EXPLANATION
Atapco Carmel, Inc. (“Atapco”) is the owner of the Lakeside Green office building located
at the southeast corner of Carmel Drive and Guilford Road. The location is outlined in yellow on
the exhibit included under Tab 2 of this brochure.
The applicant seeks approval of a variance from Section 25.07.02-04(e)(9)(a) of the sign
ordinance, to allow a tenant (which may be without street frontage on Guilford Road and/or
Carmel Drive) a wall identification sign on the building façade facing Guilford Road and /or
Carmel Drive.
Under the current Sign Ordinance a tenant, in a single story building, is only permitted a
wall sign in a location which is directly adjacent to the building frontage occupied by their
individual tenant space. As one can see from (i) the site plan under Tab 3 and (ii) the building
floor plan shown under Tab 4, the Lakeside Green Building is approximately 62,000 square feet in
area and the final tenant layout is unlikely to provide building frontage in a manner which matches
individual tenant spaces to wall sign locations shown on the Building Elevations included under
Tab 5. Typically single story, multi-tenant, buildings are backed away from the street with
individual customer entrances adjacent to each tenant space lined up generally in a row. The
Lakeside Green building is a single story building which is pulled up to the street with a common
building entrance oriented to the parking lot at the rear of the building with a layout which will not
have tenants laid out in a row oriented to the street.
Approval of the variance, subject to the proposed conditions described below, would
allow: (i) fewer signs permitted along the Guilford Road and Carmel Drive street frontages than
illustrated on the “Building Mounted Signs” exhibit (see illustration under Tab 6); (ii) no more
than one (1) sign per street frontage for any tenant; and, (iii) not alter the permitted location of
signs oriented toward Guilford Road and/or Carmel Drive as approved under the current ADLS
approval. Absent approval of the variance, the Applicant will be unable to properly and
adequately identify major building tenants (those which may lack street frontage directly adjacent
to their tenant space) a wall sign facing Guilford Road and/or Carmel Drive in a manner consistent
with permitted wall signs for other building configurations.
The proposed variance will assist in providing proper identification for major building
tenants and result fewer wall signs that would otherwise be permitted if the building were
occupied by several smaller individual tenants which had space directly along each road frontage.
The proposed conditions of approval are as follows:
1.A maximum of one (1) Wall Identification Sign per tenant, per frontage, shall be
permitted. This condition limits any single tenant from having more than one (1)
sign on either building frontage.
2.A Maximum of two (2) Wall Identification Signs shall be permitted per street
frontage (a maximum of 2 signs facing Guilford Road and 2 signs facing Carmel
Drive). This condition significantly reduces the potential number of permitted signs

FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general
welfare of the community because:
The approval of the variance would not alter the permitted location of signs oriented toward
Guilford Road and / or Carmel Drive as illustrated on the attached Building Mounted Signs exhibit.
2. The use and value of the area adjacent to the property included in the variance will not be affected
in a substantially adverse manner because:
The approval of the variance would not alter the permitted location of signs oriented toward
Guilford Road and / or Carmel Drive as illustrated on the attached Building Mounted Signs exhibit
and therefore have no adverse impact on the use and value of the area adjacent to the subject
property.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical
difficulties in the use of the property because:
Absent approval of the variance, the Applicant will be unable to properly and adequately identify
major building tenants, which may lack street frontage, a wall sign facing Guilford Road and / or
Carmel Drive in a manner consistent with permitted wall signs for other building configurations.
The proposed variance will assist in providing proper identification for major building tenants and

approval) otherwise be permitted if the building were occupied by several smaller individual
tenants.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance
Docket No. 17030007 V is granted, subject to any conditions stated in the minutes of this Board, which are
incorporated herein by reference and made a part hereof.

CONDITIONS OF APPROVAL
