MEETING MINUTES
MONDAY, March 7, 2016 — 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT
Council Members Sue Finkam, Laura D. Campbell, H. Bruce Kimball, Kevin D. Rider, Jeff Worrell,
Carol Schleif, Clerk -Treasurer Christine S. Pauley and Deputy Clerk Jacob Quinn.
Council President Carter was not in attendance.
Councilor Finkam called the meeting to order at 6:03 p.m.
INVOCATION
Pastor Kurt Larsen, First Baptist Church, pronounced the Invocation
Eric Virden, Carmel High School Student Senator, led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
The Carmel High School Girls Swim Team was honored for winning 30 straight state championships.
APPROVAL OF MINUTES
Councilor Rider made a motion to approve minutes from the February 15, 2016 Regular Meeting.
Councilor Schleif seconded. There was no Council discussion. Councilor Finkam called for the vote.
Minutes were approved 6-0
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Kelly Baskett spoke in opposition to Ordinance Z-610-16
Beth Myers spoke in opposition to Ordinance Z-610-16 and Ordinance Z-611-16
Charles Demler spoke in opposition to Ordinance Z-610-16
Joe Vaughn spoke and encouraged the Council to slow down with rezoning measures
COUNCIL, MAYORAL AND CLERK -TREASURER COMMENTS/OBSERVATIONS
Councilor Finkam introduced Eric Virdon, Neil Shah (President, Carmel Mayor's Youth Council) and
Molly Frank (Carmel Mayor's Youth Council member) who were sitting at the dais with the Council.
Councilor Worrell spoke about the Indianapolis 500 flag raising in the City of Carmel.
ACTION ON MAYORAL VETOES
There were none.
CLAIMS
Councilor Worrell made a motion to approve payroll in the amount of Payroll $1,933,208.78. Councilor
Schleif seconded. There was no Council discussion. Councilor Finkam called for the vote. Payroll was
approved 6-0
Councilor Rider made a motion to approve claims in the amount of $3,936,650.82. Councilor Schleif
seconded. There was no Council discussion. Councilor Finkam called for the vote. Claims were approved
6-0.
COMMITTEE REPORTS
Councilor Finkam reported that the Finance, Utilities and Rules Committee had met and discussed
Resolution CC -02-15-16-01 and Resolution CC -02-15-16-02. Both were passed out with a favorable 3-0
recommendation.
Council Rider reported that the Land Use and Special Studies Committee had met and discussed
Ordinance Z-610-16. The ordinance passed out with a favorable 3-0 recommendation and a proposed
amendment to be given when the item appears on the agenda.

Carmel Redevelopment Commission (Monthly)
OLD BUSINESS
Councilor Finkam announced the Sixth Reading of Ordinance Z-607-15; An Ordinance of the Common
Council of the City of Carmel, Indiana, Amending the Development Standards, Updating the
Contributing Buildings Map and Deleting the Sunset Provision on the Demolition Requirements in the
Old Town District Overlay Zone. Councilor Kimball differed to Adrienne Keeling, Planning
Administrator for the Department of Community Services, to present the proposed changes from the Plan
Commission entitled VERSION C. VERSION C amends the following: on line 351 insert lap, shake or
shingle style before cement board, on line 552 insert lap, shake or shingle style cement board and strike
concrete plank after or, on line 608 insert lap, shake or shingle style cement board and strike concrete
plank after or, on line 715 insert lap, shake or shingle style cement board and strike concrete plank after
or. Councilor Rider made a motion to approve Ordinance Z-607-16 As Amended from the Plan
Commission. Councilor Schleif seconded. There was no Council discussion. Councilor Finkam called for
the vote. Ordinance Z-607-15 As Amended was approved 6-0.
Councilor Finkam announced the Second Reading of Ordinance Z-610-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending the Title and Development Standards of the
C-2/Old Town District in the Carmel Zoning Ordinance. Councilor Rider deferred to Adrienne Keeling to

present the committee report and address minimum setback standards in the Carmel zoning ordinance.
There was extensive Council discussion. The item was tabled to later in the meeting.
Councilor Finkam announced Resolution CC -02-15-16-01; A Resolution of the Common Council of the
City of Carmel, Indiana, Approving Certain Matters in Connection with the Old Towne Economic
Development Area. Councilor Finkam reported that the Finance, Rules and Special Studies Committee
had met and passed the resolution was a 3-0 positive recommendation. Councilor Schleif made a motion
to approve. Councilor Campbell seconded. There was no Council discussion. Councilor Finkam called for
the vote. Resolution CC -02-15-16-01 was adopted 6-0.
Councilor Finkam announced Resolution CC -02-15-16-02; A Resolution of the Common Council of the
City of Carmel, Indiana, Approving a Lease Between the City of Carmel Redevelopment Authority and
the City of Carmel Redevelopment Commission and Taking Other Actions Related Thereto. Councilor
Finkam reported that the Finance, Rules and Special Studies Committee had met and passed the
resolution was a 3-0 positive recommendation. Councilor Finkam deferred to Corrie Meyer, Director of
the Carmel Redevelopment Commission, to present on the item. Andrew Mouser, Umbaugh, spoke on the
interest rates of bonds. There was brief Council discussion. Councilor Worrell made a motion to approve
Resolution CC -02-15-16-02. Councilor Rider seconded. There was no Council discussion. Councilor
Finkam, called for the vote. Resolution CC -02-15-16-02 was adopted 6-0.
PUBLIC HEARINGS
Councilor Finkam took the agenda items out of order and announced the First Reading of Ordinance Z-
614-16; An Ordinance of the Common Council of the City of Carmel, Indiana, Rezoning Parcels Into the
116' Street Centre Planned Unit Development District Ordinance. Councilor Worrell made a motion to
move this item into business. Councilor Schleif seconded. Steve Hardin, Faegre Baker Daniels, presented
the item to Council.
Councilor Finkam opened the public hearing at 7:19 p.m. Seeing no one who wished to address the
Council, Councilor Finkam closed the public hearing at 7:20 p.m. Councilor Schleif made a motion to
suspend the rules in order to act on the item tonight. Councilor Rider seconded. There was no discussion.
Councilor Finkam called for a vote. The motion passed 6-0. Councilor Rider made a motion to approve
Ordinance Z-614-16. Councilor Schleif seconded. There was brief Council discussion. Councilor Finkam
called for a vote. Ordinance Z-614-16 was approved 6-0.
Councilor Finkam went back to Ordinance Z-610-16. Councilor Rider made motion to amend Ordinance
Z-610-16 in whole by inserting VERSION B. VERSION B amends as follows: on line 124 strike sixty
and inset seventy-five and strike four and insert six, on line 125 strike third and insert higher, on line 180
strike front and insert all, strike lines 182 and 183 and insert a section on Perimeter Bufferyards on line
139 that says 1. Bufferyards shall be required along any side andlor rear lot line abutting a side or rear
lot line of detached single family residences and shall extend the entire length of the lot line, 2 the
minimum Bufferyard width shall be equal to the building height of the nearest building to each side or
rear lot line, not to exceed thirty-five (35) feet., 3 the minimum planting standard shall be Bufferyard C as
set forth in the Perimeter Bufferyard Table prescribed in Section 33.05(A): Perimeter
Bufferyards. Councilor Schleif seconded. There was no Council discussion. Councilor Finkam called for
the vote. The motion to amend was approved 6-0. Councilor Rider made a motion to approved Ordinance
Z-610-16 As Amended. Councilor Schleif seconded. There was no Council discussion. Councilor Finkam
called for the vote. Ordinance Z-610-16 As Amended was approved 6-0.

Councilor Finkam announced the First Reading of Ordinance Z-611-16; An Ordinance of the Common
Council of the City of Carmel, Indiana, Rezoning Property in the Old Town Area. Councilor Rider made
a motion to introduce this item. Councilor Kimball seconded. Councilor Kimball deferred to Adrienne
Keeling to present this item to the Council. There was brief Council discussion.
Councilor Finkam opened the public hearing at 7:34 pm.
Kelly Baskett spoke in opposition to Ordinance Z-611-16
Jane Fleck addressed the Council that they have heard rumor about an above ground parking garage in the
area and she is opposed to that idea.
Seeing no one else who wished to address the Council, Councilor Finkam closed the public hearing at
7:38 p.m. There was brief council discussion. Councilor Finkam referred Ordinance Z-611-16 to the Land
Use and Special Studies committee for further review and consideration.
Councilor Finkam announced the First Reading of Ordinance Z-615-16; An Ordinance of the Common
Council of the City of Carmel, Indiana, Amending the 116th Street Centre Planned Unit Development
District Ordinance. Councilor Rider made a motion to table this item until the next meeting. Councilor
Schleif seconded. There was no Council discussion. Councilor Finkam called for the vote. The motion
was approved 6-0.
NEW BUSINESS
Councilor Finkam announced the First Reading of Ordinance D-2281-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Approving and Adopting an Interlocal Agreement.
Councilor Schleif made a motion to move this item into business. Councilor Campbell seconded.
Councilor Kimball deferred to Jeremy Kashman, Carmel Director of Engineering, to present this item to
the Council. Councilor Schleif made a motion to suspend the rules in order to act on this item tonight.
Councilor Campbell seconded. There was no Council discussion. Councilor Finkam called for the vote.
The motion was approved 6-0. Councilor Schleif made a motion to approve. Councilor Campbell
seconded. There was not Council discussion. Councilor Finkam called for the vote. Ordinance D-2281-
16 was approved 6-0.
Councilor Finkam announced Resolution CC -03-07-16-01; A Resolution of the Common Council of the
City of Carmel, Indiana, Authorizing a Transfer of Funds by the City of Carmel City Council. Councilor
Rider made a motion to move the item into business. Councilor Schleif seconded. Councilor Worrell
deferred to Chief David Haboush, Carmel Fire Department, to present this item to the Council. Councilor
Rider made a motion to approve. Councilor Schleif seconded. There was no Council discussion.
Councilor Finkam called for the vote. Resolution CC -03-07-16-01 was adopted 6-0.
Councilor Finkam announced Resolution CC -03-07-16-02; A Preliminary Resolution Designating an
Economic Revitalization Area for Midcontinent Independent System Operator, Inc., and Establishing a
Public Hearing. Councilor Schleif made a motion to introduce the item into business. Councilor Campbell
seconded. Chad Sweeney, Ginovus, presented this item to the Council. There was brief Council
discussion. Councilor Schleif made a motion to approve. Councilor Kimball seconded. There was no
Council discussion. Councilor Finkam called for the vote. Resolution CC -03-07-16-02 was adopted 6-0.
