use walking machines for exercise and would
be ridden every day, but they are not out grazing in pastures. Ms. Lopez said if there is a dumpster on the
property it will need to be enclosed and the department would like to see the plan for where it will be and
what it will look like.
Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham said there are a lot of trees on site that are not shown on the landscape plan, so any current
trees that will be preserved will need to be shown on the landscape plan. Mr. Mindham also asked if the
developers can label a tree protection fence on the new plans.

David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. Mr. Littlejohn said a path will be required along 146 th Street and Shelborne Road and this can
be worked out with the Engineering Department. Mr. Bidgood asked if he as the homeowner would be
responsible for this path. Mr. Littlejohn said this area is in Hamilton County’s jurisdiction so the property
owners would need to negotiate with Hamilton County about getting this path complete.
Nick Mishler – City of Carmel Building & Code Services
- Mr. Mishler asked if this stable will be open to the public or would be only for family use. Mr. Bidgood said
this would be a private and would be gated, although there may be some people who board horses there. Mr.
Mishler said the interpretation of whether this would be commercial, residential or agricultural would most
likely be left up to the State of Indiana to decide. He added if it is determined to be commercial, there are fire
department approvals and several other items that would be required.
Angie Conn – City of Carmel Planning & Zoning
- Ms. Conn said there are no further comments from Planning & Zoning. She added that Alex Jordan from the
Carmel Engineering department was unable to attend, but he said a comment letter was sent on May 10 th .
9:15 a.m. Docket No. 16040003 TAC: Primrose School Expansion, Village of WestClay.
The applicant seeks administrative approval to expand the school facilities to include two new classrooms, with
related storage areas, and to provide for increased parking. The site is located at 13096 Moultrie St. and is zoned
PUD/Planned Unit Development. Filed by Timothy Ochs of Ice Miller, LLP on behalf of Bryan Bowman and
JBWC Real Estate, LLC.
Roger Kilmer with Ice Miller, Brandon Burke with HWC Engineering, and Bryan Bowman with Primrose School
presented the project. Mr. Kilmer said this project would be located on the northwest corner of the existing
building.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Mr. Hoyes said the minimal increase in impervious surface is covered so no permits will be
required.
Joanie Clark – Vectren Energy
- Ms. Clark asked if there would be an increase in gas service load. Mr. Kilmer said the increase would be
minimal, possibly to add a water heater.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent. Mr. Mindham said he doesn’t think he’s received an updated landscape plan. Mr. Mindham
said he noticed quite a bit of landscaping will be removed from the parking lot area.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent to Tim Ochs. No further comments.
Nick Mishler – City of Carmel Building & Code Services
- Mr. Mishler said this will require State of Indiana approval before the developers submit for a building
permit.

- Review comments sent. Department is awaiting a response. Ms. Conn added that the Carmel Engineering
Department issued comments on May 12.

9:25 a.m. Docket No. 16040004 Z: The Corner, C-1 Rezone.
The applicant seeks approval to rezone 5.47 acres to the C-1/City Center zoning district classification, with the
intent of having the site redeveloped into a multi-building mixed-use development with residential, office, and
retail land uses. The site is currently zoned B-3/Business, Carmel Dr. – Rangeline Rd. Overlay, and
SFHA/Floodplain. It is located at 11588 Westfield Blvd., at the southwest corner of 116 th /Westfield. Filed by
Paul Reis with Krieg DeVault LLP, on behalf of The Carmel Redevelopment Commission and Dept. of
Redevelopment.
Kevin Buchheit with Krieg DeVault and Mark Jenkins with Kite Realty presented the project. Mr. Buchheit said
this project would turn the buildings currently on this corner “inside out” and bring the buildings closer to the
street with parking behind. Mr. Jenkins said this project would include 26,000 to 30,000 square feet of ground
floor retail with residential above and an interior screened parking structure. Mr. Jenkins said this project will
include approximately 250-275 multi-family residential units.

The applicant seeks secondary plat and construction plan approvals for 48 lots on 44.8 acres. The site is located
just west of Williams Creek and north of 950 W. 116th St. It is zoned Silvara PUD/Planned Unit Development
(Z-553-11). Filed by Brett Huff of Stoeppelwerth & Assoc., for Jackson’s Grant Real Estate Company, LLC.
Doug Wagner with Republic Development and Brett Huff with Stoeppelwerth & Associates presented the
project. Mr. Wagner said the developers refer to this section as “Creekside”. He said best case scenario is they
would be able to move dirt this fall and complete the storm water and sanitary throughout the winter and get
paved by May.

Docket No. 16050006 SW: The Colonnade – Subdivision Waiver, SCO 6.03.20 (Private alley within the
subdivision proposed).
Docket No. 16050007 SW: The Colonnade – Subdivision Waiver, SCO 6.03.25.4 (Alleys must terminate at
streets). The applicant seeks primary plat approval for 24 lots on 14.34 acres, as well as Subdivision Control
Ordinance waiver requests. The site is located at 4317 & 4411 E. 146 th Street. The site is zoned R-1/Residential.
Filed by Russell Brown of Clark, Quinn, Moses, Scott & Grahn, LLP, on behalf of Fischer Homes, Inc.
Brittany Heidenreich and Tyler Comstock with American Structurepoint, Russell Brown with Clark, Quinn,
Moses, Scott & Grahn, and Sean Sullivan with Fischer Homes presented the project. Mr. Brown said this is a
challenging site due to the significant Duke easement running through the site, as well as the subdivision to the
south and commercial use to the west.

- Department has had conversations with the developer about possibly adding entrances to the west and east.
Planning and Zoning department would like to see at least two points of entry to this subdivision. Ms.
Keesling said revised plans would need to be received two days prior to the public notice deadline, which is
May 27.
