This location is the primary entry to the developing ISG Campus from U.S. 31, Main Street, and Pennsylvania Street. The property, addressed as 13213 N. Meridian Street, is zoned B-6 and is in the U.S. Highway 31 Corridor Overlay Zone. The ISG Campus consists of an existing medical building, a surgery center (nearing completion of The ground sign is part of an overall signage package for the ISG Campus, and this sign’s location Patrons approach the ISG Campus primarily from Main Street (both eastward and westward), northbound on Pennyslvania Street, and from U.S. 31. The goal of the sign is to clearly identify the northbound exit of the Main Street/Pennsylvania Street roundabout as the proper routing to the ISG Campus entries. To accomplish this goal and provide clear direction from these multiple approaches, the sign’s orientation will be slightly angled toward the roundabout, not perpendicular to it. Physical aspects of the location for the ground sign are unique which is the cause for the variances. 1. The ground on which the sign will rest is six (6) feet lower in elevation than the nearest sidewalk on Pennsylvania Street. Additional height for the sign is needed as a height compliant sign would be completely below the nearest right-of-way and not visible. 2. The ramps of the Main Street overpass which cross U.S. 31 add to the disparity between the ground elevation of the sign and an elevation where the sign could actually be seen. The further west one moves on Main Street, the more the disparity increases. Additionally, the ramps include a solid wall of approximately 2.5 feet in height. These factors result in a need to increase the height of the sign. 3. The multiple roundabouts in close proximity to each other, beginning at the U.S. 31 ramps and continuing along Main Street, require that a legible sign for the ISG Campus be viewable to drivers prior to entering the Main Street/Pennsylvania Street roundabout. For the text of the sign to be legible, additional sign area is needed. Requested Variances: The proposed ground sign requires the following two variances: 1. Docket No. 17050007V: Ch. 25.07.02-04(c) of the Carmel Zoning Ordinance limits a ground sign with a sign area of one hundred eleven (111) square feet. 2. Docket No. 17050008V: Ch. 25.07.02-04(d) of the Carmel Zoning Ordinance limits the height of a ground sign to a maximum of six (6) feet. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the sign is designed to be seen by drivers as they approach the area on Main Street, but due to the _____________________________________________________________________________________ elevation changes unique to this site, the adjacent ramp system of the overpass, and multiple roundabouts in close proximity to each other, a larger sign in height and size is needed to allow drivers ample time to _____________________________________________________________________________________ identify the location of the Indiana Spine Campus. _____________________________________________________________________________________ DECISION It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket No. ___________________________ is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and made a part hereof.
