NOTICE TO TAXPAYERS OF ADDITIONAL APPROPRIATIONS
Notice is hereby given the taxpayers of Carmel Clay Schools, Hamilton
County, Indiana that the proper legal officers will consider the following
additional appropriations in excess of the budget for the current year at
their regular meeting place at 5201 E. Main Street, Carmel, IN, at 7:00
pm, on the 24th day of October, 2016.

Copy of the action taken.

NOTICE IS HEREBY GIVEN that the Carmel Board of Zoning Appeals
Hearing Officer will conduct a meeting on the 24th day of October, 2016,
at 5:30 p.m., in the Caucus Room, City Hall, One Civic Square, Carmel,
Indiana 46032, to hold a Public Hearing regarding the application,
identified by the Docket Number referenced above, regarding a request
for a sign variance (the “Variance”).
The real estate made the subject of the Variance is generally located
at the northeast corner of Haverstick Road and 106th Street, is commonly
known as 10655 Haverstick Road, Carmel, Indiana, and is identified by
the Auditor’s Office of Hamilton County, Indiana as tax parcel number 16-

The Variance request pertains to three (3) private directional signs
that will be greater in height than 3 feet and larger in area than 3 square
feet which would exceed the standards set forth in Chapter 25.07.01-
05(e) of the City of Carmel’s Zoning Ordinance. The proposed private
traffic directional signs will be located on various locations internal to the
Real Estate.
The Variance application is identified as Docket Number 16090009
V and copies of the request and accompanying plans are on file for
examination at the Department of Community Services, One Civic
Square, Carmel, IN 46032, telephone (317) 571-2417.
All interested persons desiring to present their views on the above
proposed Variance, either in writing or verbally, will be given an
opportunity to be heard at the above-mentioned time and place. Written
comments filed with the Department of Community Services prior to or at
the Public Hearing will be considered, and oral comments will be heard

A search will soon be underway for a
new CEO of The Center for the Performing
Arts, but that’s not the
only opening at the Car-
mel arts nonprofit.
The Center is losing its vice
president of marketing and com-
munications, vice president of
finance and vice president of
the Great American Songbook
Foundation.
Although many administrators are leav-
ing around the same time as CEO Tania
Castroverde Moskalenko, who left in
September for a new position in Chicago,
the timing is coincidental, interim CEO Jeff
McDermott said.
“I’m convinced there’s no connection to
Tania’s departure,” he said. “I’ve talked to
(vice president of the foundation) Karen
Kelsey for two years, and we knew this
was in the works. For the others, one was
a stay-at-home mom, and the other is a
new opportunity. It’s the normal transition
of any organization.”
Kelsey is retiring from The Center, which
is housed in the Palladium. She is being
replaced by Christopher Lewis, formerly the
director of programs for the foundation.
“We knew this day was coming for her,
but she wanted to time it right because we
didn’t want to take away from Tania’s leav-
ing and her new position,” said McDermott,
who has served as chairman of the board
for the foundation. “It will be seamless
on Jan. 1. He’s well-prepared to take that on.”
The position of vice president of market-
ing and communications was already open
because Anne O’Brien left in May. McDer-
mott said interviews will take place this
month. The plan is to fill the posi-
tion by year’s end.
Susan Meyer, vice president of
finance, left July 15 before Mos-
kalenko announced her departure.
McDermott said the plan is to fill
the position by year’s end without
a search firm.
As for Moskalenko’s replace-
ment, The Center’s board met recently for
an update but a search committee hasn’t
been formed. McDermott said it’s unlikely a
search company will be hired.
“We wanted to kind of assess where we
are with the searches that are underway,
and the board is still forming a smaller,
leaner search committee than we had four
years ago when we found Tania,” he said. “I
think we can have a leaner team so we can
work more efficiently, and I don’t think we
need a search firm. I think it’s going to be a
sought-after position nationally.”

In the last four-plus months, Brett Finkelmei-
er became a father, finished his orthodontics
residency at the Univer-
sity of Louisville, settled
into a new home in
Carmel and opened his practice.
Finkelmeier, a 2006 Carmel High School
graduate, opened Finkelmeier Orthodontics, 912
St. Range Line Rd., Carmel, in mid-September. It
was an easy decision to return home.
“I had a great childhood in Carmel,” Finkel-
meier said. “I thought it would be a great place
for (son) Beckham.”
Finkelmeier, a former CHS basketball player,
played basketball as a walk-on for three sea-
sons at Indiana University. His final two sea-
sons were Tom Crean’s first two as coach.
His wife, Nicole, whose maiden name is Dall,
is a 2006 Hamilton Southeastern graduate. Ni-
cole is a former HSE cheerleader, so she knew
Finkelmeier’s name before they met.
“We were rivals, and
whenever we played Carmel I
wouldn’t really like Brett,” Ni-
cole said.
That changed after they met
at IU. They were married in 2014.
Nicole, who is a licensed physician’s assis-
tant, is helping her husband with marketing the
practice.
Finkelmeier, 29, graduated from IU School of
Dentistry in 2014.
Finkelmeier said his practice offers some
cutting-edge technology, such as a dental intra-
oral camera.

Senate Square is the most popular tourist
destination in Helsinki, the capital of Finland.
The grand statue at its center
remembers a ruler of Russia,
which exercised control over the
country for more than a century.
After defeating Sweden in 1809, Russia
gained control of Finland and made it a duchy,
with the Russian czar as duke. In 1812, Czar
Alexander I moved the Finnish capital to
Helsinki because of its proximity to St. Pe-
tersburg. Because much of Helsinki had been
destroyed during the war, the czar engaged
C. L. Engel, a German-born architect, to design
a new city center to match the city’s growing
importance. Engel designed a plaza known
as Senate Square surrounded by neoclassical
buildings, including the Government Palace,
the main building of the University of Helsinki,
the National Library of Finland and the Hel-
sinki Cathedral. The cathedral, with five green
domes and statues of the Twelve Apostles on
its roof, was modeled after St. Isaac’s Cathe-
dral in St. Petersburg. Completed in 1852, the
cathedral is the most famous building in Fin-
land, attracting 350,000 visitors a year.
In 1894, after Czar Alexander II was assas-
sinated in St. Petersburg, the residents of
Helsinki erected a statue of him in the middle
of Senate Square to recognize his re-estab-
lishment of the Diet of Finland in 1867. The love
affair with Russia was short-lived. In 1899,
Czar Nicholas II began the “Russification of
Finland,” cracking down on Finnish autonomy.
In protest, residents of Helsinki put flowers
at the feet of Alexander II, whom they con-
sidered the “good czar.” After Finland gained
its independence from Russia in 1917, some
people thought keeping a Russian czar in Sen-
ate Square was inappropriate. But Helsinki
residents decided to maintain the statue and
plant colorful flowers at its base, continuing
to honor his efforts on their behalf.
