Members present were: Dave Cremeans; Jay Dorman, Dick Klar; Barry Krauss; and Chris White. Also present was Plan Commission President Tom Thomoson. Director Steve Engeiking, Mark Monroe and Terry Jones were present representing the Department of Community Services. Item 1. Committee to consider Docket No. 51-97 S.P., a secondary plat application for Centex Homes. Petitioner seeks approval to construct 23 lots on 10 acres within the subdivision known as Stonehaven at Haverstick, Section 4. The site is located on the north side of 131 st Street, just west of River Road. The site is zoned S-I/Residence (cluster option subdivision.) Filed by Tom Kutz of Centex Homes. Tom Kutz of Centex Homes appeared before the Committee requesting approval for the construction of 33 lots on 10 acres within Stonehaven at Haverstick, Section. The project complies with the Primary Plat. Mark Monroe reported no outstanding issues from the Technical ,advisory Committee. Dick Klar moved for the approval of Docket No. 51-97 S.P., APPROVED :-0. Item'_. Committee to consider Docket No. 52-97 S.P., a secondary plat application for Oak View Associates. Petitioner seeks approval to construct 33 lots on 23 acres within the subdivision known as Delaware Trace, Secrion 2. The site is located on the east side of Hazeldell Road, just south of Cherry Tree Road. The site is zoned S-I/Residence. Filed by ✓fichael Scheerz of Oakview ,associates. Richard Henderson of Schneider Engineering appeared before the Committee representing the applicant. Storm sewer and entry way details to be covered in a meeting with City Engineer Kate Boyle. The details of Hazeldell Road need to be worked out with the petitioner and meetings will continue to be held to achieve that end. Otherwise, the secondary conforms to the primary plat. Dick Klar moved for approval of Docket No. 52-97 S.P.. conditioned upon working out the c:\minutes\subdvsn\1997 Jul details of Hazeldell Road with the City Engineer (as it affects this particular development); APPROVED 5-0. Item 3. Committee to consider Docket No. 53-97 S.P., a secondary plat application for Pittman Partners. Petitioner seeks approval to construct 47 lots on 20 acres within the subdivision known as Williams Mill. The site is located on the west side of Springmill Road, just across from the intersection of I I Ith Street and Springmill Road. The site is zoned S-2/Residence (Residential Open Space Application.) Filed by Steve Pittman of Pittman Partners. Steve Pittman appeared before the Committee representing the applicant. Mark Monroe reported that Soil & Water Conservation has received revised plans --outstanding comments to be addressed. Landscape plan to be addressed --there are street trees within the utility easement, also, tree preservation plan to be more specific --what is shown on rendering not exactly true to fact. Jay Dorman moved for the approval of Docket No. 53-97 SP conditioned upon an acceptable landscape plan, Soil & Water comments to be satisfactorily addressed, and resolution of street trees in utility easement; APPROVED 5-0. Item 4. Committee to consider amendments to the Primary Plat for Prairie View Subdivision. Petitioner wishes to reduce the width of several easements within the subdivision used for storm sewers from 30 feet to 20 feet. The site is surrounding the intersection of 131st Street and River Road. The site is zoned S-1/Residence (Residential Open Space application.) Filed by Brenwick Development. Jose Kreutz of Schneider Engineering appeared before Committee representing the applicant. City Engineer Kate Boyle was in favor of reduction of the 30 foot easement for storm sewers to 20 feet with the conditions contained in her memo. Jay Dorman moved to approve amendments to the Primary Plat to reduce the width of easements in Prairie View as requested in memo from City Engineer Kate Boyle; APPROVED 5-0. NOTE: Kea Alexander ofBrenwick Development appeared before the Committee in regard to ground monument signs. Mark Monroe reported that ground signs must be at the entrance to the subdiv Sion. If there are significant changes from the original sign package, petitioner must again come before the Plan Commission. Petitioner to sit down with DOCS and work out details. NOTE: Committee member Chris White was absent from the room at the time Items 5 and 6 cAminutes\subdvsm 1997 jul were discussed and voted on. Item 5. Committee to consider Docket No. 54-97 S.P., a secondary plat application for Davis Homes. Petitioner seeks reapproval to construct 44 lots on 24 acres within the subdivision known as the Trails at Avian Glen, Section 10. The site is located on the west side of Cherry Tree Road, just north of 131st Street. The site is zoned S-1/Residence. Filed by Chris White of Davis Homes. Stu Huckelberry of Davis Homes appeared before the Committee seeking re -approval to construct 44 lots on 24 acres within the Trails at avian Glen Subdivision, Section 10. The one year deadline has expired. Stu Huckelberry reported that green space has been provided along the Mitchner Ditch. Dick Klar moved for the re -approval of Docket No. 54-97 S.P., APPROVED 4-0. Item 6. Committee to consider Docket No. 55-97 S.P., a secondary plat application for Davis Homes. Petitioner seeks re -approval to construct 49 lots on 26 acres within the subdivision known as the Shelbourne Greene, Section 2. The site is located on the east side of Shelbourne Road, just north of 96th Street. The site is zoned R-I/Residence (Cluster Option Subdivision.) Filed by Chris White of Davis Homes. Stu Huckelberry of Davis Homes appeared before the Committee representing the applicant. There are 7.5 acres of common area around the perimeter and the golf course. There are no changes in lot sizes. The tree preservation areas are to show on the Plat. Mark :Monroe requested that all areas last shown on plat as tree preservation be changed back to original representation before plat is signed; petitioner will comply. Jay Dorman moved for the re -approval of Docket No. 55-97 S.P., Shelbourne Green, Section 2; APPROVED 4-0. Item 7. Committee to consider Docket No. 27-97 PP, a Primary Plat application for Paul Shoopman. Petitioner seeks approval to plat 279 lots on 153 acres. The site is located south of 121st Street and north of 116th Street, just east of the intersection of 116th Street and Michigan Road. The site is zoned S- I/Residence. Filed by Paul Shoopman. Bill Stober, attorney at law, appeared before the Committee representing the applicant. Mr. Stober referred to the Board of Zoning Appeals meeting of March 25, 1991 which heard Mr. c:\minutes\subdvsn\1997jul a Shoopman's original presentation as to the immediate plans. Mr. Stober stated that the Primary Plat as presented is consistent; the landscape plan now is acceptable to the Department. Written confirmation of the Wetlands issue is submitted as Exhibit C from Earthsource--the property is not in jurisdiction of wetlands --impounded water only; Exhibit D contains written confirmation from the County Surveyor. Recreational area immediately on west side of entry to the Subdivision --meets all provisions. Traffic: Plan from State Highway for light at Michigan Road and 116th Street and north to 121st Street. Improvements east of Michigan Road along 116th Street include passing blister. Steve Fehribach, traffic engineer with A& F Engineering, referred to improvements on 116th Street east of Michigan Road: entrance on 116th Street to the proposed development to be moved back 1130 feet from center of Michigan Road; roadway improvements to include left turn lane and right turn lane. Property line is 850 feet to the east from center of the development. Without passing blister, intersection would operate at level "C" or better as supported in Exhibit F of traffic report. Paul Shoopman willing to commit to install passing blister on 116th Street and 121st Street --will purchase real estate for passing blister; will join government authority in condemnation proceeding if necessary. Either way, passing blisters to be installed. A number of residents within close proximity to the proposed development were in attendance as well as Larry Frey, Boone County Commissioner. Mr. Frey registered objection to Mr. Shoopman's proposed development by reason of the additional traffic that would be generated. Overcrowding of the schools was also stated as a reason for objection. Mr. Frey was not aware of a letter which had been written to the Carmel Plan Commission by a Boone County Commissioner requesting joint cooperation in the development of the subject site which would affect not only the residents of Hamilton County but Boone County as well. Nlr. Frey also asked that the "hump" in the road be addressed. Mr. Stober reported that the petitioner is committed to removing the "hump" in the road (116th Street.) Residents of Boone County had hired an independent engineer, Richard O. Albright, to perform a traffic study of the subject area and asked that Mr. Albright be allowed to present the results of his study. Jay Dorman moved to allow 'Mr. Albright to present the results of his findings; Motion Approved 3 in favor, Dick Klar and Chris White opposed. Mr. Albright reported that the proposed subdivision does not tit a typical subdivision study due to the variation in number of homes. fir. Albright felt that the data/information used by A&F Engineering was seriously flawed and that the Trip Manual does not support A&F's position. Mr. Fehribach was then allowed an opportunity to support A&F Engineering's traffic report; Mr. Fehribach reviewed his formula for computation and stated that he stood behind his tigures. Mark Monroe reported the Department's position that a variance would have to be requested from the Plan Commission if the petitioner did not install a passing blister. Also, drainage c:`,minutes\subdvsn\ 1997 jut 5 questions would be addressed at Secondary Plat final approval per section. To date, there has been no input from the School Board; the "hump" in the road is to be reduced by 3 feet. Jay Dorman moved for approval, subject to acquisition of ground for a passing blister, seconded by Chris White. The vote was two in favor, Dick Klar, Barry Krauss and David Cremeans opposed; NEGATIVE RECOMMENDATION.
