The site is located at the sout�east corner of 131" Street and Towne Road wit�7in the Vilfage of
West Clay. The site is zoned PUDIPIanned Unit Developinent. Filed by Dave Sexton of the
Schneider Corporation fo�� Brenwick TND Communities.
Dave Sexton with Schneider Coiporatian and Keith Lash from Bz�enwick �re �resent for the TAC
review on the Hellen Weils Builc�in�. It's a proposed two-story structure in the Village of W�st
Clay. The placement is jus[ south of the center of town. Ti1e two-story structure sits on one of
the improved lots/blocks. We are not proposing any additional extensions of sewer mains, water
mains, or storm sewe��s. Those will be up to the sewer lateral water tap.
Steve sent a letter. Na additional access. No fu��ther comrzients.

Chuck, it is detexmined that you want gas for this building. In t�e front there is a 5' �tility. We
will bring gas in up the back. On the plans it did not detail a drainage utility easement. There is
no inain along Meeting Hause Raad. We have one on the narth ai�d one on the south side. 5ame
af the other utilities have been coming up the alley.
Keith Lash, it wouid be beneficial if the Vectren main were along Meeting Hause Road for
future connections. If the main were in tile front, we cauld do a tap-in siirailar to the Miller
building across the street as well as the State Farm Bui[ding.
Chuck, anythirag built to ti�e north will hopefully get extended in that direc�ion. We will need to
get together to discuss this further. The load requirements sheet is handed to Keith. Gi�e Jerry a
call if you have any questions.
Dick, this is outside Carmel engineering jurisdiction.
Scott does not have a landscape plan. As you plan a31 buildirag more properties such as this, will
you have tree pits in the front? You show an open area that shows an existing tree. Do you want
to save the tree?
Keith, similar to the Miller building, we will build the tree pit around it.
Scott would like an opportuniry to make comments on the construction. You will not get
anythinb to grow there unless you do it proper[y. You will be replacing trees every two years.
Scott will pzovide Dave with co�nments and information on constructio�l.

Gary sent Dave a letter. No plans to sprinkle the building. There is no base�nent. T�e second
story will be ail office. If tl�e second flaor is over 1500 SF, it has to be sprinkled. When I
calculate the square Footage, I come up with over 2000. There are some options if you do nat
spz-inkle. 1VIy last comment is we request a Knox box for �mergency access. If it does turn out to
be sprinkled, we would request a set of Knox PC caps. I will provide an application.
Bill has given addresses. I will send a letter so you can get a pern�it. Do you know haw many
tenant spaces there are a�ailable in the building? It is noted anly one tenant will have an office
ii� the building. The tenant is Hellen Wells. Also, I ain passing on to yau a new letter from the
post office. You inay contact the individual on the letter if you have any questions.
Jon, did we go through the Secondary Platting on the State Farm and the Dentist Office? Keith
noted they are permitted metes and bounds according to the ordinance. It is ail similar. What
will be to the south of this buildirag? Keith explains it will be a future driveway into Black E.
After looking at the proposed sanitary lateral location, it looks like the manhole sits outside the
existing easement. If that is a proposed easement, we will need a separate easerz�ez�t ta get over
the mant�ole. Will you record a blanket easement for that? Will it include access over the
inanhole? �nce you get other TAC cotnments resolved, and those other issues, we wijl then he
in a position to issue building permits.

The Villas at Sweet Charity Farms (Primary P�at)
The applicant seeks approval to plat a 52-lot residential subdivision on 3451 acres. The site rts
located on the south side of 14151 Street 118 znile east af Towne Road. The site is zoned S-
1/Residence - Estate. Filed by Rich Kelly of EMH&T for Justus Ho�ne Builders, lnc.
Chris White represents Justus Hoznes who is the developer and builder of the The Villas at Sweet
Charity Farrns. Rich Kelly filed the application for .Tustus Home Builders, Inc. The site is
located on the south side of 14is` SEreet and east of Towne Road. It is presently owned partly by
Nancy Irsay and the Browns own the western haif of the site. There are two existing property
owners of which the house in tile northwest corner will be carved out of this parcel and wiil
reinain. We are propasing 52 lots that are approximately 80 x 120 in size utiiizing the open
space ordinance. This will be 52 lots on 34'/z acres. Our entrance wilI line up with the new
entr•ance recently installed by Sadcile Creek to the north. We da have a legal drain that cuts
through the site which is the reason, partly, for the location of the ponds. Sanitary sewer will be
extend�d from Saddle Creek to the north to ouz� site. We ha�e worked otit easements with
Platinum Proper�ies who is developing tha� subdivision. This will come from 146`�' Street to our
site. There is existing water at 1415i Street and is the City af Carmel water. There will be na
clubhouse or amenity within the subdivision. We will have walking paths throughout the
community along with a gazebo. The landscape plans ha�e already been submitted for review.

Steve Broe��mann, Hamilton County Highway sent a letter to Rich.
Chris questions Steve about the widening to the south side f��om the west line clear aver to the
east that would be off the propei•ty.
Steve, that is co��rect. We would like to see you complete this. Saddle Creek has done their
entire site. This would be a 24' wide street acro5s the whole thing. We would like to see you
asphalt acrass the entire area. You can ad{ust the striping where it needs to be done at the
entrance. Also, ADA now requires inore stringent guidelines. At inCersections they are lfloking
for curb depressions ii� each direction. The ADA guidelines are on the Federal Highway
website. We expecC to see all this incorporated. It mostiy pertains to the ramps. They must be
cancrete. We can sit down and further review these requirements.
Chris, we can do a proper frontage. We don't feel your widening idea will be acceptable to this
developer. Also, is 146`�' Street siinilar to 13151 Street? It is a collectar street per Jon. The
thoroughfare plan calls fo�� it to be a four-lane roadway. This will be completed similar to
Aberdeen Bend.
Jon I would like ta see you work out a plan with the County Hignway Department an what they
want to see farCher east. I do not see that you need to go above and beyond what is required on
the thoroughfare plan. We would like this to be satisfactory to the highway department as far as
the level of improvement. Then you can say the develo�er will make "x" impro�ement along the
frontage. What we would like to see at the entrance is opposing lots on 141s` Street as opposed
to decel lanes and exit inta the site.
Sieve, this will fit in. It is just a matter of restriping approximately 2' more pavement. The
oz•dinance cal�s for a 45' half. The right-of-way exists all the way to Saddle Creek. When they
caine up with the Special Use approval for horse barns they dedicated additional right-of-way.
Saddle Ci'eek added 3' ancl that would gi�e us 24'. All poles are the on narth side af street. It
would not be a matter of moving the poles. It would just in�olve adding some pipes.
Jon, I do not have a preference or the ability to ask you to go above and beyond what the
ordinance requires. It wouid be a negotiation between the developer and the caunty highway
department.
Jenny sent a letter. We compieted a field investfgation of the offsite portions of the regulated
drain. The inspector has included his requests as far as the clearing and the dredging of the drain
Rich, we understand we need to clear the drain all the way to 146`�' Street. It is z�egulated all the
way so thej�e are no issues with that, We will clear the trees along banks, remove smaller trees,
and brush. It is understood you would like to see the flaw line reestablished. We wiil fallow up
on the documentation relative to the legal clrain and nonenforceinent. As we get through the
Primary Plat plan and get to the construction plans, let's sit down and discuss this more in detail.

Rich,
The Cutler-Hammer Load�enters are buil# as components w�th
mar�y loadceniers using identical parts and componesrts.
The two loadcenters in question, BR4040B2[i� and 3BR3042B200
both use the exact same box which we classify as a L1. The
interivrs and �rims are different though.
By putting a 3BR3042B2�U in a box that orig�nal�y had a
BR4Q4482�0 you have not altered our design in any way and the
loadcenter is put togeth�r t�te same as the way as when we have it
iested by U! and NEMA.
Since you are using th� exac� same box as the 3BR3042B200 is
dcsigned for, �he UL label and #ufi warranties remain intact.
