CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, November 16, 2016 Place: Department of Community Services Conference Room, 3rd Floor, Carmel City Hall Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 16060019 SP: The Hamlet at Jackson's Grant, Section 1. The applicant seeks secondary plat and construction plans approvals for 22 residential lots on 5.3 acres. The site is located at approximately 11922 Spring Mill Rd. The site is zoned Silvara PUD/ Planned Unit Development and falls within the Village Neighborhood subarea. Filed by Brett Huff of Stoeppelwerth & Associates Brett Huff with Stoeppelwerth and Associates presented the project. Mr. Huff said the developers are close to gaining approval on section 5 so these sections will be done simultaneously with each other. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said the developer will need to work with Engineering to coordinate the project alongside the road project occurring on Spring Mill Road. Joanie Clark – Vectren Energy - Email sent. No additional comments. Ryan Hartman – Clay Township Regional Waste District - Comments sent. Revised plans have been returned, so no additional concerns. Angie Conn – City of Carmel Planning & Zoning - Review comments sent. Department is awaiting revisions. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said he appreciated the changes that were made to the plans to accommodate the fire department access. Alex Jordan – City of Carmel Engineering - Letter sent. Mr. Jordan asked if section 5 has BMPs set up for construction. Mr. Huff asked about the cul-de-sac connection and said this would probably be seldom used. Mr. Jordan said the department would probably support this. Chris Bluto – MetroNet - No comment. CARMEL, IN 46032 (317) 571-2417 David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said the sidewalk along the cul-de-sac should connect to the sidewalk along the street. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. 9:10 a.m. Docket No. 16100022 DP/ADLS: Midtown Carmel, Block 3, Midtown Flats (DP/ADLS). The applicant seeks design approval for a 4-story multi-family, mixed use building with approximately 216,112 sq. ft. of floor area. The site is located at 526 S. Range Line Road, east of the Monon Greenway, west of future 1st Ave SW, and north of future 6th Street SW. It is zoned PUD/Planned Unit Development. Filed by Andrew Greenwood of Old Town Development, LLC. Johnny Hart with J.C. Hart Co., Eric Rasmussen with CEC, and Casey Shinaver with Old Town Design Group presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Plans were just received last Thursday so no comments. Joanie Clark – Vectren Energy - Ms. Clark asked which part of the building would require gas service. Mr. Hart said gas would be required for the clubhouse as well as the pool heater. Mr. Hart also said the developers would like to start the project in March or April. Ryan Hartman – Clay Township Regional Waste District - This project is outside CTRWD jurisdiction. Angie Conn – City of Carmel Planning & Zoning - No comments. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said these plans were just received last week so there are no comments. He added that the information needed by the fire department is not on the plans. This information includes hydrant locations, fire department connection locations, and utilities locations. Mr. Rasmussen said the Carmel Redevelopment Commission will be responsible for the parking garage so they will be submitting these plans. The office building is also a different developer. CARMEL, IN 46032 (317) 571-2417 Chris Bluto – MetroNet - Mr. Bluto said this is currently outside of MetroNet’s service area but by the spring it may be within the service area. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said some of the comments were regarding the parking garage which would be a different developer, although they were included on the review. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said the apartments, parking garage, office building, and swimming pool will all be on separate building permits. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comment letter sent. Ms. Lopez said the department would like to meet with the developers to discuss architecture and other items. 9:20 a.m. Docket No. 16100024 DP/ADLS: JDF Development – Bennett Retail. The applicant seeks site plan & design approval for a 1-story 9,521 sq. ft. retail building. The site is located at approximately 11036 N. Michigan Rd. It is zoned B-3/Business and lies within the US 421 Overlay Zone. Filed by Steven D. Hardin of Faegre Baker Daniels LLP on behalf of JDF Development, LLC. Rex Ramage with Faegre Baker Daniels, Joe Farr and Tim Jordan with JDF Development, and Brian Cross with Civil Site Group presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said the developers will need to work with Carmel Engineering as this project does not fall within the Hamilton County water shed. Joanie Clark – Vectren Energy - Ms. Clark said this will require a gas main extension if the developers would like gas to the area. Ryan Hartman – Clay Township Regional Waste District - Letter sent on October 27. Mr. Cross asked if CTRWD would have an issue with the encroachment of the dumpster enclosures. Mr. Hartman said this would probably be allowed although the department would prefer another location if possible. Mr. Hartman added that if CTRWD needs to access the location any repairs would need to be paid for by the developer. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn asked which party will be filing the replat. Mr. Farr said the surveyor has completed the secondary plat and it will be submitted. No major concerns with the site. Mr. Cross said the access road shown on the plans has been dedicated as a right-of-way and will be named Redd Road. Mr. Cross said this road will terminate and not be a through road until further development is completed, and said the developer will be submitting a waiver for a larger curb cut to allow emergency vehicles to turn around. Mr. Jordan said this letter will need to be submitted to Jeremy Kashman. Chris Bluto – MetroNet - No comments. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said typically there would be a shell building permit and each individual tenant would pull their own building permits. Rachel Keesling – City of Carmel Planning & Zoning - Letter sent. Ms. Keesling said there are 421 Overlay requirements. Also, Ms. Keesling said there is a rule that retail cannot be more than 75% of a project’s gross floor area in B-3 parcels located north of 106th St. Mr. Farr said restaurants are exempt from this so that would account for 2800 of the total 9500 square feet, which would put the retail spaces below the limit. Ms. Keesling said also, since Redd Road is a publically dedicated road, there are additional requirements regarding front versus rear. Also, the Michigan Road overlay has the most specific requirements for architecture so the building design will need to meet the requirements. Ms. Keesling also said the department would like more information on the north half of the site and how this will be connected in the future. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked how many seats are being planned for the Moe’s restaurant. Mr. Cross said there will be 74, and added that there will be a need for a parking spot waiver based on this amount. 9:30 a.m. Docket No. 16100025 PP: Woodside at West Clay – Primary Plat. The applicant seeks primary plat approval for a 39 lot subdivision on 20.3 acres. The site is located at approximately 2288 W 136th Street and is in the process of being rezoned to a PUD. Filed by Steve Pittman of PPV II, LLC on behalf of Andrew & Rhonna Crook, landowners. Steve Pittman and Nick Churchill with Pittman Partners, and Gordan Kritz with Stoeppelwerth and Associates presented the project. Mr. Pittman said this development will be geared towards empty nesters with master bedrooms on the main floor and full basements. Mr. Pittman said the plan is to have a low pressure forced main for the sewers, along with a lot of common area. There will also be a pollinator garden as part of this development. CARMEL, IN 46032 (317) 571-2417 Churchill said there will be a road to the north connecting the development to Westwood Estates, but due to concerns with construction traffic, this will be blocked to through traffic until the neighborhood exceeds 75% occupancy. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments. Joanie Clark – Vectren Energy - Ms. Clark asked about the time frame for the project. Mr. Churchill said the developers would like to begin around March of 2017. Ryan Hartman – Clay Township Regional Waste District - Email sent. Mr. Churchill asked about the permit fees for the low-pressure sewer system. Mr. Hartman said these fees are typically less with these types of systems. Angie Conn – City of Carmel Planning & Zoning - No comments. Chris Ellison – City of Carmel Fire Department - No comments. Alex Jordan – City of Carmel Engineering - Letter sent. The issues were mainly regarding the Primary Plat. Chris Bluto – MetroNet - Mr. Bluto said there is boring taking place in this area so by the time the development is completed there may be service available. David Littlejohn – City of Carmel Alternative Transportation - No comments. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she will provide a copy of the plan discussed earlier. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said there are no major issues.
