CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, August 17, 2016
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.

9:00 a.m. Docket No. 16070011 SP: Temple Drive Church Subdivision.
The applicant seeks secondary plat approval for 4 lots on 18.128 acres. The site is located at 11565 Temple
Drive, at the southwest corner of 116th and Springmill Rd. It is zoned S-2/Residence. Filed by Jason Coyle of
Banning Engineering, P.C. for Corporation of the Presiding Bishop of the Church of Latter-Day Saints.
Jason Coyle with Banning Engineering presented the project. Mr. Coyle said this project consists of four lots:
one for the temple, one for the meeting house, one for residential, and the final lot for the tree preservation area.

The applicant seeks secondary plat approval for 33 lots on 5.52 acres, with a mix of duplexes and single-family
detached dwellings. The site is located at the northeast corner of Community Dr. & Cherry Creek Blvd. It is
zoned Legacy PUD/Planned Unit Development. Filed by Brett Huff of Stoeppelwerth & Associates, Inc. on
behalf of Todd Pyatt with PM Development Holdings, LLC.

- Mr. Mindham said as long as the plans stay the same from what is approved, there are no comments.

- Letter sent. Mr. Huff asked if it would make more sense to bring sidewalks around the lots rather than
through the circle. Mr. Littlejohn said pedestrians tend to take the most direct line anyway regardless of
where the sidewalk is located.

The applicant seeks secondary plat approval for 41 lots on 23.036 acres. The site is located east of Williams
Creek, near 12176 Springmill Rd. It is zoned Silvara PUD/Planned Unit Development (Z-553-11). Filed by
Brett Huff of Stoeppelwerth & Assoc., on behalf of Doug Wagner with Jackson’s Grant Real Estate Company,
LLC .

changes, the developers will need to send revised plans.

- Letter sent. Mr. Jordan asked if there will be fill in the flood plain. Mr. Huff said this has been changed so
it will not be altering the flood plain.

- Letter sent. Mr. Littlejohn asked about the path in relation to future developments. Mr. Huff said the future
development will be on the north side of Williams Creek. Mr. Huff asked if Mr. Littlejohn was requesting a
connection to Spring Mill Rd. Mr. Littlejohn said if possible, he would like a connection eventually.

9:45 a.m. Docket No. 16070015 Z: Shadow Wood PUD Rezone.
The applicant seeks approval to rezone 20.3 acres to PUD/Planned Unit Development, in order to plat 29
residential lots. The site is located at the southwest corner of 146 th St. and Towne Rd., at approximately 2545
W. 146 th St. It is currently zoned S-1/Single Family Residential. Filed by Timothy Ochs of Ice Miller, LLP, on
behalf of David Compton with Pulte Homes of Indiana, LLC.
Ashley Bedell with Pulte Homes and Brandon Burke presented the project. Ms. Bedell said all of the right-of-
way for 146 th Street has been dedicated.

- Ms. Keesling said the department would like clarification on front yard and garage setbacks, as each
department member who read the text had a different interpretation. Ms. Keesling said the right-of-way that
was proposed was 55 feet, but 56 feet is now required. Mr. Burke said the actual text of the transportation
comprehensive plan still lists 55 feet as the requirement. Ms. Bedell said she thinks the developers will be
able to get to the 56-foot requirement, and it will just be a matter of figuring out the inconsistencies. Ms.
Bedell also said the neighborhood to the south is a little narrower than it appears on the plans. Ms. Keesling
said Plan Commission would like to see a summary of why a PUD is justified in this development.
