MEETING MINUTES
MONDAY, June 20, 2016 — 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT
Council President Ronald E. Carter, Council Members, Laura D. Campbell, H. Bruce Kimball, Kevin D.
Rider, Jeff Worrell, Carol Schleif Clerk -Treasurer Christine S. Pauley and Deputy Clerk Jacob Quinn.
Councilor Finkam was not present.
Councilor President Carter called the meeting to order at 6:03 p.m.
INVOCATION
Pastor Tim Ayers, Grace Church, pronounced the invocation.
Councilor Campbell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
APPROVAL OF MINUTES
Councilor Campbell made a motion to amend minutes from the June 6, 2016 Regular Meeting by adding
on line 18 that Pastor Shelly Wood is with Orchard Park Presbyterian Church and on line 134 adding a t to
the end of Curt. Councilor Schleif seconded. There was no Council discussion. Council President Carter
called for the vote. The motion to amend was approved 6-0. Councilor Rider made a motion to approve
the minutes from the June 6, 2016 Regular meetings As Amended. Councilor Schleif seconded. There
was no Council discussion. Council President Carter called for the vote. Amended Minutes were
approved 6-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Allen Tunstall addressed the Council regarding the need for a stop sign at the intersection of Broughton &
Trowbridge High Streets.
COUNCIL, MAYORAL AND CLERK -TREASURER COMMENTS/OBSERVATIONS
Councilor Rider stated that the Council would reach out the Police Department about the study done at the
intersection.
Councilor Worrell announced that Josh Kaufman from The Voice would be at CarmelFest.
Councilor Schleif announced that the Preservation Commission deadline for the Fagade Grant Program
would be June 30t". Also, the organization received a letter from the Department of Interior that Carmel
has been certified as a Certified Local Government. Lastly, the group had a walking tour of Old Towne
put on by Indiana Landmarks.
Councilor Kimball announced that the US Conference of Mayors would be in Carmel on June 24th.
Clerk -Treasurer Pauley wanted to make sure that Councilor had received their monthly financial reports
from the Clerk -Treasurer's office
ACTION ON MAYORAL VETOES
There were none.
CLAIMS
Councilor Worrell made a motion to approve Payroll in the amount of $1,606,027.02. Councilor Schleif
seconded. There was no Council discussion. Council President Carter called for the vote. Payroll was
approved 6-0.
Councilor Schleif made a motion to approve General Claims in the amount of $3,109,313.90. Councilor
Worrell seconded. There was no Council discussion. Council President Carter called for the vote. Claims
were approved 6-0.
Councilor Schleif made a motion to acknowledge Wire Transfers in the amount of $1,395,119.26.
Councilor Rider seconded.
COMMITTEE REPORTS
Councilor Rider announced that the Finance, Utilities and Rules Committee had not met.
Council Rider announced that the Land Use and Special Studies Committee had not met.
OTHER REPORTS
Councilor President Carter announced the Second Reading of Ordinance D-2294-16; An Ordinance of
the Common Council of the City of Carmel, Indiana, Adding Chapter 6, Article 5, Division VIII, Section
6-164 to the Carmel City Code; Sponsor: Councilor Carter. Remains in the Finance, Utilities and Rules
Committee. This item was not discussed.
Councilor President Carter announced the Second Reading of Ordinance D-2298-16; An Ordinance of
the Common Council of the City of Carmel, Indiana, Adding Subsections (55), (56), (5 7) and (5 8) to
Chapter 8, Article 5, Section 8-47(a) of the Carmel City Code; Sponsor: Councilor Rider. Remains in the
Finance, Utilities and Rules Committee. This item was not discussed.

Councilor President Carter announced the Second Reading of Ordinance Z-613-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending a Variety of Development Standards for
Fences, Accessory Buildings, Permitted Uses and Bicycle Parking in the Carmel Zoning Ordinance;
Sponsor: Councilor Kimball. Remains in the Land Use and Special Studies Committee. This item was not
discussed.
PUBLIC HEARINGS
NEW BUSINESS
Councilor President Carter announced the First Reading of Ordinance D-2299-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Ordinance D-2231-15. Councilor Worrell
made a motion to move the item into business. Councilor Rider seconded. Councilor Worrell deferred to
Corrie Meyer, Director of Redevelopment for the Carmel Redevelopment Commission, to introduce this
item to Council. Councilor Rider made a motion to suspend the rules in order to act on the item this
evening. Councilor Schleif seconded. There was no Council discussion. Council President Carter called
for the vote. The motion passed 6-0. Councilor Rider made a motion to approve Ordinance D-2299-16.
Councilor Schleif seconded. There was no Council discussion. Council President Carter called for the
vote. Ordinance D-2299-16 was approved 6-0.
Councilor President Carter announced the First Reading of Ordinance D-2300-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adopting Uniform Internal Control Standards for
Indiana Political Subdivisions in Accordance With IC 5-11-1-27. Councilor Schleif made a motion to
move the item into business. Councilor Worrell seconded. Clerk -Treasurer Pauley introduced this item to
Council. There was extensive Council discussion. Councilor Schleif made a motion to suspend the rules
in order to act on the item this evening. Councilor Worrell seconded. There was no Council discussion.
Council President Carter called for the vote. The motion passed 6-0. Councilor Rider made a motion to
approve Ordinance D-2300-16. Councilor Schleif seconded. There was no Council discussion. Council
President Carter called for the vote. Ordinance D-2300-16 was approved 6-0.
Councilor President Carter announced the First Reading of Ordinance D-2301-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Chapter 2, Article 4, Section 145 to the Carmel
City Code, Thereby Establishing the City of Carmel "LOIT Special Distribution Fund (#257)". Councilor
Worrell made a motion to move this item into business. Councilor Rider seconded. Clerk -Treasurer
Pauley introduced the item to Council. There was brief Council discussion. Council President Carter
referred Ordinance D-2301-16 to the Finance, Utilities and Rules Committee.
Councilor President Carter announced Resolution No. CC -06-20-16-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Authorizing the Expenditure of Funds in the Carmel
Redevelopment Commission's Supplemental Reserve Account. Councilor Rider made a motion to move
this item into business. Councilor Worrell seconded. Corrie Meyer introduced the item to Council.
Councilor Rider made a motion to approve Resolution No. CC -06-20-16-01. Councilor Worrell seconded.
There was no Council discussion. Council President Carter called for the vote. Resolution No. CC -06-20-
16-01 was adopted 6-0.
