Hamilton County Surveyor A permit from IDNR will be obtained prior to any construction in the floodway of Cool Creek. Inverts and erosion control procedures for the outlets in Cool Creek will be shown on the construction plans. 3. ) Subsurface drains will be provided in swales with less than 1% slope. Drainage calculations for the proposed lakes was provided with the primary plat. Final drainage calcs will be provided with construction plans. 5 Inverts will be provided on the storm sewer at the time of construction plans. 6. Pad grades and minimum floor elevations will be provided at time of construction plans. 7. We are working with Indiana Gas on construction within their easement. 8. j An emergency flood route has been added to the plans. 9. I understand that the Petitioner wishes to be included on the agenda for the May 21, 1991 Plan Commission meeting. I have no problem with the Carmel Department of Community Development issuing a docket number and placing this project on the Commission agenda for formal review. Sincerely, 4en • and ode to Waterstone - primary plant by Mike Hollibaugh Comments 1 thru 9 are aimed at the road network of the development. 1. Pebblepointe Pass should be extended to intersect with Bayhill Drive and line up with the centerline of Heatherstone Place. 2. The road section called Sugar Cay Court located between Pebblepointe Pass and Bayhill Drive should be moved farther south to either extend Wynstone Way or Fieldstone Circle. 3. The configuration of the roads which converge in the area of south lot 95 (Pebblepointe Pass, Tarrynot Lane and very small stub) is awkward and should be redesigned. 4. The Grand entrance of Waterstone Way just sort of putters out, leads to nowhere. Windepoint Passe ends by teeing with itself. What is the justification for not providing the southern portion of the project without east-west access? This is a pedestrian access question as well as a vehicular one. 5. A stub street to the east should be provided somewhere in the southern half of the project (e.g.extend Rocky Cay Circle). 6. A stub street from Bayhill Drive South should be extended to the east PL. 7. The intersection geometry in the area of Stonewick Place stinks. 8. I question whether the grand entrance boulevard named Waterstone Way creats a safe intersection with its location across from Brookshire Parkway. Are there any alternatives to this configuration? 9. There appears to be very little hierchy of streets or logic to the circulation of this road network other than to facilitate a design which produces maximum number of lots without consideration to overall circulation either vehicular or pedestrian. It appears that little consideration has been given to the developments place with the community. It is important that significant landmarks or areas which give the site character and identity be maintained as much as possible. In this case the unusual topography, the quarry landscape,and the large areas of woods on the site make this parcel unique and should be played upon. Road widths should be varied to help give a hierchy to the road system, with major streets being the widest (max thirty feet), minor residential roads should be given a more narrow design dimension (24 ft max) to help foster a feeling of comfort and intimacy and give more neighborhood identity. ode... cont' Comments 10 thru 15 focus on lot which appear questionable for one reason or another... 10. A significant number of lots in the southern portion of the development are sited upon the Westland (We) type. Westland is characterized as having severe limitations for all building types including the construction of local roads. This area should be studied in greater detail. 11. Lot nos. 30 and 32 are shown to have a large portion of their land area as low area. I am concerned that these depressions are possibly functioning wetlands. 12. The 100 year floodplain needs to be delineated on the plan. 13. Lot 17 appears to be located within a fairly major wooded swale area. Concerned about wetlands. 14. There is a 16,339 s.f. parcel located at the "T"of Waterstone Way&Windepointe Pass without a lot number. Please Explain. 15. The large swale running southeast from the cul-de-sac on Windpointe Pass is located withing a wooded area which could mean the presence of seasonal wetness....wetlands Comments 16 thru end are general thoughts, etc.... 16. The 3:1 side slope around the perimeter of the lakes should be eased to a 5:1 for safety purposes. 17. Show pedestrian access easements wherever located on the plan 18. Will access be permitted along Thicket Hill Circle to the adjoining property owner? 19. Delineate soils boundaries on the 100 scale plan. Also, sediment and erosion control measures will need to be thoroughly thought out and delineated on the plan. The straw bale silt barrier as shown in the details will not provide adequate protection as designed and will need to be redesigned. 20. Wetlands delineation report should be submitted to SCS (and DOCD) 21. This is a very large development. What considerations have been given to providing or requesting a small commercial node within the development to serve the residents? 22. What about landscaping in boulevard areas and commons areas?
