The project is to construct a two story building of approximately 33,062 total square feet and associated parking and infrastructure. The project will disturb 2.72 acres of the site. II.EXISTING DRAINAGE CONDITIONS The existing condition of the property is rough graded, re-vegetated (grass) soil. The site utilizes overland flow as the primary drainage system. The runoff flows towards the south- southeast corner of the property into a regional detention pond. The current detention pond has 3.905 acre-feet of storage. The existing normal pool of the detention facility is approximately 841.18. The normal pool elevation is controlled by the outlet pipe and the downstream pipe inverts, approximately 685 lf of 12 RCP 0% grade. At the time of the topographic survey, the pool level of the pond was approximately 841.73. The original drainage report by Trammel-Crow Company filed on May 26, 1987, states that the pond is to have 5.84 acre-feet of storage over 5 feet of vertical elevation. From additional information provided by the original engineering firm, the entire parent parcel uses 4.28 acre-feet of the available detention at a depth of 3.77 feet of vertical storage. The original land prior to the Trammell-Crow drainage approval of 1987 and development had two discharge points. The site was broken into a northern and southern basin. The north basin had 12.35 acres and the south basin had 5.64 acres. The original proposed discharge was to the north with a 100 year storm event discharge rate of 0.25 cfs/acre. Thereby, the allowable release rate on the north outlet basin is 12.35 acres * 0.25 cfs/acre = 3.09 cfs, and the south release rate is 0.25 cfs/acre * 5.64 acres = 1.41 cfs. From the Trammell-Crow drainage report the developed discharge for the site on the 100-year storm is 2.94 cfs, which is less than the allowed 3.09 cfs. The developed conditions per the Trammell-Crow Drainage report are listed below: Q = 2.67 cfs Pond Elevation = 844.19 4.25-storm The as-built design of the pond gives the following release rate and pond elevation: Q = 2.47 cfs Pond Elevation = 845.43 4.25-storm As an additional limitation on the development for this parcel, the available storage on the existing pond is constrained by an existing pipe that is at the northeast corner of the pond.This pipe allows water to flow in both directions. This occurrence has backflow into the swale that collects water for the pipe to discharge into the pond. But, as the pond rises in elevation, tail water is created, surcharges said pipe and creates a secondary escape path for the detained water. This secondary discharge point conveys storm water into the swale at the east property line of Firemans Insurance parcel. The build-up of water at this area will eventually over top the lowest point in Washington Boulevard. The elevation at which this happens is an elevation of 844.28. This gives a conservative storage volume of 2.22 acre-feet per existing conditions. These two scenarios are done using an SCS Type II storm. The analysis of the 2- year, 10-year and 100-year storm with the corresponding rainfall amounts will give an overtopping of the pond in the 100-year event. III.PROPOSED CONDITIONS The new parking area and building runoff will drain to the re-constructed detention pond. The weighted runoff C factor will vary from each inlet. The original design of the detention pond called for 5.84 acre-feet of storage. The current detention pond has 2.73 acre-feet of storage over 3.82 feet of vertical fluctuation. After discussion with the City of Carmel Engineering Department, the 100 year storm event elevation in the retention pond resulting from this project must be below the lowest adjacent grade of Washington Boulevard, which is 844.28. In order to do this, the existing area not collected in existing storm sewers and detained in the existing pond will not be collected in the proposed storm sewers and detained in the modified pond. This existing area is approximately 6.49 acres with a CN = 86. This requires modifying the pond and adding approximately 10000 cubic feet of underground detention. These modifications will provide a total of 3.45 acre feet of storage and keep the 100 year storm event pond elevation below Washington Boulevard (lowest adjacent elevation is 844.28). The underground detention system will detain the runoff from the proposed pavement and building and discharge, approximately 2.19 acres and CN = 96, to the revised pond. The pond will detain the underground detention system runoff and the runoff from the Police and Firemans Insurance storm sewer system to the north and the storm sewer to the south, approximately 8.96 acres and CN = 93, and discharge northwest through the existing pond outlet. The total property is 17.64 acres, which includes the right of way for th Pennsylvania Street, 116 Street, and Washington Boulevard. The remaining 6.49 acres, CN = 86, are not collected by the existing or proposed storm sewer systems and directly discharge to the south, north and west. Per the current drainage manual, the allowable release rates are listed below for the project site. Q = 0.1 cfs/acre * 2.72 acre = 0.27 cfs 2-yr Q = 0.1 cfs/acre * 2.72 acre = 0.27 cfs 10-yr Q = 0.3 cfs/acre * 2.72 acre = 0.82 cfs 100-yr Per the current drainage manual, the allowable release rates for the parent parcel are listed below. Q = 0.1 cfs/acre * 12.35 acres = 1.24 cfs 2-yr Q = 0.1 cfs/acre * 12.35 acres = 1.24 cfs 10-yr Q = 0.3 cfs/acre * 12.35 acres = 3.71 cfs 100-yr Per the Trammel-Crow report, the 100 year allowable release for the parent parcel has a lower allowable release rate for the parent parcel. This rate is 0.25 cfs/acre. This rate is only allowable for 12.35 acres of the parent parcel due to the split in undisturbed drainage basins Trammell-Crow report. Therefore, the allowable 100 year release rate for the site is 3.09 cfs at a maximum, but the approved release rate per Trammell-Crow report gives a 100 year release rate of 2.94 cfs. IV.SUMMARY & RESULTS - The analysis for the detention facility was done by using Hydraflow Hydrographs software. To fully understand and compare the parent parcel and project site, several different scenarios were ran to get the worst case scenario for the detention pond. A total of four scenarios were ran, SCS Type II 5 minute, SCS Type II 15 minute, SCS NRCS 5 minute, and SCS NRCS 15 minute storms were ran. The SCS Type II storms were ran to match as closely as possible to the Trammell-Crow drainage report, while the NRCS storms were ran to meet todays standards as best as possible for the limited site allowance on the detention facility. All developed scenarios were calculated with the following parameters held as a constant: The Parent Parcel Developed (Node #1 in the Developed Conditions Appendix) having 8.96 acres at CN = 93 UDS Drainage Basin (Node #2 in the Developed Conditions Appendix) having 2.19 acres at CN =96 The storms used are listed as a 2 year storm with 2.66 inches of rainfall, 3 year storm (limitations of the software) with a 4.25 inch rainfall (modeling rainfall of the Trammell-Crow drainage report), 10 year storm with 3.83 inches of rainfall, and a 100 year storm with 6.46 inches of rainfall. The results of each scenario are listed in the Storm Release Rates from Revised Pond Table and the Pond Elevations of Revised Pond Table. The pond will have to have an outlet control structure added to the existing outlet pipe to use the pond to its full capacity. The current outlet pipe is a 12 inch RCP at 0.00% for approximately 685 linear feet. The junction where the pipe makes a bend and goes north has not been located at this time, it is believed to be located under an existing multi-use path, this is per a utility plan provided to us by the owner/developer. The underground storage volume was calculated by adding the staged volume of the 116 lf 36 inch HDPE pipe from STR-06 to STR-10 to the staged volume of the ADS underground detention system. The pipe storage in the pipes west of STR-06 were not included in the underground detention system storage volume. The analysis for the pipe calculations was done by using Autocadd Civil 3d Storm Sewers software. The pipe calculation inlet area for STR-10 is actually the inlet areas of STR-11 and STR-10 combined. Remodel the existing system on the As-Built condition and then determine how much additional detention is needed for the project area. 4. The drainage design and any detention area alterations should be made to the requirements of the current drainage standards. 5.
