The applicant seeks approval to rezone 20.3 acres to PUD/Planned Unit Development, in order to plat 29 residential lots. The site is located at the southwest corner of 146 th St. and Towne Rd., at approximately 2545 W. 146 th St. It is currently zoned S-1/Single Family Residential. Filed by Timothy Ochs of Ice Miller, LLP, on behalf of David Compton with Pulte Homes of Indiana, LLC. Ashley Bedell with Pulte and Brandon Burke with HWC Engineering presented the project. Mr. Burke said there will be a roundabout at the intersection of 146 th and Towne Rd. There will also be some drainage improvements associated with this project. Mr. Burke said there is current water shed to the northwest corner, southwest, south and east. Mr. Burke said the west side of the site is wooded and there is a wetland area there. The goal would be to work with these natural features and avoid the wetland as much as possible. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments on the primary plat. Joanie Clark – Vectren Energy - Ms. Clark said Vectren will have comments when the petitioner comes back in for the construction approvals. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman asked if consideration could be given to extend sewers from the main manhole in the back since most lines fall to this area. Daren Mindham – City of Carmel Landscaping - Comments sent. Mr. Mindham said per the standards, only 15% of the woods should be removed. Mr. Mindham asked for a breakdown of what will be removed. Chris Ellison – City of Carmel Fire Department - No comments. Alex Jordan – City of Carmel Engineering - Letter sent on September 19. The largest concern was the BMP treatment plan. Chris Bluto – MetroNet - Mr. Bluto asked to be included in plans for this area going forward. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn asked for consideration to include paths within the common area. This gives the impression that trees can be taken out at will without consideration for what will be saved. Angie Conn – City of Carmel Planning & Zoning - No comments. 9:15 a.m. Docket No. 16080010 SP: Jackson's Grant on Williams Creek, Section 5 . The applicant seeks secondary plat approval for 39 lots on 16.2 acres. The site is located east of Williams Creek and west of the Hamlet, near 11800 Springmill Rd. It is zoned Silvara PUD/Planned Unit Development (Z-553- 11). Filed by Brett Huff of Stoeppelwerth & Assoc., for Jackson’s Grant Real Estate Company, LLC. Brett Huff with Stoeppelwerth and Associates presented the project. Mr. Huff said there is a barn included in this project which will be renovated and turned into an amenity area for the residents. Ryan Hartman – Clay Township Regional Waste District - Letter sent. Department will do a final review once construction documents are submitted. Daren Mindham – City of Carmel Landscaping - Landscape sheets are required. Mr. Mindham said comments have been sent. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said the barn renovation will be a change of use, so it will need to comply with all building and fire codes on the commercial side. Mr. Ellison said the sprinkler rules will kick in based on the occupancy. Alex Jordan – City of Carmel Engineering - Mr. Jordan said Crossroads Engineering has reviewed this project, and they sent comments on September 6. Mr. Jordan said the Department offers expedited review for a charge. Chris Bluto – MetroNet - MetroNet is currently not in this area but could eventually move there. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No further comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said the developers will need to submit plans to the State of Indiana and get a Construction Design Release prior to submitting plans for a building permit. The applicant seeks site plan & design approval for a 209-space parking lot expansion, including landscaping, lighting, and signage. The site is located at 10580 N. Meridian St. It is zoned B-6/Business and lies within the US 31 Corridor Overlay Zone. Filed by Bill Butz of Kimley-Horn, on behalf of Jeremy Fortier of Ascension. Bill Butz and Kris Holeyfield with Kinley-Horn and Associates presented the project. Mr. Butz said the problems with the current parking lot stem from shift changes when doctors and hospital employees are arriving at different times. Trent Godsey – Duke Energy - Mr. Godsey said Duke’s power cable runs right through this area. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said the Department will need an outlet permit with drainage calculations justifying the reusing of impervious areas of the retention pond. Joanie Clark – Vectren Energy - Letter sent. Ms. Clark said there should be gas in the vicinity. Mr. Butz said the developers have done some private locates and they are fairly sure they know where this is located. Ryan Hartman – Clay Township Regional Waste District - No issues with the parking lot expansion. Mr. Hartman said when the right-of-way was vacated for Illinois Street, the easements were not granted over the utilities. Mr. Hartman asked if the Department can verify that there is an easement over the sanitary sewer. Daren Mindham – City of Carmel Landscaping - There were several comments regarding landscaping but most of these comments were minor. Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked to be kept updated on the installation of fire hydrants. Alex Jordan – City of Carmel Engineering - Mr. Jordan said the only concern was that the release rates to the pond seemed a little high. Mr. Butz said when the impervious surfaces were compared to the area prior to the Illinois Street work, there will actually be less now. Chris Bluto – MetroNet - No comments. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said he would like to make sure bike parking is included with additional vehicle parking. Also, Mr. Littlejohn asked the developers to consider adding long term parking to the plan if possible. This would be to encourage and offer incentive to employees to ride bikes to work. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said since there is no structure there will not be a building permit required, however if there is lighting in the parking lot and a new electrical meter, an electrical permit would be required. Angie Conn – City of Carmel Planning & Zoning - Mr. Butz said regarding the signage, the vendor informed him the signs were compliant with City code, but they are not. CARMEL, IN 46032 (317) 571-2417 9:35 a.m. Docket No. 16080012 DP/ADLS: Pennwood Professional Office Park. The applicant seeks site plan & design approval for a 2-story 34,317 sq. ft. office building. The site is located at approximately 11505 N. Pennsylvania St. It is zoned B-6/Business and lies within the West Home Place Commercial Corridor – High Intensity Area. Filed by Michael DeBoy of DeBoy Land Services on behalf of Lenard Wolfson of Wolfson-Young Corp. Lenard Wolfson with Wolfson Young and Mike DeBoy with DeBoy Land presented the project. Mr. Wolfson said this project was originally proposed prior to the economic downturn of 2008. Now that the economy has improved, the developers would like to try to get this approved again with a new submission. Mr. DeBoy said there are currently around 150 parking spaces, so the current number exceeds the requirements. Trent Godsey – Duke Energy - Mr. Godsey said based on the plans, there may need to be a transformer added. Also, if there are parking spots near the transformers, bollards may need to be added for protection. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said the Department will need an outlet permit. Mr. Hoyes added that the drainage calculations were made back in 2006. Joanie Clark – Vectren Energy - Letter sent. Ms. Clark said an AutoCAD file will need to be sent. Ryan Hartman – Clay Township Regional Waste District - Letter sent on September 9. Mr. Hartman asked if there would be a restaurant as part of this project. Mr. Wolfson said there will be a vending area included, but nothing that would be close to being considered a restaurant. Daren Mindham – City of Carmel Landscaping - Mr. Mindham said since the original plans were approved, there have been residences added to the east of this area. There would be a 30-foot landscape buffer between the houses and site. Mr. Wolfson said the developers will work with the City on this requirement. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said he did not see Fire Department Connections or a Post Indicator Valve on the plans. Mr. DeBoy asked if the Department still requires that the FDC be placed at least 1.5 times the building height away from the building. Mr. Ellison said if the development can accommodate this, it would be preferred. Alex Jordan – City of Carmel Engineering - Comments sent on September 15. Mr. Jordan said the department does not have any major concerns. Mr. DeBoy said the developers are adding approximately 30,000 cubic feet of underground detention, and also adding a retaining wall on the south side of the building. Chris Bluto – MetroNet - Mr. Bluto said MetroNet is not currently in this area. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. DeBoy asked about the comment regarding long term bike storage and what the definition of this would be. Mr. Littlejohn said this is not a requirement, but rather it is encouraged. This would be covered parking for bikes if someone is parking their bike long term, which the Department defines as over two hours. Some issues that would require variances would be parking in the front yard, and architectural requirements since EIFS is not currently listed as an approved material. Angie Conn – City of Carmel Planning & Zoning - No comments. 9:45 a.m. Docket No. 16080017 ADLS: Midtown Carmel, Block 1 - Midtown North Commercial Building (Sun King Distillery). The applicant seeks design approval for a 2-story building, with approximately 18,000 sq. ft. of floor area. The site is located near 320 1st Ave SW, east of the Monon Greenway, west of Rangeline Rd., and north of future 4th Street SW. It is zoned PUD/Planned Unit Development. Filed by Andrew Greenwood of Old Town Development, LLC. Casey Shinaver with Old Town Design Group and Greg Rasmussen with Civil Environmental Consultants presented the project. Mr. Rasmussen said the developers are getting ready to start detention. Landscaping is already approved. This project will be going through the Plan Commission soon. Trent Godsey – Duke Energy - Mr. Godsey said he will need loading information and sizing information for the transformer, as well as details of where the equipment will be placed. Mr. Hoyes said under the fancy concrete that will be used, there will need to be at least an 8-inch sub-base in case Duke ever needs to access the site to service the transformers or switch gear. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said this plan is being considered under the larger block, which has already been master planned. Joanie Clark – Vectren Energy - Ms. Clark said an AutoCAD will be required. Ryan Hartman – Clay Township Regional Waste District - This project is outside of CTRWD jurisdiction. Daren Mindham – City of Carmel Landscaping - No comments. Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked if there will be any utility changes. Mr. Rasmussen said he will email the current set of plans for utilities. Alex Jordan – City of Carmel Engineering - This project is being reviewed by Crossroads Engineering. Letter sent. Chris Bluto – MetroNet - No comments. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No further comments. Nick Mishler – City of Carmel Building & Code Services - This project would require a state release and also an address assigned. Mr. Mishler asked if this will be a restaurant. Ms. Keesling added that the department will need a response to the comments by September 30. Angie Conn – City of Carmel Planning & Zoning - No comments. 9:55 a.m. Docket No. 16090001 PP Amend: Auman's Addition, Lot 1, Primary Plat Amendment. Docket No. 16090002 SW: Auman's Addition, Lot 1, Waiver - SCO Chptr 6.06.01 (Minimum easement widths). The applicant seeks primary plat amendment approval to plat 4 lots on 0.93 acres, as well as one Subdivision Control Ordinance waiver request. The site is located at 231 E. 126 th St., at Auman Dr. W. The site is zoned R-2/Residence. Filed by Doug Hall of JD Hall Land Surveying, on behalf of Justin Moffett with Old Town Development LLC. Casey Shinaver with Old Town Design Group and James Hall with JD Hall Land Surveyor presented the project. There is gas service along 126 th Street as well as the side street on Auman Drive so if the developer would like gas service, they will need to fill out a service request. The applicant seeks site plan & design approval for 3 single story retail buildings totaling 18,250 sq. ft. The site is located at the southeast corner of 146 th Street and Community Drive. It is zoned PUD within the Legacy PUD. Filed by Dave Kuehnen of Cripe on behalf of Tin Tin LLC. Greg DeWeese with Felderman Design Build and Dave Kuehnen with Cripe presented the project. Mr. Kuehnen said this is part of the Legacy PUD so the most of the details have already been master planned. Mr. DeWeese said he would like comments regarding the architecture if possible. Trent Godsey – Duke Energy - Mr. Godsey said there is currently power along 146 th so the connection can be made in front of the building. Greg Hoyes – Hamilton County Surveyor’s Office - An outlet permit will be required. The plans were approved under the Legacy master drainage. Joanie Clark – Vectren Energy - Comment letter sent August 22. No further comments. Ryan Hartman – Clay Township Regional Waste District - This project is outside CTRWD service area. Daren Mindham – City of Carmel Landscaping - Comments have been sent. Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked to be kept updated on any utility changes that may occur. Alex Jordan – City of Carmel Engineering - No major issues with the site. Mr. Jordan said stormwater has already been approved under the PUD for Legacy. Chris Bluto – MetroNet - Mr. Bluto said he will need a set of plans prior to putting in a request for service for this area. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said it appears there are no ADA ramps in the crosswalks. Mr. Kuehnen said they tried to make the curbs flush when possible. Mr. Littlejohn said there was not a path shown along Community Drive which is a requirement of the PUD. Also, on Hopewell there is a sidewalk along most of the street but it does not run all the way to the entrance at the southeast corner of the project. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said each building will require a separate shell permit, and then each individual tenant would pull a separate permit to finish their own space. Also, Mr. Mishler said if any of the tenants will be restaurants, they would need to have their grease trap approved and inspected by Carmel Utilities. Also, the builder will need to have a state release prior to submitting plans for a permit. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said the department has reviewed the architecture but will need a waiver or variance applied for because the buildings are not two stories. Ms. Keesling said it appeared that many of the crosswalks were missing from what was originally approved. Angie Conn – City of Carmel Planning & Zoning - No comments. The applicant seeks the following BZA Use Variance to allow a Bed & Breakfast and Special Events: Docket No. 16080021 UV ZO CH 5.01.01: Permitted Uses, Bed & Breakfast and Special Events Requested. The site is located at the 1150 W. 116 th Street, and is zoned S-1/Residential within the West 116 th Street Overlay Zone. Filed Andrew Thomas, on behalf of Scott A. Jones. Attorney Andrew Thomas presented the project. Mr. Thomas said this house was built in 1938 and remodeled in 1995. The owner would like to use the property as a bed and breakfast and also use the house for weddings and special events. Mr. Thomas said he has discovered that this building will need to be sprinkled for commercial use and he has been working with a sprinkler company on these details. Mr. Thomas also said the right-of-way may be an issue as the comprehensive plan calls for the widening of 116 th Street, and he said he is working to find out if the property owner would be able to receive compensation for adjusting the right-of-way. Mr. Thomas said there are five parcels associated with this property and at least one is in a flood zone. Mr. Thomas said there is no construction involved with this project. Mr. Thomas said since this would be a bed & breakfast there would be a staff on-site 24 hours per day. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked how many employees would be on site, and asked if there was a count of the number of parking spots. Mr. Thomas said currently there is room for 200-300 parking spots. Ms. Lopez said operating within the flood zone would be a special use than a use variance. Regarding the right-of-way reimbursement, Ms. Lopez said if this were a regular resident not making any improvements and the City needed the right-of- way for road improvements, there would be reimbursement involved. However, since the property owner is coming to the City to get a variance, the right-of-way dedication is one of the conditions. Trent Godsey – Duke Energy - Mr. Godsey said this property is served by Indianapolis Power & Light. Greg Hoyes – Hamilton County Surveyor’s Office - No comments or concerns with the use variance. Joanie Clark – Vectren Energy - Ms. Clark said there are already two meters at the house, so as long as there is no additional load being added, there are no additional requirements. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said this property is on septic, so the petitioners will need to contact the Hamilton County Health Department to make sure the loading for this system is adequate. Daren Mindham – City of Carmel Landscaping - Mr. Mindham said as long as the landscaping is not changing, there are no comments. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said the developer will need to work closely with the fire department to make sure the sprinkler conforms to the requirements. Alex Jordan – City of Carmel Engineering - Mr. Jordan said regarding the flood zone, he doesn’t anticipate any issues as long as there are no changes being made to the actual flood zone. Mr. Jordan said the reason owner of the parcel next to this was compensated for the right-of-way work is because they were not doing any development of their parcel. Since this is a special use amendment, the dedication is part of the variance. Mr. Jordan asked if there will be pavement installed. Mr. Thomas said just north of the house, there is a large gravel parking lot. There is currently also an overflow lot that is just a grass area. Page 9 of 9 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 Chris Bluto – MetroNet - Mr. Bluto said if the homeowner would like to possibly get MetroNet service, he can contact the customer service line to ask about potentially expanding to this parcel. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said regarding ADA parking, there will need to be an accessible route from the ADA parking to the commercial space. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said this project would require a permit since it would be a change of use. Also, Mr. Mishler said if amenities such as the swimming pool would be offered to guests, these would become commercial use as well. Mr. Mishler asked if the owner will be living on the premises. Mr. Thomas said the owner does not plan on living on the premises. However, Indiana does not have a definition of a bed & breakfast, compared to other states such as Ohio, West Virginia and Iowa in which the owner of the property is required to live on site.
