MEETING MINUTES
MONDAY, November 21, 2016 — 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT
Council President Ronald E. Carter, Council Members Sue Finkam, Laura D. Campbell, H. Bruce
Kimball, Jeff Worrell, Kevin D. Rider, Carol Schleif. Clerk -Treasurer Christine Pauley, and Deputy Clerk
Jacob Quinn.
Councilor President Carter called the meeting to order at 6:03 p.m.
INVOCATION
Pastor Keith Glasgow, Carmel Friends Church, pronounced the invocation.
Councilor Campbell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
APPROVAL OF MINUTES
Councilor Schleif moved to approve minutes from the November 7, 2016 Regular Meeting. Councilor
Campbell seconded. There was no Council discussion. Council President Carter called for the vote.
Minutes were approved 6-0 (Rider abstained).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL, MAYORAL AND CLERK -TREASURER COMMENTS/OBSERVATIONS
Councilor Worrell announced that the Carmel High School Band was the Grand National Finalist and that
the Holiday spectacular is approaching.
Council President Carter announced that he and a few members of Council went to Franklin, Tennesse for
a tour and also that the Carmel High School Football Team will be playing in the State Championship on
Friday.
ACTION ON MAYORAL VETOES
There were none.
CLAIMS
Councilor Worrell moved to approve Payroll in the amount of $1,531,637.93. Councilor Schleif
seconded. There was no Council discussion. Council President Carter called for the vote. Payroll was
approved 7-0.
Councilor Finkam moved to approve General Claims by the amended amount of $3,027,784.32.
Councilor Schleif seconded. There was no Council discussion. Council President Carter called for the
vote. Claims were approved 7-0.
Councilor Finkam moved to acknowledge Wire Transfers in the amount of $2,899,850.08.72. Councilor
Schleif seconded. There was no Council discussion. Council President Carter called for the vote.
Retirement was approved 7-0.
COMMITTEE REPORTS
Councilor Finkam announced that the Finance, Utilities and Rules Committee had met and that the
committee reports would be given when the items appear on the agenda.
Council Rider announced that the Land Use and Special Studies Committee had not met.
OTHER REPORTS
Guenter Haines gave a report from the Carmel Youth Assistance Program
Clerk -Treasurer Pauley addressed Council regarding the ongoing for the City. Council President Carter
addressed Council. Doug Haney, Corporation Counsel, addressed Council. Curt Coonrod, Coonrod and
Associates, addressed council regarding the ongoing audit and how it relates to the State Board of
Accounts. There was extensive Council discussion. Mayor Brainard addressed Council. Council President
Carter requested Mayor Brainard use Curt Coonrod via his office to deal with the State Board of
Accounts.
OLD BUSINESS
Councilor President Carter announced the Third Reading of Ordinance D-2332-16; An Ordinance of the
Common Council of the City of Carmel, Indiana Amending the Definition of "Full -Time Employee" as
the Same is Contained in Chapter 2, Article 3, Division I, Section 2-39 of the Carmel City Code; Sponsor
(s): Councilor Finkam reported that this is returning from the Finance, Utilities and Rules Committee with
a negative 3-0 recommendation. Councilor Finkam moved to act on the item. Councilor Schleif seconded.
There was no Council discussion. Council President Carter called for the vote. Ordinance D-2332-16

Councilor President Carter announced the Second Reading of Ordinance D-2334-16; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the General Fund to the Clerk -Treasurer's Office
(#1701). Councilor Finkam announced that this item remained in c the Finance, Utilities and Rules
Committee. Councilor Finkam made a motion to remove the item from committee in order to act on it.
Councilor Worrell seconded. There was no Council discussion. Council President Carter called for the
vote. The motion was approved 7-0. Councilor Finkam addressed Council. Councilor Finkam moved to

strike taking $92,000 from the General Fund and inserting it into the Clerk -Treasurer's fund and insert
moving the following line items to the consulting line item in the clerk Treasurer's budget: Full time
regular - $10,200, City Share of Health Insurance - $18,000, Stationary and Printing Materials - $1,350,
Reference Manuals - $500, Other Professional Fees - $750, Postage - $1,000, Travel Per Diems - $3,800,
Publication and Legal Ads - $1,100, Other Contracted Services - $500, Copier - $4,000, Other Rentals
and Leases - $2,400, External Instruction - $2,900, Furniture and Fixtures - $4,700, Software - $500, and
Office Equipment - $300. Councilor Rider seconded. There was no Council discussion. Council President
Carter called for the vote. The motion passed 7-0. Councilor Finkam made a motion to approve Ordinance
D-2334-16 As Amended. Councilor Schleif seconded. There was brief Council discussion. Council
President Carter called for the vote. Ordinance D-2334-16 As Amended was approved 7-0.
PUBLIC HEARINGS
Councilor President Carter announced the First Reading of Ordinance D-2335-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the General Fund to the Carmel Fire Department.
Councilor Finkam moved to introduce. Councilor Schleif seconded. Chief Dave Haboush, Carmel Fire
Department, presented the item to Council. Council President Carter opened the public hearing at 7:28.
Seeing no one who wished to address Council, Council President Carter closed the public hearing at 7:29.
Councilor Rider moved to suspend the rules and act on this tonight. Councilor Finkam seconded. There
was no Council discussion. Council President Carter called for the vote. The motion was approved 7-0.
Councilor Finkam moved to approve Ordinance D-2335-16. Councilor Rider seconded. There was no
Council discussion. Council President Carter called for the vote. Ordinance D-2335-16 was approved 7-
0.
Council President Carter recognized Steve Engelking, Director of the Department of administration, for
his years of Service.
NEW BUSINESS
Councilor President Carter announced Resolution CC41-21-16-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds in the 2016 Carmel Fire
Department Budget. Councilor Worrell moved to introduce. Councilor Finkam seconded. Chief Dave
Haboush presented the item to Council. There was brief Council discussion. Councilor Rider moved to
approve Resolution CC -11-21-16-01. Councilor Schleif seconded. There was no Council discussion.
Council President Carter called for the vote. Resolution CC-11-21-16-01was approved 7-0.
Councilor President Carter announced Resolution CC -11-21-16-02; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds in the 2016 Carmel Street
Department Budget. Councilor Rider moved to introduce. Councilor Schleif seconded. Councilor Rider
presented the item to Council. Councilor Rider moved to approve Resolution CC -11-21-16-02. Councilor
Schleif seconded. There was no Council discussion. Council President Carter called for the vote.
Resolution CC-11-21-16-02was approved 7-0.
Councilor President Carter announced Resolution CC -11-21-16-03; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds in the 2016 Carmel Building
Operations Budget. Councilor Rider moved to introduce. Councilor Finkam seconded. Steve Engelking
presented the item to Council. Councilor Rider moved to approve Resolution CC -11-21-16-03. Councilor

Schleif seconded. There was no Council discussion. Council President Carter called for the vote.
Resolution CC -11-21-16-03 was approved 7-0.
Councilor President Carter announced Resolution CC -11-21-16-04; A Resolution of the Common
Council of the City of Carmel, Indiana, Finding that a Transfer of Unencumbered Balance from the Rainy
Day Fund is Within the Expressed Intent of the Fund. Councilor Finkam moved to introduce. Councilor
Worrell seconded. Curt Coonrod presented the item to Council. Councilor Finkam moved to approve
Resolution CC -11-21-16-04. Councilor Worrell seconded. There was no Council discussion. Council
President Carter called for the vote. Resolution CC -11-21-16-04 was approved 6-1 (Councilor Schleif
opposed).
