MEETING MINUTES
MONDAY, DECEMBER 19, 2016 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT
Council President Ronald E. Carter, Council Members Sue Finkam, Laura D. Campbell, H. Bruce
Kimball, Jeff Worrell, and Kevin D. Rider. Clerk -Treasurer Christine Pauley, and Deputy Clerk Jacob
Quinn.
Councilor President Carter called the meeting to order at 6:00 p.m.
INVOCATION
Rev. Eric Burton -Krieger, St. Luke's United Methodist Church, pronounced the invocation.
Councilor Campbell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
Mayor Brainard recognized and spoke about Bill Hudnut who passed away. Bil Hudnut was a former four
term Mayor of Indianapolis.
APPROVAL OF MINUTES
Councilor Worrell moved to amend minutes from the December 5, 2016 Regular Meeting by inserting his
question in the Claims section inquiring if any personal legal fee payments were present in the Claims run
and also inserting Clerk -Treasurer Pauley's response that there were not. Councilor Rider seconded.
There was no Council discussion. Council President Carter called for the vote. The motion passed 6-0.
Councilor Finkam moved to amend the minutes by striking retirement on line 185 and inserting
resignation. Councilor Rider seconded. There was no Council discussion. Council President Carter called
for the vote. The motion passed 6-0. Councilor Rider moved to approve Minutes As Amended. Councilor
Finkam seconded. There was no Council discussion. Council President Carter called for the vote.
Minutes As Amended were approved 6-0
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Zach Miller, Carmel Flag Club, addressed Council about the need to update the City flag.
COUNCIL, MAYORAL AND CLERK -TREASURER COMMENTS/OBSERVATIONS
Councilor Worrell recognized Bruce Breeden who received the Lifetime Achievement Award from
OneZone. He also thanked Council President Carter for his leadership over the past year.
Councilor Rider thanked Council President Carter for his leadership as Council President. He also noted
that Zach Miller should be a part of the commission that is formed to work on the Carmel City flag.
Councilor Finkam said she spoke to Zach Miller before the meeting and encouraged him to reach out to
Council individually.
Councilor Kimball thanked Council President Carter for his leadership as Council President.
Council President Carter thanked Councilors, his wife Barb and Mayor Brainard for one of his best years
on Council.
Clerk -Treasurer Pauley thanked Zach Miller for his presentation and Council President Carter and all of
Council for their service.
ACTION ON MAYORAL VETOES
There were none.
CLAIMS
Councilor Finkam moved to approve Payroll in the amount of $1,607,601.39. Councilor Kimball
seconded. There was no Council discussion. Council President Carter called for the vote. Payroll was
approved 6-0.
Councilor Finkam moved to approve General Claims in the amount of $2,649,997.89. Councilor Worrell
seconded. There was no Council discussion. Council President Carter called for the vote. Claims were
approved 6-0.
Councilor Finkam moved to approve Retirement in the amount of $92,515.72. Councilor Campbell
seconded. There was no Council discussion. Council President Carter called for the vote. Retirement was
approved 6-0.
Councilor Finkam moved to acknowledge Wire Transfers in the amount of $1,301,346.89. Councilor
Kimball seconded.
COMMITTEE REPORTS
Councilor Rider announced that the Finance, Utilities and Rules Committee had not met.
Council Rider announced that the Land Use and Special Studies Committee had met and that the reports
would be given when the items come up on the agenda.
OTHER REPORTS
There were none.
OLD BUSINESS
Councilor President Carter announced the Second Reading of Ordinance D-2338-16; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 7, Article 3, Section 7-27 of the

Carmel City Code; Sponsor: Councilor Schleif. This item was not discussed and remains in the Land Use
and Special Studies Committee,
Councilor President Carter announced the Second Reading of Ordinance Z-620-16; An Ordinance of the
Common Council of the City of Carmel, Indiana Establishing the Shadow Wood Planned Unit
Development District. Councilor Rider reported that this is returning from the Land Use and Special
Studies Committee with a positive 2-0 recommendation. There was brief Council discussion. Councilor
Rider moved to approve Ordinance Z-620-16. Councilor Campbell seconded. There was no Council
discussion. Council President Carter called for, the vote. Ordinance Z-620-16 was approved 6-0.
Councilor President Carter announced Resolution CC -12-05-16-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Expressing Interest in the Purchase of Certain Properties Valued
at Over $25,000. Councilor Rider reported that this is returning from the Land Use and Special Studies
Committee with a positive 2-0 recommendation. Corrie Meyer, Carmel Redevelopment Commission,
presented the item to Council. There was extensive Council discussion. Councilor Finkam moved to
approve Resolution CC -12-05-16-01. Councilor Rider seconded. There was no Council discussion.
Council President Carter called for the vote. Resolution CC -12-05-16-01 was approved 6-0.
PUBLIC HEARINGS
There were none.
NEW BUSINESS
Councilor President Carter announced the First Reading of Ordinance D-2339-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Subsections (58) and (59) to Chapter 8, Article
5, Section 8-47(a) of the Carmel City Code. Councilor Rider moved to introduce. Councilor Finkam
seconded. Councilor Rider presented the item to Council. Council President Carter held the item over
until the next meeting and did not refer to committee.
Councilor President Carter announced the First Reading of Ordinance D-2340-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 3, Article 1, Division 2, Sections 3-
25 and 3-30 of the Carmel City Code. Councilor Finkam moved to introduce. Councilor Rider seconded.
Councilor Finkam presented the item to Council. Councilor Finkam moved to amend by striking on line
53 In the absence of the Mayor, change line 71 to Finance Committee, change line 72 to Land Use
Committee, strike line 73, strike line 74, and renumber line 75 to (3). Councilor Rider seconded. There
was brief Council discussion. Council President Carter called for the vote. The motion passed 6-0.
Council President Carter referred the item to the Finance, Utilities and Rules Committee.
Councilor President Carter announced the First Reading of Ordinance D-2341-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 3, Division II, Section 2-
40(d)(6) of the Carmel City Code. Councilor Finkam moved to introduce. Councilor Rider seconded.
Councilor Finkam presented the item to Council. Councilor Rider moved to suspend the rules and act on
this tonight. Councilor Kimball seconded. There was brief Council discussion. Council President Carter
called for the vote. The motion was approved 6-0. Councilor Rider moved to approve Ordinance D-2341-
16. Councilor Finkam seconded. There was no Council discussion. Council President Carter called for the
vote. Ordinance D-2341-16 was approved 6-0.
Councilor President Carter announced the First Reading of Ordinance D-2342-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Chapter 2, Article 2, Section 2-24 to the Carmel
City Code. Councilor Rider moved to introduce. Councilor Kimball seconded. Councilor Worrell
presented the item to Council. There was brief Council discussion. Council President Carter referred the
item to the Finance, Utilities and Rules Committee
Councilor President Carter announced the First Reading of Ordinance D-2343-16; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Chapter 6, Article 5, Division III, Section 6-100
to the Carmel City Code..Councilor Worrell moved to introduce. Councilor Finkam seconded. Council
President Carter passed the gavel to Councilor Finkam. Council President Carter addressed the Council.
Council President Carter regained the gavel. There was extensive Council discussion. Mayor Brainard
addressed the Council. Council President Carter referred the item to the Finance, Utilities and Rules
Committee
Councilor President Carter announced Resolution CC -12-19-16-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Authorizing a Transfer of Funds Within the 2016 Carmel Fire
Department Budget. Councilor Rider moved to introduce. Councilor Finkam seconded. Councilor Finkam
presented the item to Council. Councilor Finkam moved to approve Resolution CC -12-19-16-01.
Councilor Rider seconded. There was no Council discussion. Council President Carter called for the vote.
Resolution CC -12-19-16-01 was approved 6-0.
Councilor Rider moved to add Resolution CC -12-19-16-02 to the agenda under New Business. Councilor
Finkam seconded. There was no Council discussion. Council President Carter called for the vote. The
motion passed 6-0.
OTHER BUSINESS
Councilor President Carter announced Resolution CC -12-19-16-02; Interlocal Agreement by and
Between Hamilton County, Indiana, and the City of Carmel, Regarding Funding and Administrative
Provisions of the Youth Assistance Program. Councilor Rider moved to introduce. Councilor Finkam
seconded. Councilor Finkam presented the item to Council. Councilor Finkam moved to approve
Resolution CC -12-19-16-02. Councilor Rider seconded. There was no Council discussion. Council
President. Carter called for the vote. Resolution CC -12-19-16-02 was approved 6-0.
Election of 2017 Council Positions
Councilor Rider moved to elect Councilor Finkam to be Council President. Councilor Kimball seconded.
Councilor Rider made a motion to close nominations. Councilor Worrell seconded. There was no Council
discussion. Council President Carter called for the vote to close nominations. The motion passed 6-0.
Council President Carter announced that Councilor Finkam had been elected Common Council President
for 2017.
City Council Appointments
Carmel City Center Community Development Corporation (4CDC) (Term Expires 12/31/17, one
year term); One appointment. Council President Carter nominated Debra Schmitz to serve on the
4CDC. Councilor Rider seconded. Councilor Rider moved to close the nominations. Councilor
Kimball seconded. There was no Council discussion. Debra Schmitz was appointed by
acclamation.

Carmel Redevelopment Commission (Terms Expire 12/31/17, one year term); Two appointments.
Councilor Rider nominated Jeff Worrell and Dave Bowers to serve on the Commission. Councilor
Finkam seconded. Councilor Rider made a motion to close the nominations. Councilor Kimball
seconded. There was no Council discussion. Dave Bowers and Jeff Worrell were appointed by
acclamation.
Carmel Fire Department Merit Board (Term Expires 1/1/19, two year term); One appointment.
Council President Carter nominated Gary Dufek to serve on the Board. Councilor Rider seconded.
Councilor Rider moved to close the nominations. Councilor Finkam Seconded. There was no
Council discussion. Gary Dufek was appointed by acclamation.
Carmel Police Department Merit Board (Term Expires 1/1/19, two year term); One appointment.
Councilor Worrell nominated Alana Shane to serve on the Board. Councilor Finkam seconded.
Councilor Rider moved to close the nominations. Councilor Finkam Seconded. There was no
Council discussion. Alana Shane was appointed by acclamation.
Carmel Ethics Board (Terms Expire 1/1/18 and 1/1/19, two year terms); Two appointments.
Councilor Finkam moved to table the item. Councilor Rider seconded. There was no Council
discussion. Council President Carter called for the vote. The motion passed 6-0.
ANNOUNCEMENTS
Councilor Finkam announced a meeting for January 9, 2017 and that she would be making appointments
for Vice -President and Committee Chairs at that meeting.
Council President Carter thanked the Legal Department for all of their work over the past year.
