Docket No. S 27-87, Special Use application for Mary Giczewski, 216 Red Oak
Ridge, Carmel, IN, located in R-1 zoning. Lot size: 43,595 sq. ft. (one acre
plus).
PETITIONERS PRESENT: Mary Giczewski
o Application for child care has been submitted to Hamilton County Welfare
Department
o Application to Welfare Department would allow up to ten children ;
petitioner says will average seven children at any one time
o No outside employees
o Can park four cars in driveway
o Play area 20-25 feet from neighbors' lot line
o 25 percent of home being used for child care facility
o Deep ravine in rear of house to flood plain
o No drainage problems noticed
o Petitioner has spoken with neighbors about proposed plans and has no
problems
o Existing smoke alarms and fire extinguishers in house
o Pre-school program will be incorporated
o TAC recommends use of at least four foot fence to enclose play area of back
yard for security and safety reasons

sisting of 221 lots on 102.1 acres. Site is zoned S-2 and is located on the
East side of Gray Rd. , approximately one-half mile South of 116th Street in Clay
Township.

curbs all streets
o Storm sewer to Cool Creek, per off-site easement
o On-site detention areas will be part of lot rear yards
o Petitioners will install sewer lift station at Southwest end of Subdivision
o 12" oversize water lines will be installed
o Standard erosion control measures will be used during construction
o 40 foot, 1/2 right-of-way will be dedicated by petitioners
o Gray Road will be upgraded per plans on file, 22 feet in width
o Site visibility at intersection of 116th and Gray Road will be improved
o Fence/mounds/signs will be in easement, per neighborhood association main-
tenance
o Installation of storm water detention area will be installed by developer
o Maintenance of storm water detention areas will be responsibility of
homeowners' association

o Sub-drains to all lots and serving all detention areas will be installed
o Construction traffic will use roads off of Gray Road .only

o Need cut and fill map and revised drainage plan for South edge of property
by May 27, 1987
TAC recommends approval of technical matter of project, as presented per minutes
above.
Primary Plat for Le3c1ri4tori Farms
Docket No. 42-87 P.P. , a Primary Plat application for Lexington Farms, a
proposed cluster subdivision consisting of 272 lots on 89.7 acres. Site is
zoned R-1 and a portion R-3 and is located between 111th and 106th Streets, im-
mediately West of the railroad tracks in Clay Township.
PETITIONERS PRESENT: Jim Nelson, Attorney; Dean Ziegler, Developer; Chris White,
Engineer.
o Project will be developed under the cluster option
o Site zoned R-1 and R-3
o Lots in part of existing subdivisions will be replatted
o Through streets will be 30 feet in width; cul-de-sac streets will be 26 feet
in width
o Revised parking and lake are proposed to handle recreational and drainage
needs of subdivision
o Propose to reroute and reconstruct Richard Moffitt legal drain; July public
hearing proposed for County Drainage Board
o Indianapolis water proposed
o Streets will be dedicated to Hamilton County
o Clay Waste District has approved conditional sewer capacity
o Sanitary sewer to connect to 24" line on 106th street, S.E. corner
o All roads to be curbed with sidewalks; perimeter sidewalk proposed along
111th and 106th Streets
o All drainage facilities will be within County legal drain; lakes will be
maintained by neighborhood association

Docket No. 43-87 P.V. , a Plat Vacate request for the portion of College Park
Subdivision North of I-465. Petitioner requests the vacating of 259 of 656
original platted lots. Site is zoned S-2 and is located in the N.W. corner of
' I-465 and College Ave. , in Clay Township.
PETITIONERS PRESENT: Samuel A. Gillespie, Developer; Jim Nelson, Attorney;
Chris White, Engineer.
o 50.959 acres to be vacated in College Park
o Question of who vacates road/street rights-of-way and easements will be re-
searched by Mr. Nelson.
o Consent to vacate plat has been received from all property owners in College
Park
o Clara Knotts legal drain will not be affected by plat vacate; it will remain
as is
TAC has no objection to the requested vacation, as submitted.

Docket No. V 28-87, a Deveental Standards Variance for St. Vincent Carmel
Hospital, 13500 N. Meridian Street, Carmel, IN, located in B-6 zoning.
Petitioner seeks variances from Carmel Sign Ordinance, Institutional Uses: Sec-
tion 25.7.03-2ii -- number and type; Section 25.7.03-2iii -- maximum sign area;
and Section 25.7.03-2iv -- maximum height.

146th Street, 12.916 acres, located in R-1 zoning. Petitioner seeks placement
of additional building on premises. Building is approximately 672 sq. ft.
PETITIONERS PRESENT: Ral.h Bruns for Our Lad of Mt. Carmel
o Concept plan and information reviewed
o Adding guest house to church property; size of house is 672 sq. ft.
o Sewer and water permit needed from Hamilton Western Utility before getting
building permit from Dept. of Community Development

o Existing gravel driveway to serve structure from 146th Street
o Landscaping, screening will be proposed at BZA meeting
o Neighbors have expressed concerns to DOCD regarding development of property;
they will be at BZA meeting to express concerns
o Existing drainage swale must be maintained and not filled; proposed drainage
around buildings needs to be shown on plan
TAC members have no problems with concept of placing guest house on property,
per BZA review and approval and concern of neighbors being addressed by BZA

Docket No. V 21-87, Use Variance application for North Union Realty, three and
one-half acres located at 950 N. Range Line Rd. , in B-2 zoning and Meridian Cor-
ridor Overlay. Petitioner seeks to construct mini-warehouse facility (Excluded
Uses: Section 23.01-5 (13.0.1)).

Docket No. V 22-87, Developmental Standards Variance application for North Union
Realty, three and one-half acres located at 950 N.Range Line Rd. , in B-2 zoning
and Meridian Corridor Overlay. Petitioner seeks variance from: Section 23.02-
10.7, minimum lot width; and, Section 23.02-10.8, minimum gross floor area, for
construction of mini- warehouse facility. BZA tabled this project for one (1)
month at the .April meeting.

o Landscaping has been revised to provide for long-term buffering and screen-
ing from cemetary
o Lighting standards have been proposed; shielded-down lights to be used,
light intensity meets code
o Sign proposal meets the Carmel sign ordinance
o Trash facility will be four feet, 10 inches high, wood shadow box fence with
gate and landscaping
o Entrance road has been moved to South side of property
o Drainage plan has been revised to eliminate retention/detention and allow
for off-site drainage swale in easement to Little Cool Creek. Changed plans
have been conceptually reviewed and approved by County Surveyor and City
Engineer's office.
o Storm water hydrograph to be developed as part of development plan

TAC recommends approval of conceptual/technical aspects of project per revised
plan as submitted and on file
Meridian Park P l a c e V -i am c
Docket No. 30-87 V, Developmental Standards Variance for Meridian Park Place, a
29,600 sq. ft. general office building. The 3.21 acre site is zoned B-2/U.S. 31
corridor and is located on the West side of N. Meridian Street, approximately
2,000 feet North of Old Meridian Street. Petitioner seeks variance from Or-
dinance sections 23.01-3 and 23.01-12.Z(a) concerning greenbelts and 23.01-10.4,
minimum side yard.

o TAC members reviewed revised plans requested by the Carmel Plan Commission
o Proposed greenbelt was proposed to meet intent of U.S. 31 Overlay
o The Plan Commission approved the revised plans for this project at their
last meeting
o Have site location/area maps, completed findings, statement of variance ap-
plied for, certification of required property owners for County Auditor;
have in file before BZA meeting Tuesday, May 26, 1987

zoned I-1 and is located on lot 10 Park Northwestern (Northwestern Drive) in
Clay Township, IN.
