SITE NARRATIVE
A. General
Waterstone is a proposed 417 lot subdivision of 286 acres divided into three
communities - Windpointe at Waterstone which is 98 lots within the S-1
zoning, Bayhill at Waterstone which is 169 lots within the S-2 zoning, and
Stonewick at Waterstone which is 150 lots within the R-2 zoning. This
development is north of 116th Street, east of Gray Road, and south of 126th
Street.
B. Existing Conditions
1. Portions of the site have been mined of its sand and gravel and was
left with 1:1 side slopes in some areas. The remaining ground is
woods and farmland which has steep to moderate slopes that drain
south to Cool Creek.
2. Soil maps from the United States Department of Agriculture, Soil
Conservation Service, identify Fox Loam (FnA, FnB2), Hennepin
Loam (HeF) Miami Silt Loam (MmA, MmB2, MmD2), Miami Clay
Loam (MoC3, MoD3), Ockley Silt Loam (OcA, OcB2), Shoals Silt
Loam (Sh), Sleeth Loam (St) and Westland Silty Clay Loam (We).
3. There are existing sanitary sewers along 126th Street and at the
southeast corner of the property.
4. There is an existing 10" water main on the south side of 116th Street,
a 12" main on the east side of Gray Road, and a 12" main on the
south side of 126th Street.
5. The existing drainage on the property is part of the Cool Creek
watershed. Cool Creek runs along the southwest corner of the
property.
C. Proposed Conditions
1. The proposed subdivision is within three Carmel zoning
classifications, S-1, S-2 and R-2.
2. The comprehensive plan places the site in planning sub-area 12
which is bordered by 146th Street, 116th Street, Gray Road and
Hazeldell Road. Development for this portion of the planning area
is recommended to be Moderate Intensity Residential.
3. The internal street system will consist of three entrances one on
116th Street, one on Gray Road, and one on 126th Street. The street
width will be 30 feet with the exception of the cul-de-sac streets,
which will be 26 feet in width. These streets will be dedicated to the
City of Carmel.
4. Domestic water will be provided by the City of Carmel which has a
10" main on 116th Street and a 12" main along 126th Street and Gray
Road.
5. Sanitary sewer service will be provided by the City of Carmel. The
existing 18" interceptor at the southeast corner of the property will
service the majority of the property, and be extended to gray Road
for the removal of the Brookshire Lift Station. The 36-inch
interceptor along 126th Street will service the Northern portion of
the property.
6. The storm drainage system will consist of curb inlets, beehive inlets,
and other structures to collect runoff. This runoff will be routed
through storm sewers to the detention facilities. The outfall will
discharge into Cool Creek.
7. The proposed subdivision falls within the Hamilton County Sheriff
and Carmel Fire Department jurisdiction. Schools are within the
Carmel-Clay school district. Utilities include Carmel Water,
Indianapolis Power & Light, Indiana Gas, and Indiana Bell.
WATER, SANITARY AND STORM SYSTEM
A. Water Systems
Water for the proposed subdivision will be provided by the City of Carmel,
by an existing 10" main along 116th Street and an existing 12" main along
Gray Road and 126th Street.
B. Sanitary System
Sanitary sewer service will be from the City of Carmel with an expected
flow of 145,950 GPD. An existing 18 inch interceptor will serve the
majority of the property and be extended to Gray Road to remove the
Brookshire Lift Station. The remainder of the property will be served by a
36 inch interceptor along 126th Street.
C. Storm System
The storm water runoff will be collected by a storm sewer system and
detained through a series of lakes and outlet to Cool Creek.
EROSION CONTROL
1. Land alterations which strip the land of vegetation, including regrading,
will be done in a way that will minimize erosion. Whenever feasible,
natural vegetation will be retained, protected, and supplemented.
2. The duration of time which an area remains exposed will be kept to a
practical minimum. The area will be stabilized as quickly as practical.
3. Temporary vegetation or mulching will be used to protect exposed arca
during development.
4. Permanent and final vegetation or structural erosion control devices will be
installed as soon as practical under the circumstances.
5. Sediment in runoff water will be trapped by the use of such methods as
slotted riser pipes, debris basins, and silt traps until the disturbed area is
stabilized.
