Ahighlytraffickedthoroughfare,fromahighdensitycommercialdevelopment,bifurcatingthemiddleofa
suburbanresidentialneighborhoodisunprecedentedinCarmel.A thoroughfare is located merelyfive homes

southon111street,andithasaCarmelRightofWaysuitedforapedestrian/bicyclemulti-usepath.Waterwood
th
asksinsteadforthefarsuperiorconnectivityofaMulti-usePathalongthe111StreetCarmelROWperimeterto
feedintotheMononParkandultimatelyextendnorthalongtheCollegeAvenueROWtotheexistingCollegemulti-
usepath.
ThefactispeoplewholiveinintimateClosedNeighborhoodslikeWaterwoodofCarmel’s113homeshavegreater
socialcohesion,accordingtosociologists.* Theirfindingsindicatethatpermeabilitycanaccountforasignificant
proportionofthevarianceinresidents’socialcohesion.Residentslivinginlesspermeablestreetsaremorelikelyto
haveahighsocialcohesionwiththeirneighbors.Theresultsfurthersupportthedefensiblespaceconceptwhich
advocatesclosedandlesspermeablestreets.Theresearchisclearandunequivocal.
Waterwood’simpermeabilityisTHEreasonourneighborsareourfriends,andeveryoneknowsyourname.We
knoweachotherfromwalkingourdogstogether,running,skateboarding,androller-skating.Wehaveblockparties.
Weplant200trees.Weplaycardstogether.Wecheckourneighbors’mailandpetsiteachother’sdogs.Weself-
manageourvigorousHomeownersAssociation,andwehaveourownWaterwoodofCarmel.comwebsite.We
exchangeplantcuttingsandflowersforeachother’sgardens. WegreetournewneighborswithourWelcome
Committee.Andeveryday,winterorsummer,westopandtalktoeachotheronthestreetandpulloverourcarsto
visit.
CurrentresearchprovesthesimplepleasureofstoppingtochatwithyourneighborwalkingorbikinginWaterwood
buildsupouralreadycloserelationshipsandfostersourdeepsenseofcommunity.Thissocialcohesioneven
protectsourhealthandlongevity.Whenwewalkoutourfrontdoorwewanttoseepeopleweknow.Don’ttakeour
‘smalltownfamily’awayfromus.Weaskthatyouvoteagainsttakingawaythesocialcohesionofourtight-knit
neighborhoodandvoteagainsttheMulti-useBurrOakPathpermeabilityofencouraginggreatnumbersofshort
termstrangerstopassthroughfromtheproposedC2highdensitydevelopment.
