Huffington Post, May 1, 2017: "There is a Conservative Approach to
Climate Change." (http://www.huffingtonpost.com/entry/bret-stephens-
climate-change-conservatives us 5907a87be4b02655f83f85b0?97h) Story
by Kate Sheppard notes this about Carmel:
Take James Brainard, the Republican mayor of Carmel, Indiana,
since 1996. He's put a priority on lowering emissions because it
saves his city money and makes it a nicer place to live —more
walkable, dense, and bike-friendly. When I caught up with him on
Monday, he was happy to brag about the 22 percent rate of return
they've seen on their investment in replacing street lights with
energy-saving LEDs. They're also installing 28 new roundabouts —
they already have more than any other city in the U.S. — because
they improve traffic flow and cut emissions.

Champions Traffic Roundabouts as a way to Lessen Congestion."

Brainard aired to 2.5 million listeners in 180 countries on the American

Tom Schuenemann Blog Post: https://www.linkedin.com/pulse/lacking-
historical-perspective-thomas-schueneman. Writer includes this about
Carmel:
Brainard studied history as a young man. He applies his historical
lens to modern-day issues of municipal governance and urban
design. In the process, he has transformed Carmel from a sprawling
suburb of Indianapolis to a destination city in its own right.
Borrowing from the European town square and roundabout, Carmel
boasts a thriving, walkable downtown, less traffic congestion, and
more greenspace.
