The water quality management program is based on the performance of approved structural Best Management Practices (BMP) to remove 80% of total suspended solids (TSS) from the first 1-inch of storm water runoff. Design requirements and parameters may be found in the City of Carmel Stormwater Technical Standards Manual. 1.1 Project Description The proposed Lot 1, Meridian & Main Phase 1 project shall consist of the installation of the two proposed multi-tenant, retail buildings, asphalt parking, concrete sidewalks and all utilities to service the adjacent lots. In preparation of this development the developer has already planned for one stage of water quality treatment being the infiltration basin. The first BMP in the treatment train shall be the Aqua-Swirl AS-5 unit which will remove the largest and heaviest of the suspended solids as well as floatables in the stormwater runoff. The second treatment, is the existing Infiltration Basins, shall filter the residual TSS as well as hydrocarbons and pollutants remaining in the stormwater (See Appendix A for details.) This treatment train shall exceed the stormwater treatment capacity as mandated by the City of Carmel. 1.2 Purpose and Performance In order to achieve the 80% target removal rate of TSS from the stormwater runoff associated with the proposed improvements a mechanical BMP (Aqua-Swirl Unit) was selected based on the physical site characteristics, cost, and the water quality treatment volume to be treated per City of Carmel requirements. This BMP will be combined with the use of the existing campus master planned infiltration basins for water quality treatment thus achieving the City standard for a minimum of two BMP treatment train. The O&M for the existing infiltration is already established for the campus infiltration basins. The benefits of these types of BMP’s are very high pollutant removal rates. The BMP’s are located prior to the discharge of the storm system from the site and have been sized according to the City of Carmel Stormwater Technical Standards Manual. The mechanical BMP has been sized using the Water Quality Curve Number as calculated using the City of Carmel Stormwater Technical Standards Manual for the Infrastructure only (See Calculations and Exhibits in the Drainage Report. 2.0 Water Quality Maintenance As part of the Water Quality program, the City of Carmel is also requiring a maintenance and inspection program by the Owner for each type of BMP. 3 2.1 Maintenance and Inspections Routine inspections, maintenance, and the costs necessary for the maintenance and repair of the BMPs are the responsibility of the owner. The following are the recommended inspection items and timeframes for the Aquaswirl Unit. Inspection Frequency: The manufacturer recommends quarterly inspections; however, City of Carmel Engineering Department requires annual inspection reports to be submitted to the city, in the same month as the initial inspection. First inspection report is due one year after completion of the project. Annual Inspection Reports shall be submitted to: Engineering Department Attn: Storm Water Administrator One Civic Square Carmel, IN 46032 Inspection Frequency Date Construction completion September 30, 2015 Annually after construction September 30, 20** 1 Approximate construction completion date Maintenance and Inspections (Mechanical BMP- Aqua-Swirl Unit) Inspection Item: Sediment – Sediment is to be removed when inspection reveals a top of sediment depth within 6 in. of the dry-weather water surface elevation in the structure. Sediment depths can be easily determined by measuring the distance from the top of the manhole to the dry water surface elevation and then measuring the distance from the top of the manhole to the top of the sediment pile. This can be done with a steel tape or stadia rod. The system should be pumped clean using a high velocity vacuum truck. Free-floating oil and floatable debris – use a high velocity vacuum truck to clean the pollutants. After recording the measurements on the Inspection Data Sheet (attached in Appendix B), the vacuum hose is lowered through the access opening and the floating debris. The oil may be best removed by using an absorbent pad. Usually, confined space entry can be avoided by inspecting from the manhole entrance and cleaning the system by using a vacuum hose. 4 2.2 Documentation The owner is required to maintain completed inspection reports/records and update the operations and maintenance plan for the BMP. The inspection reports shall be submitted to the City of Carmel Engineering Department annually and made available to the City upon request. 3.0 Owner’s Acceptance The City and/or its representatives have the right to enter the property to inspect BMPs. The BMP Owner shall be financially responsible for any maintenance or repairs required by the City or its representatives during the City’s inspections. This Operation and Maintenance Manual is submitted to the City of Carmel with the intent to insure the longevity and adequate functioning of the Aqua-Swirl AS-5 Unit BMP owned by Meridian 131, LLC located at 6100 W. 96th Street, Indianapolis, IN 46278. By submitting this Operation and Maintenance Manual to the City of Carmel with plans to construct an Aqua-Swirl AS-5 Unit, the BMP owner noted above agrees to follow and abide by the inspection schedule and maintenance activities listed in this manual. The BMP owner noted above is responsible for any additional maintenance and/or repair activities to maintain the function and longevity of the BMP(s). Owner Information: Jamie W. Remove manhole lid to expose liquid surface of Aqua-SwirlTM. 2. Remove floatable debris with basket or net if any is present. 3. If a hydrocarbon spill has occurred, (e.g. more than a sheen of oil or gas is present) the system should be cleaned immediately (see "Cleaning" Figure 3). Note: Water in an Aqua-SwirlTM can appear black like oil due to the dark body of the surrounding structure. Oil appears darker than water in the system and is usually accompanied by debris (e.g. Styrofoam, etc.) with obvious signs of oil stains. The depth of oil can be measured with an oil/water interface probe, a stadia rod with water phylic paste, a coliwasa, or by simply collecting a representative sample with a jar attached to a rod. 4. If hydrocarbon absorbant floc or pads are used, these should be inspected to determine whether they are loaded with hydrocarbons. This will be indicated by a dark colaration of the pad or floc. Pads and/or floc should be removed and disposed of in accordance with City of Carmel and any applicable state and/or federal laws if they contain hydrocarbons. Sediment Accumulation Lower a dipstick tube equipped with a ball valve (e.g. Sludge Judge or similar device) into Aqua-SwirlTM through the service access provided. Measure the depth of the sludge. At a maximum, the sludge should not exceed 36" depth before maintenance. Aqua-SwirlTM O and M Manual Page 2 Diversion Structures If an external diversion structure is present on the site, this should be inspected for the following items.1. Inspect weir or other structure for structural decay or damage. Weirs are more susceptible to damage than off-set piping and should be checked to confirm that they are not crumbling or decaying. 2. Inspect diversion structure and by-pass piping for signs of structural damage or blockage from debris or sediment accumulation. 3. Measure elevations on diversion weir or piping to ensure it is consistent with site plan design. 4. Inspect downstream structure in diversion system for signs of blockage or structural failure. Remove sediments, oils and other floatable pollutants with a vactor. Dispose of all waste in accordance with City of Carmel and any applicable state, and/or federal requirements. Oil should be pumped and removed with any liquids and sediments that have been trapped in the system. These liquids should be taken to an industrial waste water treatment facility for treatment. Liquids and solids pumped from the AquaSwirlTM should not be dumped back into the stormwater system or into a sanitary sewer. Figure 3 Note: The AquaSwirlTM is designed so that entry to the system is not necessary for inspection or maintenance. If, however, you wish to enter the system, this is an OSHA confined space entry and OSHA confined space entry procedures should be followedto enter the system. During Construction Inspect the AquaSwirlTM every three months (minimum) and clean the system as needed. The AquaSwirlTM should be inspected and cleaned at the end of construction regardless of whether it has reached its sediment or oil storage capacity. First Year Post-Construction Inspect the AquaSwirlTM every six months and clean the system as needed. Inspect and clean the system at least once bi-annually regardless of whether it has reached its sediment or floatable pollutant storage capacity. Second and Subsequent Years Post-ConstructionIf the AquaSwirlTM did not reach full sediment or floatable pollutant capacity in the First Year Post-Construction, the system can be inspected once annually and cleaned as need or bi-annually at a minimum. If the AquaSwirlTM reached full sediment or floatable pollutant capacity in less than 12 months in the First Year Post-Construction, the system should be inspected once every six months and cleaned as needed. The AquaSwirlTM should be cleaned at least bi-annually regardless of whether it reaches its sediment or floatable pollutant capacity. Bypass Structures Bypass structures should be inspected whenever the AquaSwirlTM is inspected and maintained as needed. Otherwise, the system can be cleaned at a later date depending on how quickly the sediment starts to harden. If the AquaSwirlTM reached full sediment or floatable pollutant capacity in less than 12 months in the First Year Post-Construction, the system should be inspected as frequently as past history warrants and cleaned as needed. Regardless of whether the AquaSwirlTM reaches full sediment or floatable storage capacity, it should be cleaned frequently enough to prevent captured sediments from hardening. Normally, cleaning once every two to three years should be sufficient to prevent sediments from hardening. *The bypass system should be inspected with each AquaSwirlTM inspection and maintained as needed.
