HomeMy WebLinkAboutMinutes Plan Commission 05-21-91 CARMEL PLANNING COMMISSION MINUTES - MAY 21, 1991 1 The regular meeting of the Carmel Planning Commission was brought to order by Sue McMullen, Vice President on May 21, 1991 at 7 : 34 P.M. at the Carmel City Council Chambers . The meeting was opened with the Pledge of Allegiance . The board members present were : Sue McMullen, Tom Welch, Annabelle Ogle, Caroline Bainbridge, Richard Klar, Alan Potasnik, Michael Nardi, Tom Whitehead, Ron Houck, Max Moore and Henrietta Lamb. Members not present are : Jeff Davis , Jim O'Neal, Henry Blackwell and Norma Meighen . A correction on the board members present at April ' s meeting is Norma Meighen was present and Annabelle Ogle was not present . The staff members present were : Wes Bucher, David Cunningham, Michael Hollibaugh, Terry Jones, Wm. Wendling, Jr. and Dorthy Neisler. Mr. Moore moved to approve the April 16, 1991 minutes as presented. Mr. Houck seconded. Unanimously approved. G. PUBLIC HEARINGS 1g. Commission to consider Docket No. 21-91 ADLS/DP, Architectural Design, Lighting & Signage and Development Plan applications for Pearson Ford, located at the northwest corner of 106th and US 421 (Michigan Road) . The development includes the expansion of the current facility to a total of 63 , 077 sq. ft . for new and used automobile sales . Site consists of 9 . 17 acres and is zoned B-3 and is located within the US 421 Overlay Corridor. The petitioner will be appearing before the Carmel/Clay Board of Zoning Appeals for Special Use approval and developmental standards variances . Filed by E. David Coots for Pearson Ford Dealership. The public hearing was opened at 7 : 39 P.M. Mr. E . Davis Coots, 255 E. Carmel Drive, Carmel, made the presentation, a copy of which is on file at the Carmel Department of Community Development . Mr. Chris White of Cripe Engineering and John Pearson, President and Owner of Pearson Ford Dealership. An aerial view, site plan, the architectural design and a rendering of the completed project was displayed. Mr. Houck asked if there were commitments for sidewalks from the petitioner. Mr. Coots stated that when the city annexes this area they will commit to putting in sidewalks . Mrs . McMullen suggested that they move the committee meeting to June 11, 1991 due to graduation on June 4 , 1991 . This item will be sent to the Industrial & Commercial and Land Use Committee on June 11, 1991 at 7 : 30 P .M. 2g. Commission to consider Docket No . 22-91 ADLS/DP, Architectural Design, Lighting & Signage and Development Plan applications for Meijer, Inc. to be located at the northwest corner of 126th (Carmel Drive) and Old Meridian . The development includes the construction of a 208 , 600 sq. ft . facility for all- purpose retail and service center. Site consists of 31 acres and is zoned B-3 . The petitioner will be appearing before the Carmel/Clay Board of Zoning Appeals for Special Use approval and developmental standards variances . Filed by James J. Nelson for Meijer, Inc . The public hearing was opened at 7 : 55 P.M. Mr. Jim Nelson, 3663 Brumley Way, Carmel, made the presentation, a copy of which is on file at the Carmel Department of Community Development . Mr. Tim Plat, Senior Real Estate Representative for Meijer Inc. , Mr. Al Kocinosky, Director of Design and Architecture and Mr. Ken Lennox of Woolpert and Associates . An aerial view, site development and landscape plan, lighting plan and an architectural design was displayed. A booklet was distributed to all board members . Mr. Bill Bradley, General Manager of Summer Trace, spoke in favor of this project regarding the sidewalks . The public hearing was closed at 8 : 14 P.M. CARMEL PLANNING COMMISSION MINUTES - MAY 21, 1991 4 Mr. Jim Nelson, 3663 Brumley Way, Carmel, made the presentation, a copy of which is on file at the Carmel Department of Community Development . Mr. Richard Henderson, Schneider En ineering and Mr. George Sweet, President of Brenwick Developr mentCo. was present . An aerial photo, site plan and a landscape plan was displayed. Dr. Tim Story, 5023 TC Steel Lane, spoke in favor of this project . His concern is that the infrastructure is very unlikely to support the single exit on 126th Street . He suggested that this would be an ongoing investigation of that area . Mr. Roy Elfonant, 11932 Westwood Dr. , Northwood Hills stated that his concern is the water and the flood control and the runoff of this water. Mr. Greg Binder, 11861 Hoster Rd. , President of Northwood Hills asked if the digging of the lakes have been completed, the traffic signal at 126th he strongly endorses . Mr. Binder asked if the egress and ingress of 116th Street overrides the park land that was just donated, is it going through the park land or is it going to the side of it, will there be any signalization between that intersection or will it T straight in with the subdivision on the south side . Also his concerns of the trees that will be preserved, where is the ingress and egress road on Gray Road, will there be provisions for bike paths? Mr. Tom Kendall, 11818 Gray Road, stated his concern of the sidewalk plan, the entrance on, Gray Road, the safety of the lake with the severe drop off, would Brenwick Development be willing to pay for additional training and equipment for the Fire Department for rescue teams? There are 17 acres of proposed park, will there be any connection such as bike trails and • sidewalks connected to this park? How soon will this be developed? How much of the 17 acre park that is dedicated to the city would have otherwise been developable land? Mr. Roger Shaw, 11181 Yorkshire Lane, stated his concern of the traffic on 126th Street and traffic can not travel through this subdivision from one side to the other. Mr. David Rybarczyk, 4973 Limberlost, stated his concerns regarding the traffic on 126th Street, and the sidewalks . Mr.Nelson stated in response to Mr. Elfonant, they will personally contact him and show him the drainage plans . Mr. Richard Henderson, Engineer with Schneider Engineering was present . A site plan, a specific site plan was displayed. A packet was distributed to all board members . There were no comments from the public hearing at this time. The public hearing was closed at 9 : 29 P.M. Mr. Boyce stated that some of the TAC minute concerns have been addressed. Mr. Boyce stated that within the next week they would have the revisions requested regarding the flood elevations . This will be sent to the Subdivision Committee on June 11, 1991 at 7 : 30 P.M. H. OLD BUSINESS 1h. Commission to consider Docket No. 4-91 O.A. , an ordinance amendment to Ordinance Z-160, the proposed amendment is to regulate outside storage and displays . The primary plat consists of 1 lot located on the west side of Cherry Tree Road approx. 950 ' south of 146th Street . Site is zoned S-i residence district . Petitioner request approval to plat a . 95 acre lot subdivision for the development of a single-family residence . The petitioner is also requesting the following Subdivision Regulation variance : 8 . 9 - Installation of sidewalks . The petitioner has also filed the Secondary plat and is seeking simultaneous approval of the Primary and Secondary plats - docket No. for the Secondary plat is 16-91 S .P . Filed by Stanley and Dorothy Hirschfeld. This item has been removed from the agenda. Mr. Wes Bucher spoke to the Plan Commission regarding the changes of the Sign Ordinance and the problems that their office deals with on a daily basis .
