Time: 9:00 a.m. ( Approximate start times for each item are listed below .) 9:00 a.m. Docket No. 16060001 PP: Mulberry Lane Minor Subdivision – Primary Plat. Docket No. 16060002 SW: Mulberry Lane –Waiver, SCO 6.03.08 (alleys shall terminate at streets.) Docket No. 16060003 SW: Mulberry Lane –Waiver, SCO 6.03.20 (every property shall be served from a publicly dedicated street) Docket No. 16060004 SW: Mulberry Lane –Waiver, SCO 6.05.01 (all lots shall abut a street & have a minimum 50-ft frontage) Docket No. 16060005 SW: Mulberry Lane –Waiver, SCO 6.05.04 (widths & areas of lots shall not be less than that provided in the Zoning Ordinance) Docket No. 16060006 SW: Mulberry Lane –Waiver, SCO 6.05.05 (corner lots shall be wider and larger than interior lots) Docket No. 16060007 SW: Mulberry Lane –Waiver, SCO 6.05.08 (perimeter lots shall match the size, area and setbacks of adjoining lots) Docket No. 16060008 SW: Mulberry Lane ––Waiver, SCO 6.06.01 (where alleys are not provided, easements for utilities shall be provided, and at least 15-ft wide) Docket No. 16060009 SP: Mulberry Lane Minor Subdivision – Secondary Plat. The applicant seeks primary plat and secondary plat approvals for 4 residential lots on 0.75 acres, as well as several Subdivision Control Ordinance waiver requests. The site is located at 130 and 140 3rd Street NW. The site is zoned R-2/ Residence and also falls within the Old Town Overlay Character Subarea, as well as the Monon Overlay Natural Section. Filed by Brian Rismiller of SEA Group, LLC, on behalf of Homes by John McKenzie Inc. Brian Rismiller with Sea Group, Gary Nance with Gary Nance Design, and John McKenzie with Homes by McKenzie presented the project. Mr. Nance said he has been trying to obtain this lot for two years, and said this lot will be for his personal house as well as a house that will be sold next door. Mr. Nance said he envisions a narrow drive with a walk and picket fences, similar to vacation houses he had seen in Northern Michigan or South Carolina. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said the Morrow-Follett Drain runs directly through the middle of this site, so the County would like it re-routed. Mr. Hoyes said the street has a 30-foot easement which should allow these changes. Trent Godsey - Duke Energy - Mr. Godsey said some of Duke’s facilities may need to be modified, and said his main concern is to get the primary source of power closer to the site, since it is currently a great distance away. Mr. Godsey asked if the subdivision would use only electrical. Mr. Nance said they had planned to use gas in these structures. Mr. Godsey said the fact that gas will be used would help with the voltage issue. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said the Monon Trail should have a 15-foot perimeter buffer to be used primarily for tree preservation. Mr. Mindham added that there were several trees along the eastern edge that will need to be protected. Page 2 of 2 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 Alex Jordan – City of Carmel Engineering Department - Comments sent. Mr. Jordan said he is awaiting a revised plan set. Mr. Rismiller said he would like to set up a meeting with the Engineering Department to discuss a few of the comments. Mr. Rismiller asked if the City will require main extensions and a full set of plans for the laterals that are planned. Mr. Jordan said this would be an issue that Utilities would need to answer and said the developers will need to contact Director John Duffy. Mr. Rismiller said there were several comments regarding an alley versus a private street running through the site. Mr. Jordan said if it was an alley, the department would like it to extend north up to 4 th Avenue. Nick Mishler – City of Carmel Building & Code Services - No comments. Angie Conn – City of Carmel Planning & Zoning - Comments sent. Department is awaiting a response. Mr. Rismiller asked what types of challenges the developers will face trying to get these waivers approved. Ms. Conn said the biggest challenge may be the variance request for the Board of Zoning Appeals. Ms. Conn added regarding the density issue, the developers could argue that the project is in Old Town, in an urbanized area, and not a traditional subdivision. Mr. Rismiller said the developers would like to keep this as a small development and maintain the Old Town feel. Mr. Nance said regarding the path access proposed by Engineering, there would be several trees which would need to be taken out to create this path. Mr. Jordan said he can discuss with Engineer Jeremy Kashman regarding this path being installed to the south rather than north. Ms. Conn asked if the Carmel Fire Department has issued comments. Mr. Rismiller said the fire department has issued comments and there were no major issues.
