CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, January 18, 2017
Place: Department of Community Services Conference Room, 3rd Floor, Carmel City Hall
Time: 9:00 a.m. (Approximate start times for each item are listed below)
9:00 a.m. Docket No. 16120018 SP: Shadow Wood Subdivision.
The applicant seeks administrative approval of the secondary plat and construction plans, for 29
lots on 20.51 acres. The site is located at the southwest corner of 146th St. and Towne Rd., at
approximately 2545 W. 146th St. It is zoned PUD/Planned Unit Development. Filed by Brandon
Burke of HWC Engineering, on behalf Pulte Homes of Indiana, LLC.
Brandon Burke with HWC Engineering, and Matt Lohmeyer and Jayson Thorne with Pulte
Homes presented the project.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Some procedural items still required. Mr. Hoyes said the offsite properties will
need to be made aware before the offsite work starts. Mr. Burke said the developers have
obtained the 146th Street plans from the Hamilton County Highway Department and they are
trying to mimic the plans that were designed in 2014.
Joanie Clark – Vectren Energy
- Ms. Clark said she will need to look at surrounding gas mains to see if the pressure will be
adequate for this project. Ms. Clark asked when the project would likely start. Mr.
Lohmeyer said the project would start as soon as possible.
Jason Stewart – City of Carmel Utilities Department
- This project is out of Carmel Sewer’s jurisdiction.

- This project is out of Carmel Sewer’s jurisdiction. No comments.
Angie Conn – City of Carmel Planning & Zoning
- Review comments sent. Department is awaiting an official response. Mr. Burke said some
of the comments addressed the right-of-way as well as adjusting the sidewalk and street tree
planting widths. Ms. Conn said regarding the cul-de-sac, the department would like to avoid
a design in which the sidewalk ends with no continuous path.
Alex Jordan – City of Carmel Engineering Department
- Project was sent to Crossroads Engineering with expedited review. Mr. Burke said the site
discharge will mimic the 146th Street design, and asked for the Saddle Creek drainage plan.
Mr. Burke said there are a number of structures which have less than 2.5 feet of cover, and if
there are disagreements about the plan, a class 5 pipe may be used.

- Mr. Littlejohn said the plans show the path on 146th Street will be built by Hamilton County.
Also, Mr. Littlejohn said regarding the ramps, there should be a way to terminate them
without conflicting with ADA intentions.

9:10 a.m. Docket No. 16120017 SP: Heritage at Spring Mill Subdivision, Sections 1 & 2.
The applicant seeks administrative approval of the secondary plat and construction plans, for 42
lots on 27.48 acres. The site is located at approximately 11300 Springmill Rd., south of Temple
Dr. It is zoned PUD/Planned Unit Development. Filed by Brandon Burke of HWC Engineering,
on behalf of Suburban Land Reserve, Inc.
Steve Pittman with Pittman Partners, Brandon Burke with HWC Engineering, and Matt Lohmeyer
and Jayson Thorne with Pulte Homes presented the project. Mr. Burke said there has been an
adjustment in that this project will now be platted in two sections. Because of this, there may be a
service lateral or two that will need adjustments.

- Letter sent. Mr. Hoyes said there are a few procedural items that are still needed.

- Ms. Clark said a CAD is required and asked when this project is likely to start. Mr. Burke

- Comments sent. Mr. Jordan said the only major issue is the Springmill Road project will be
beginning in March. Mr. Jordan said the developers will need to contact United Consulting
so their plans can be incorporated into the developer’s plans. Mr. Jordan said there will most
likely be a cut in the median since the project lines up with The Bridges development across
the street.

David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. Mr. Littlejohn said since the Springmill Road project will be starting in March,
he would like to see the path coordinated into the planning. Mr. Littlejohn also said since the
path will be constructed before this project starts, perhaps the developers can provide a
contribution to the thoroughfare fund instead.

9:20 a.m. Docket No. 16120021 ADLS: Parkwood Crossing Amenity Building
The applicant seeks site plan and design approval to construct a 7,400 sq. ft. building within the
Parkwood Crossing development. The site is located at 510 E. 96th Street (adjacent to Parkwood
Four and Five buildings). It is zoned B-6/Business and is within the US 31 Overlay Zone. Filed by
Richard Horn of Strategic Capital Partners, owner.
Brent Davis with CSO Architects, Michael Watts with American Structurepoint and Jon
Dobosiewicz with Nelson & Frankenberger presented the project. Mr. Dobosiewicz said this item
is primarily to get utilities to the building so the petitioner’s main concern is with the comments
from the utility agencies.

- Ms. Clark said the service can be run on the proposed path as long as it is not too steep, as

- This project would require a state release. Also, since there is a kitchen as part of the plans,
the developers will need to work with Ryan Hartman on grease trap approval prior to
construction.

- Letter will be sent. Ms. Keesling said the developers have addressed all of the concerns and
a Letter of Grant will be sent.
9:30 a.m. Docket No. 16120022 DP Amend/ADLS: Indiana Spine Medical Office Building.
The applicant seeks site plan & design approval for a 19,400 sq. ft. one story building. The site is
located at 13213 N. Meridian St. It is zoned B-6/Business and lies within the US 31 Corridor
Overlay Zone. Filed by Jamie Browning of Browning Investments.
Jamie Browning and David McMath with Browning Investments, Jared Svaldi and Chris
Wiseman with Cripe, Roger Kilmer with Ice Miller, and Nick David with Browning Day
presented the project. Mr. Browning said when the property was purchased, a development plan
was filed for a three-story building, but when the State rebuilt the intersection at the corner, a
roundabout was installed. Mr. Browning said enough property was taken by the State that a three-
story building was no longer an option.

- Mr. Hoyes said an as-built is required, and it will need to be based on the changes to US-31.
Joanie Clark – Vectren Energy
- Ms. Clark said she emailed Chris Wiseman to ask if there are two separate parcels. Also, Ms.
Clark said an AutoCAD and load sheets will be required. Mr. Wiseman said the project
should start in April or May.
Jason Stewart – City of Carmel Utilities Department
- Mr. Stewart said last year a manhole was installed so the City will maintain that line segment.
Mr. Stewart said he will need to be informed when the final connection is made to the
building.

- Mr. Faucett said Steve Cook will be the contact for Carmel Water.

Bruce Knott to discuss the format and layout of the suite numbers.

- Ms. Keesling said her review letter is almost done. Also, Ms. Keesling asked how many
tenants will be in the commercial portion of the building, and added that she has concerns
that this medical building may have the look of a retail building with all of the additional
signage.
9:45 a.m. Docket No. 16120023 ADLS: Hyatt Place Hotel
The applicant seeks design approval to construct a 16,000 sq. ft., four story hotel with 90 rooms.
The development plan was previously approved under Docket No. 15110020 DP. The site is
located at approximately 12000 N. Meridian Street (just south of the Ritz Charles located at 12156
N. Meridian Street). It is zoned B-6/Business and is within the US 31 Overlay Zone. Filed by Ravi
Patel of Sohum Hotels, owner.
Brett Huff with Stoeppelwerth and Associates, and Ravi Patel with Sohum Hotels presented the
project. Mr. Huff said the project has been through the site planning stages and is now coming
back through for architectural and design approval.

- Mr. Mishler said this project will require a state release, and a swimming pool would require
its own permit as well as state release. Also, Mr. Mishler said if there is a kitchen on site, the
plans would need to be approved by Ryan Hartman at Clay Township Regional Waste.

- Ms. Keesling said overall the architects did a good job creating plans to meet the overlay
requirements; however some of the materials will need to be changed. Ms. Keesling said the
plans cannot exceed 10% for reflective EIFS material. Mr. Patel said the reflective EIFS is
similar to a metal panel. He added that a sample of this should arrive the first week of
February so the Department will be able to review.
9:55 a.m. Docket No. 17010001 PP: Windfield Subdivision – Primary Plat
Docket No. 17010002 SP: Windfield Subdivision – Secondary Plat
The applicant seeks primary plat and secondary plat approvals for 4 residential lots on 6.472
acres. The site is located at 3000 W 131st Street. It is zoned S-1/Residential. Filed by Mark
Zukerman with Vista Development, LLC.
Jason Coyle with Banning Engineering and Mark Zukerman with Encore Sotheby’s Real Estate
presented the project.

- Letter sent. There were not many comments, only minor issues. Ms. Lopez said the Plan
Commission typically will want to see the plantings proposed along with the BMPs in the
easements. Ms. Lopez asked if the developers have considered splitting the parcel now in
case the owner would like to sell the southern portion at some point in the future. Mr.
Zukerman said there is a sewer lateral currently on the parcel but they may not be able to
provide service to two separate lots. He added that the cost to increase this line along with
the additional BMPs may exceed the amount the property would be worth.

Docket No. 17010004 SW: Subdivision Waiver, Alleys not terminating at streets requested

Docket No. 17010006 ADLS: The Prairie at Legacy - ADLS
The applicant seeks primary plat approval for 79 lots (single-family attached) on 5.8 acres. The
applicant also seeks subdivision waiver approvals for alleys not terminating at streets and for
private streets. Lastly, the applicant seeks site plan and design approval for the proposed 79
attached units. The site is located at the northwest corner of River Road and Cherry Creek Blvd. It
is zoned Legacy PUD/Planned Unit Development. Filed by Jim Shinaver of Nelson and
Frankenberger on behalf of CalAtlantic Homes of Indiana.
Brett Huff with Stoeppelwerth and Associates and Jon Dobosiewicz with Nelson & Frankenberger
presented the project. Mr. Dobosiewicz said this plan will be reviewed by the Plan Commission at
their February meeting and would be back in March or April with the Primary Plat. He added that
the project would likely break ground in late summer.

- Mr. Stewart said the plans indicate that one or two line segments will be removed, and also a
new flow channel would need to be installed in the manhole. Mr. Huff said they would most
likely core into this but could install a flow channel if needed.

- Mr. Faucett said there are concerns when a manhole is drilled into four times, considering
they are not really designed for this. Mr. Faucett said the developers will need to profiles, a
design plan, and also a bypass plan. He added that the Harvest Bible Chapel does not have a
lot of flow at this time.
